【摘要】：意識形態(tài)安全,就是主流意識形態(tài)保持不受威脅的狀態(tài)和能力。意識形態(tài)及意識形態(tài)安全問題,一直是人文社科領(lǐng)域研究的重點(diǎn)問題,在不同的時代、不同的學(xué)科都持續(xù)不衰。新媒體是以互聯(lián)網(wǎng)技術(shù)、數(shù)字技術(shù)和信息技術(shù)為支撐,以互聯(lián)網(wǎng)和移動互聯(lián)網(wǎng)為基礎(chǔ)的信息傳播媒介。新媒體一經(jīng)誕生,就經(jīng)濟(jì)、政治、文化、社會以及人們的生產(chǎn)生活和思維交往等各個方面產(chǎn)生廣泛而深刻的影響。意識形態(tài)也不可避免地面臨新媒體的挑戰(zhàn)與機(jī)遇。在新媒體方興未艾的環(huán)境下,研究新媒體與意識形態(tài)安全,已經(jīng)成為思想政治學(xué)科的一個新的熱點(diǎn)問題。開展新媒體環(huán)境下我國社會主義意識形態(tài)安全問題研究,對于深化意識形態(tài)安全理論研究,拓寬社會主義意識形態(tài)研究領(lǐng)域,總結(jié)和把握新媒體環(huán)境下宣傳思想工作和思想政治教育的經(jīng)驗(yàn)與規(guī)律具有重要的理論意義;對于有效占領(lǐng)新媒體宣傳思想陣地,抵御西方意識形態(tài)滲透,增強(qiáng)國家文化軟實(shí)力,鞏固黨的執(zhí)政地位,為順利推進(jìn)中國特色社會主義事業(yè)、協(xié)同推進(jìn)“四個全面”戰(zhàn)略布局、實(shí)現(xiàn)兩個百年目標(biāo)和中華民族偉大復(fù)興中國夢營造良好社會環(huán)境具有重要的現(xiàn)實(shí)意義。論文以馬克思主義理論為指導(dǎo),系統(tǒng)回顧總結(jié)意識形態(tài)及意識形態(tài)安全思想,從理論層面分析新媒體帶來我國社會主義意識形態(tài)安全的機(jī)遇和挑戰(zhàn),從實(shí)踐層面總結(jié)國內(nèi)外維護(hù)新媒體環(huán)境下意識形態(tài)安全的經(jīng)驗(yàn)教訓(xùn),提出化挑戰(zhàn)為機(jī)遇,維護(hù)社會主義意識形態(tài)安全的路徑。除導(dǎo)論和結(jié)論外,論文由六章組成,主要內(nèi)容是:第1章,意識形態(tài)安全的理論省察。意識形態(tài),是指在一定的社會經(jīng)濟(jì)基礎(chǔ)之上形成的,以一定的價值觀念、政治信仰、理想信念為核心的,反映一定社會階級、階層、或政治集團(tuán)利益的系統(tǒng)的思想觀念體系。從意識形態(tài)建設(shè)的邏輯看,意識形態(tài)安全是意識形態(tài)建構(gòu)安全、傳播安全、認(rèn)同安全三個方面的共同體。第2章,新媒體的理論概要。新媒體包含互聯(lián)網(wǎng)新媒體、手機(jī)新媒體和互動式數(shù)字電視新媒體三種基本形態(tài),數(shù)字化和互動性是其根本特質(zhì),并衍生出超媒體、超時空、個性化、開放性、海量化、低門檻等特征。在此基礎(chǔ)上,新媒體傳播,表現(xiàn)出傳播結(jié)構(gòu)去中心化、傳播方式碎片化、傳播空間無限化、傳播效應(yīng)裂變化的特征。新媒體傳播融合了大眾傳播和人際傳播的特征,一方面沖擊了“把關(guān)人”、“沉默的螺旋”等大眾傳播理論,另一方面也激發(fā)了“馬太效應(yīng)”、“蝴蝶效應(yīng)”在新媒體傳播領(lǐng)域的延伸。第3章,新媒體對社會主義意識形態(tài)安全的挑戰(zhàn)。新媒體通過沖擊馬克思主義指導(dǎo)地位和社會主義先進(jìn)文化,挑戰(zhàn)社會主義意識形態(tài)建構(gòu)的安全;通過沖擊社會主義意識形態(tài)傳播的轉(zhuǎn)型適應(yīng)力、分散傳播注意力、削弱傳播管控力,挑戰(zhàn)社會主義意識形態(tài)傳播的安全;通過增加社會主義意識形態(tài)價值認(rèn)同難度、整合難度、防御難度,挑戰(zhàn)社會主義意識形態(tài)認(rèn)同的安全。第4章,新媒體帶給社會主義意識形態(tài)安全的機(jī)遇。新媒體有利于提高社會主義意識形態(tài)建構(gòu)的群眾參與水平,完善社會主義意識形態(tài)建構(gòu)的主體資格;新媒體開辟了社會主義意識形態(tài)傳播的嶄新渠道,有利于增強(qiáng)社會主義意識形態(tài)傳播效果;新媒體為增強(qiáng)社會主義意識形態(tài)吸引力和凝聚力提供機(jī)遇,為社會主義意識形態(tài)爭奪國際話語權(quán)打開新通道。第5章,國內(nèi)外維護(hù)新媒體環(huán)境下主流意識形態(tài)安全的啟示。我國維護(hù)新媒體環(huán)境下社會主義意識形態(tài)安全的主要經(jīng)驗(yàn)是,順勢而為,化挑戰(zhàn)為機(jī)遇;因勢利導(dǎo),從管理到治理;乘勢而上,變被動為主動。國外維護(hù)新媒體環(huán)境下主流意識形態(tài)安全的借鑒主要有:立法規(guī)范、戰(zhàn)略部署、專職機(jī)構(gòu)、安全審查、行業(yè)自律、技術(shù)管控和實(shí)名登記,等等。第6章,新媒體環(huán)境下維護(hù)社會主義意識形態(tài)安全的路徑。夯實(shí)社會主義意識形態(tài)安全的社會存在根基,堅持和發(fā)展中國特色社會主義;加強(qiáng)社會主義意識形態(tài)安全的制度保障,全面推進(jìn)依法治國;優(yōu)化社會主義意識形態(tài)安全的新媒體環(huán)境,實(shí)施網(wǎng)絡(luò)強(qiáng)國戰(zhàn)略。堅持正確的方針原則,做到主觀能動與尊重規(guī)律相統(tǒng)一,“內(nèi)容為王”與“形式為圣”相統(tǒng)一,旗幟鮮明與潤物無聲相統(tǒng)一,線上聯(lián)動與線下互動相統(tǒng)一。明確具體的辦法措施,推進(jìn)馬克思主義大眾化與新媒體的融合,堅持用社會主義核心價值觀統(tǒng)領(lǐng)新媒體文化,提高社會主義意識形態(tài)新媒體傳播管控力,促進(jìn)社會主義意識形態(tài)新媒體傳播和整合方式轉(zhuǎn)型,增強(qiáng)社會主義意識形態(tài)吸引力,提升新媒體思想政治工作針對性實(shí)效性,維護(hù)新媒體空間持久清朗。
