【摘要】：在那個(gè)物質(zhì)極端匱乏的年代,人們只需要簡(jiǎn)單地做著物質(zhì)加法,可是在當(dāng)下,物質(zhì)資源已經(jīng)空前豐富了,僅靠物質(zhì)獲得長(zhǎng)久滿足的時(shí)代已經(jīng)結(jié)束了。比起物質(zhì),更重要的是精神層面的獲得感,尤其是知識(shí)經(jīng)濟(jì)時(shí)代到來之后,知識(shí)和信息將永久地駐入我們的生命,經(jīng)濟(jì)能否增長(zhǎng)很大程度上取決于信息資源能否得到合理的配置與整合。隨著我國(guó)經(jīng)濟(jì)水平的迅猛騰飛和信息化程度的快速發(fā)展,公眾對(duì)于各類社會(huì)資源能否得到合理配置這一問題也逐漸重視起來,尤其是對(duì)于信息資源的整合、保護(hù)與利用問題,檔案信息資源是信息資源的重要組成部分,檔案信息資源的整合與配置問題同樣備受外界關(guān)注。傳統(tǒng)的檔案管理方式無論是在時(shí)間還是空間上,都阻礙了檔案信息資源的有效傳播,甚至還導(dǎo)致檔案管理效率低下。改革是解決上述問題的有效途徑之一,13年前的安徽檔案管理模式改革就旨在有針對(duì)性地解決檔案信息資源配置不當(dāng)問題,在安徽全省95個(gè)市、縣實(shí)施了檔案管理模式改革(本文中簡(jiǎn)稱"安徽模改"),這次轟轟烈烈的改革在我國(guó)檔案事業(yè)改革史上具有舉足輕重的地位,是一次思想的洗禮,也是一次對(duì)檔案學(xué)理論和實(shí)踐的突破,不僅引起了檔案實(shí)際部門的關(guān)注,還聚焦了全國(guó)檔案學(xué)術(shù)界的目光,開展了對(duì)于安徽模改的大討論。除此之外,還得到了時(shí)任國(guó)家檔案局領(lǐng)導(dǎo)的高度贊揚(yáng),例如當(dāng)時(shí)的國(guó)家檔案局局長(zhǎng)楊冬權(quán),副局長(zhǎng)段東升、李明華、楊繼波等相繼為安徽模改喝彩,對(duì)于這次在江淮大地上開展的改革,楊冬權(quán)局長(zhǎng)曾高度稱贊徽州兒女們具有一種在困難面前不氣餒、大膽創(chuàng)新的突破精神,具有一雙發(fā)現(xiàn)問題的慧眼,能吃苦,敢改革。本文對(duì)十余年前的安徽模改進(jìn)行了一次全面、系統(tǒng)、客觀的梳理與回顧。第一部分為緒論,首先介紹了本文的研究目的,接下來從理論意義和實(shí)踐意義兩個(gè)層面論述了本文的研究意義,還分析梳理了國(guó)內(nèi)專家學(xué)者對(duì)于安徽模改這一論題的研究現(xiàn)狀,最后對(duì)選題的主要內(nèi)容作簡(jiǎn)要介紹。第二部分為概述部分:對(duì)檔案管理模式改革和檔案信息資源整合進(jìn)行分析解釋,第三部分介紹安徽模改的實(shí)施背景,安徽和縣具體的改革措施以及安徽省電子文件中心的成立。第四部分是改革取得的初步成果,主要有主要包括理順關(guān)系,創(chuàng)新體制、充分整合檔案資源集中提供社會(huì)利用、加強(qiáng)了檔案人才建設(shè)提高業(yè)務(wù)水平、促進(jìn)檔案部門的基礎(chǔ)設(shè)施建設(shè)這幾方面的內(nèi)容,第五部分介紹了改革實(shí)施時(shí)遭遇的瓶頸,主要包括法律規(guī)范之間存在矛盾和沖突、推廣具有地域局限性、檔案資源資源整合缺乏完整性、缺乏辯證的思維這幾方面內(nèi)容,最后一部分是改革給我們帶來的一些啟示,完善檔案立法、理順關(guān)系,創(chuàng)新管理體制、充分借鑒其他地區(qū)改革的成功經(jīng)驗(yàn)、重視檔案信息化建設(shè)、加強(qiáng)檔案管理人才隊(duì)伍的培養(yǎng)這些啟示。筆者選擇了安徽檔案管理模式作為研究課題,論述目的主要是希望通過對(duì)安徽檔案管理模式改革全面細(xì)致的研究,對(duì)目前我國(guó)檔案學(xué)術(shù)領(lǐng)域受到關(guān)注度較高的重點(diǎn)和難點(diǎn)問題--我國(guó)檔案管理體制改革及檔案信息資源整合與集約化管理等問題提出一些學(xué)術(shù)性思考。
[Abstract]:In the material extremely scarce, people only need to do a simple matter of addition, but in the moment, has been an unprecedented rich material resources, relying on the material for a long time to meet the end of an era. Compared to the material, more important is to gain a sense of spiritual, especially after the arrival of the era of knowledge economy, knowledge and the information will be permanently in our lives, whether economic growth depends largely on the information resources can be rational allocation and integration. With the rapid development of the rapid growth of China's economic level and the degree of information, the public for all kinds of social resources can be rational allocation of this problem also gradually pay attention to it, especially for integration information resources, protection and utilization of the archives information resources, is an important part of information resources, integration and allocation of archival information resources with much the same Outside attention. The traditional archives management mode both in time and space, have hindered the effective dissemination of archival information resources, and even lead to low efficiency. The reform of archives management is one of the effective ways to solve the above problems, Anhui archives management mode of 13 years ago the reform aims to solve the archives information resources the improper allocation problem, in 95 cities in Anhui Province, the implementation