【摘要】：新時期解決好“打得贏”、“不變質(zhì)”兩大歷史性課題,積極推動中國特色軍事變革,努力完成機械化、信息化雙重歷史任務(wù),建設(shè)一支強大的現(xiàn)代化革命軍隊是我軍建設(shè)的總目標。中央軍委[2011]4號文件中提出按照“集中部署、集成建設(shè)、集約保障、科學(xué)管理”的思路,加快建設(shè)現(xiàn)代營房,提高綜合保障能力,促進正規(guī)化建設(shè)。基于此背景,現(xiàn)代化營區(qū)建設(shè)將面臨一場全新改革。信息化戰(zhàn)爭條件下營區(qū)集成化建設(shè)研究的目的是通過分析信息化戰(zhàn)爭的特點及現(xiàn)代化營區(qū)建設(shè)的理念,深入探討現(xiàn)代化營區(qū)建設(shè),形成新理論體系。從規(guī)劃、設(shè)計、配套、安全、信息、生態(tài)等多方面研究現(xiàn)代化營區(qū)發(fā)展方向,這對于提高部隊戰(zhàn)斗力、服務(wù)國防建設(shè)大局、推動和促進軍隊現(xiàn)代化具有十分重要的意義。本文在參考國內(nèi)外相關(guān)研究成果的基礎(chǔ)上做了以下幾個方面的工作:(1)歸納總結(jié)我軍前三代營區(qū)的建造背景、特色和不足,闡述了建設(shè)現(xiàn)代化營區(qū)的必然性并從宏觀、中觀、微觀角度進行了論證;(2)系統(tǒng)研究了信息化戰(zhàn)爭條件下新軍事變革給營區(qū)帶來的重大轉(zhuǎn)變,對現(xiàn)代化營區(qū)建設(shè)的正規(guī)化、體系化、特色化進行了分析,構(gòu)建出適應(yīng)信息化條件的我軍現(xiàn)代化營區(qū)的理論框架;(3)在深入研究現(xiàn)代化營區(qū)規(guī)模和功能等基礎(chǔ)上提出了建設(shè)“大營區(qū)”概念,闡釋了大營區(qū)規(guī)劃、實施方略和內(nèi)容控制,分析研究了大營區(qū)規(guī)劃的目標和策略,確定了我軍大營區(qū)建設(shè)的性質(zhì)和發(fā)展目標,初步形成了營區(qū)建設(shè)的理論體系;(4)從營區(qū)功能、可持續(xù)性、技術(shù)體系、后勤保障為切入點闡述了營區(qū)建設(shè)集成化,實現(xiàn)了營區(qū)功能集中、生態(tài)優(yōu)化,設(shè)施設(shè)備集成共享,為信息化戰(zhàn)爭條件下營區(qū)建設(shè)提供了技術(shù)支撐;(5)以信息化和軍營集成化建設(shè)為依據(jù),結(jié)合某營區(qū)的建設(shè)實踐,在分析我軍營區(qū)現(xiàn)存問題的基礎(chǔ)上提出現(xiàn)代化營區(qū)建設(shè)應(yīng)遵循正規(guī)化、系統(tǒng)化、特色化,并具有地方性和時代性特色。論文的創(chuàng)新點:一是創(chuàng)建了信息化戰(zhàn)爭條件下我軍營區(qū)集成化建設(shè)的基本理論體系;二是提出了信息化戰(zhàn)爭條件下我軍營區(qū)建設(shè)可持續(xù)發(fā)展的規(guī)劃手段;三是提出了信息化戰(zhàn)爭條件下我軍營區(qū)建設(shè)功能要素的整合原則。
[Abstract]:In the new era, we should solve the two historical issues of "winning in the fight" and "not deteriorating", actively promote military reform with Chinese characteristics, and strive to complete the dual historical tasks of mechanization and informatization.Building a powerful modern revolutionary army is the overall goal of our army's construction.In document No. 4 of the Central military Commission [2011], according to the idea of "centralized deployment, integrated construction, intensive support and scientific management", it is proposed to speed up the construction of modern barracks, improve the comprehensive support capacity, and promote the regularization construction.Based on this background, the construction of modern camp areas will face a new reform.The purpose of the research on the integrated construction of camp area under the condition of information war is to probe into the construction of modern camp area and form a new theoretical system by analyzing the characteristics of information war and the idea of building modern camp area.It is of great significance to study the development direction of the modern camp area from the aspects of planning, design, matching, security, information and ecology, which is of great significance for improving the combat effectiveness of the army, serving the overall situation of national defense construction, and promoting and promoting the modernization of the army.On the basis of referring to the relevant research results at home and abroad, this paper summarizes the background, characteristics and shortcomings of the construction of the first three generations of camp areas of our army, and expounds the inevitability of building modern camp areas from the macro and meso levels.This paper systematically studies the major changes brought by the new military reform to the camp under the condition of information war, and analyzes the regularization, systematization and characteristics of the construction of the modern camp area.On the basis of deeply studying the scale and function of the modernized camp area, this paper puts forward the concept of constructing the "big camp area", and explains the planning, implementation strategy and content control of the "big camp area".This paper analyzes and studies the objectives and strategies of the planning of the Daying area, determines the nature and development objectives of the construction of the Daying area of our army, and preliminarily forms a theoretical system for the construction of the camp area, which is based on the function, sustainability and technical system of the camp area.Logistics support as the starting point elaborated the camp area construction integration, realized the camp function centralization, the ecological optimization, the facility equipment integration sharing,It provides technical support for the construction of camp area under the condition of information war. Based on the construction of information technology and the integration of military barracks, it combines the construction practice of a certain camp area.Based on the analysis of the existing problems in our military camp area, it is proposed that the construction of modern camp area should follow the regularization, systematization and characteristic, and have local and contemporary characteristics.The innovation points of the thesis are as follows: first, the basic theoretical system of the integrated construction of military barracks under the condition of information war is established; second, the planning means of sustainable development of our military barracks under the condition of information war are put forward.The third is to put forward the integration principle of the functional elements in the construction of military barracks under the condition of information war.
