基于云計算模式的電子政務管理網站群解決方案研究

【摘要】:近年來,我國的政務網站建站水平得到了巨大的提高,分別經歷了網站風格統(tǒng)一、信息共享、聯(lián)合全文檢索、統(tǒng)一內容管理、動態(tài)內容管理、子站獨立存儲等技術革新,但仍然存在以下問題:資源浪費嚴重、數據共享度低、區(qū)域性發(fā)展不平衡;部門間缺乏協(xié)調合作,各自為政,普遍缺少統(tǒng)一規(guī)劃、統(tǒng)一技術和統(tǒng)一建設;信息資源的公開、共享程度較低;重硬件輕軟件;形象工程,華而不實,與政府的本職工作及核心業(yè)務有所背離;對行政許可,發(fā)布信息及公眾參與問題涉及較少,僅提供了信息發(fā)布;軟件系統(tǒng)缺乏嚴格的標準規(guī)范,電子政務標準也有待提高;并且需要增強同級單位間的水平整合及上下級單位之間的垂直整合;另外,安全管理問題、內部審計及維護問題的重視度也有待進一步提高。本文針對存在的諸多問題,設計了一種基于云計算模式的電子政務網站群的解決方案,該方案針對網站群內主站和各個子站具有相近或者相似功能和業(yè)務流程的特點,基于這樣的一個基本流程:首先是電子政務功能的模塊化,即根據各個電子政務網站本身的功能或者性能特點,按照云計算的特點進行功能分解,解析出相同或者相近的功能模塊,形成相應的模塊類別;然后在適合的云計算平臺上進行建設和部署該業(yè)務的功能模塊;最后進行模塊間的關聯(lián)和對接,并形成完整的政務業(yè)務流程。同時對相關技術進行了深入探討和研究。本文在以下幾個方面實現(xiàn)了較大創(chuàng)新:1.在分析云計算、電子政務、電子政務群等概念及其研究的基礎上,構建了基于云模式的電子政務管理網站群;谠颇J降碾娮诱⻊展芾砭W站群與傳統(tǒng)的網站群管理系統(tǒng)有明顯的區(qū)別,該網站群基于B/S技術構建,可以實現(xiàn)跨平臺平滑遷移,并且能夠提供靈活的網站創(chuàng)建方式和多樣的發(fā)布形式。2.設計實現(xiàn)了一種基于Elgamal密碼的電子政務網站群體簽名機制,并將其應用到云計算模式下的電子政務管理網站群方案中。該方式同傳統(tǒng)的安全體制相比,可以突破時空的限制,實現(xiàn)數據的實時感知和實時傳輸,提高平臺對突發(fā)事件的應急處理能力;同時該方式可以提高服務器集群的運算能力和數據處理效率,提高感知數據信息的安全性;該方法還能整合各個孤立的安全信息,最終能夠指揮調度高效統(tǒng)一的安全事件。3.對安全審計相關技術進行了研究,并設計、實現(xiàn)了一個基于多Agent和數據挖掘的電子政務管理網站群安全審計系統(tǒng),同傳統(tǒng)的安全審計系統(tǒng)相比,多Agent可以通過協(xié)作提高數據處理能力,數據挖掘技術可以更加準確和及時的發(fā)現(xiàn)網站群中存在的異常行為,提高系統(tǒng)安全性。4.在研究電子政務網站評價體系的基礎上,提出了一種基于模糊集的電子政務網站評價體系,并針對本文設計的管理平臺進行了評估。本文提出的評價體系和評價方案能夠更加客觀和準確的評價電子政務網站群,可以應用于各類網站效能評價。5.針對山東省電子政務建設中存在的問題,通過調研和數據分析,提出了相應的意見和建議。本文提出的意見和建議來源于調研和真實數據,通過科學的分析方式進行分析,所以所提出的意見和建議具有較強的參考價值。