of the county archives management mode reform (this paper referred to as "Anhui mode"), this time the reform with vigour and vitality has a very important position in the history of archives reform in our country, is a thought of baptism, is also a time of the archival science theory and practice breakthrough that not only caused actual archives departments concerned, the national archives also focus attention in academic circles, carried out a big discussion on Anhui mode change. In addition, he also got the State Archives Administration The high praise, such as the director of the State Archives Bureau deputy director Yang Dongquan, Duan Dongsheng, Li Minghua, Yang Jibo successively for the Anhui mould instead of cheering, the reform of the development in Anhui, director Yang Dongquan once highly praised the Huizhou children with an undaunted in the face of difficulties, the spirit of bold innovation breakthrough, with a double find the problem of the eye, can endure hardship, dare to reform. This article for more than ten years ago in Anhui conducted a comprehensive reform mode, system, and objective review analysis. The first part is the introduction, first introduced the research purpose of this text, then from the two aspects of theoretical and practical significance to discuss the significance of this study. It analyses the domestic experts and scholars for the study of the status quo of Anhui mode change this thesis, finally the main contents of the topic are briefly introduced. The second part: the archives management mode The reform and integration of archival information resources are analyzed and explained, the third part introduces the implementation background of Anhui mode change, the establishment of the Anhui County of Anhui province and the specific reform measures of electronic document center. The fourth part is the preliminary results achieved in the reform, mainly including rationalize relations, innovation system, fully integrated archives resources provide social use to strengthen the construction of talent archives to improve the operational level, to promote the infrastructure construction of the archives department this content in several aspects, the fifth part introduces the bottlenecks encountered when implementing reforms, including the contradiction and conflict between legal norms, promotion with the geographical limitations, archival resources resources integration is lack of integrity, lack of dialectical thinking in these areas the last part is the content, reform has brought us some enlightenment, perfect archives legislation, straighten out the relationship between the innovation of management system, through the full The successful experience in other areas of reform, pay attention to the construction of archives informatization, strengthen the training of personnel archives management of these revelations. The author chose Anhui archives management mode as the research topic, the aim of the thesis is mainly through the study of the Anhui archives management mode reform comprehensively, to the present our country archives academic attention key and difficult problems a high degree of China reform of archives management system and archives information resources integration and intensive management problems and put forward some academic thinking.
