【摘要】:特權(quán)是社會(huì)發(fā)展到一定階段的產(chǎn)物,最終也會(huì)隨著社會(huì)的發(fā)展而逐漸消失。這是一個(gè)非常漫長(zhǎng)的過(guò)程,期間還會(huì)有反復(fù)、抵抗,必須做好長(zhǎng)期斗爭(zhēng)的準(zhǔn)備。由于深刻的歷史原因和復(fù)雜的社會(huì)現(xiàn)實(shí)原因,特權(quán)現(xiàn)象在我國(guó)仍然存在,給社會(huì)發(fā)展帶來(lái)了嚴(yán)重的危害。特權(quán)是腐敗產(chǎn)生的重要根源,與腐敗密切相關(guān)。反腐敗必須反特權(quán)。因此,治理特權(quán)現(xiàn)象成為當(dāng)前我國(guó)反腐倡廉建設(shè)的重要內(nèi)容。從現(xiàn)有文獻(xiàn)來(lái)看,學(xué)術(shù)界對(duì)反特權(quán)的制度、監(jiān)督、懲處等方面的論述比較多,而對(duì)反特權(quán)中的思想政治教育關(guān)注不夠、研究不多。本文通過(guò)問(wèn)卷調(diào)查和深度訪談的方法,對(duì)社會(huì)公眾關(guān)于特權(quán)的認(rèn)知、態(tài)度等進(jìn)行了調(diào)查。在調(diào)查過(guò)程中,共向全國(guó)28個(gè)省市發(fā)放問(wèn)卷2210份,回收2183份,其中有效問(wèn)卷2160份;此外,還選擇20個(gè)人進(jìn)行深度訪談。論文立足于思想政治教育是反特權(quán)工作的重要手段和思想保障,結(jié)合特權(quán)現(xiàn)象產(chǎn)生的思想文化原因,提出了反特權(quán)思想政治教育的目標(biāo)與內(nèi)容,以及開(kāi)展反特權(quán)思想政治教育的途徑與方法。論文認(rèn)為,特權(quán)是指社會(huì)上某一群體基于職位、身份等,而在經(jīng)濟(jì)、政治、文化、社會(huì)等領(lǐng)域享有的不受法律制度約束的特殊權(quán)力和超出職權(quán)所規(guī)定范圍的特殊權(quán)利。本文研究的對(duì)象主要限定于領(lǐng)導(dǎo)干部特權(quán),特權(quán)現(xiàn)象的行為主體是領(lǐng)導(dǎo)干部。特權(quán)與腐敗、職權(quán)既有區(qū)別又有聯(lián)系,F(xiàn)階段,我國(guó)在經(jīng)濟(jì)、政治、文化、社會(huì)領(lǐng)域都存在特權(quán)現(xiàn)象。特權(quán)現(xiàn)象對(duì)社會(huì)發(fā)展造成的危害主要表現(xiàn)為擾亂社會(huì)公平正義、損害黨的形象、助長(zhǎng)權(quán)力崇拜、阻礙社會(huì)制度體制改革等。導(dǎo)致特權(quán)現(xiàn)象產(chǎn)生的原因有多種。其中,思想文化因素是特權(quán)現(xiàn)象產(chǎn)生的重要原因。思想文化因素的影響貫穿于特權(quán)現(xiàn)象的形成過(guò)程。封建殘余思想的影響、資產(chǎn)階級(jí)不良思想的侵蝕、社會(huì)主義市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)軌期產(chǎn)生的錯(cuò)誤觀念的誘導(dǎo)等外在思想環(huán)境構(gòu)成了特權(quán)現(xiàn)象產(chǎn)生的思想文化土壤:理想信念缺失、權(quán)力觀念錯(cuò)誤、法治觀念淡薄等領(lǐng)導(dǎo)干部自身存在的思想問(wèn)題,則是特權(quán)現(xiàn)象產(chǎn)生的思想根源。思想政治教育具有獨(dú)特的功能優(yōu)勢(shì),是反特權(quán)工作的重要手段,同時(shí)也為制度、監(jiān)督、懲處等反特權(quán)手段提供思想保障,F(xiàn)階段我們黨采取了健全權(quán)力規(guī)范制度、監(jiān)督權(quán)力運(yùn)行、懲處特權(quán)行為、開(kāi)展思想教育活動(dòng)等舉措來(lái)治理特權(quán)現(xiàn)象,也取得了一定的成效。但是,從目前的工作格局來(lái)看,呈現(xiàn)出重制度、監(jiān)督、懲處等“硬”手段而輕思想政治教育這一“軟”手段的特點(diǎn)。從長(zhǎng)遠(yuǎn)來(lái)看,反特權(quán)亟待加強(qiáng)思想政治教育。由于本文將特權(quán)現(xiàn)象的行為主體限定在領(lǐng)導(dǎo)干部群體,因此反特權(quán)思想政治教育的對(duì)象也是領(lǐng)導(dǎo)干部群體。結(jié)合特權(quán)現(xiàn)象產(chǎn)生的思想文化原因和反特權(quán)思想政治教育工作的任務(wù),本文明確了反特權(quán)思想政治教育的目標(biāo)與內(nèi)容。其中,反特權(quán)思想政治教育的內(nèi)容主要包括世界觀教育、人生觀教育、價(jià)值觀教育、權(quán)力觀教育和法治觀教育。開(kāi)展反特權(quán)思想政治教育,主要有干部教育培訓(xùn)、專(zhuān)題教育、正風(fēng)肅紀(jì)教育、監(jiān)督教育、活動(dòng)教育和自我教育等六種途徑。不同的途徑有相應(yīng)的具體實(shí)施方法。
