【摘要】：隨著城市化進(jìn)程的加快,城市之間、城鄉(xiāng)之間的交流日益頻繁,公安機(jī)關(guān)所面臨的社會環(huán)境也變得更加復(fù)雜,給公安工作帶來了更大的挑戰(zhàn)。為維護(hù)社會的長治久安,公安部啟動了全國平安城市建設(shè)和科技強(qiáng)警示范城市建設(shè)項目,全國各主要城市陸續(xù)展開了以視頻監(jiān)控為核心的大型平安城市和科技強(qiáng)警示范建設(shè)。2017年兩會期間政府提出應(yīng)加強(qiáng)警務(wù)工作與互聯(lián)網(wǎng)結(jié)合,以提高公安工作效率。為此本文以福州市公共視頻監(jiān)控管理為研究主題,綜合采用文獻(xiàn)分析法、問卷調(diào)查法、定性定量分析法等多種方法,得出以下結(jié)論:首先,加強(qiáng)福州市公共視頻監(jiān)控管理的必要性包括:視頻監(jiān)控技術(shù)是查處公共犯罪的重要支撐;視頻監(jiān)控的大數(shù)據(jù)系統(tǒng)是創(chuàng)新公共管理的重要手段;視頻監(jiān)控是建設(shè)智慧城市的重要工具。其次,福州市公共視頻監(jiān)控管理存在以下問題:公共視頻監(jiān)控管理制度不健全;公共視頻監(jiān)控信息資源共享不充分;公共視頻監(jiān)控維護(hù)上還存在較大缺陷;視頻監(jiān)控資料保存不規(guī)范等。以上原因制約視頻監(jiān)控系統(tǒng)有效發(fā)揮作用。再次,通過對國內(nèi)外的成功實踐進(jìn)行分析總結(jié),得出以下經(jīng)驗借鑒:必須完善視頻監(jiān)控方面的法律法規(guī);統(tǒng)一技術(shù)標(biāo)準(zhǔn),引進(jìn)先進(jìn)技術(shù);科學(xué)設(shè)計監(jiān)控布局;完善應(yīng)用管理機(jī)制。改進(jìn)福州市公共視頻監(jiān)控管理的辦法包括:加強(qiáng)相關(guān)法律法規(guī)建設(shè),提高思想認(rèn)識;建立公共安全視頻監(jiān)控高水平的管理團(tuán)隊;加強(qiáng)監(jiān)控環(huán)境分析,科學(xué)設(shè)計監(jiān)控布局;完善公共安全視頻監(jiān)控設(shè)備的維護(hù)工作;完善公共安全視頻監(jiān)控的信息共享與安全制度;增加公共視頻監(jiān)控的財政投入。
[Abstract]:With the acceleration of urbanization, the communication between cities and urban and rural areas is increasing. The social environment faced by public security organs has become more complex, which has brought greater challenges to public security work. In order to maintain the long-term stability of the society, the Ministry of Public Security launched the national safe city construction and technology strong police demonstration city construction project. During the two sessions of 2017, the government proposed to strengthen the combination of police work and the Internet so as to improve the efficiency of public security work. This paper takes the public video surveillance management in Fuzhou city as the research topic, literature analysis method, questionnaire survey method, qualitative and quantitative analysis combination, draw the following conclusions: firstly, the necessity of strengthening the public video surveillance management in Fuzhou City, including: video monitoring technology is an important support to deal with public crime; big data video system monitoring is an important means of the innovation of public management; video surveillance is an important tool for the construction of smart city. Secondly, there are the following problems in Fuzhou public video surveillance and management: public video surveillance management system is not perfect; public video surveillance information resource sharing is not enough; public video surveillance maintenance still has many defects; video surveillance data storage is not standardized. The above reasons restrict the video surveillance system to play an effective role. Thirdly, by analyzing and summarizing the successful practice at home and abroad, we draw the following experiences and lessons: we must improve laws and regulations in video surveillance, unify technical standards, introduce advanced technology, design layout scientifically, and improve application management mechanism. To improve the public video surveillance management in Fuzhou city include: strengthening the construction of relevant laws and regulations, improve thinking and understanding; the establishment of public security video surveillance high level management team; strengthen environmental monitoring analysis, scientific monitoring layout design; improvement of public security video surveillance equipment maintenance work; improve public security video monitoring information sharing and security system to increase financial input in public; video monitoring.
