【摘要】：中共中央“工作領(lǐng)導(dǎo)小組”是中國(guó)共產(chǎn)黨在涉及黨和國(guó)家全局性、戰(zhàn)略性發(fā)展領(lǐng)域設(shè)置的重要議事協(xié)調(diào)機(jī)構(gòu),在一定意義上也是其治國(guó)理政的“中國(guó)模式”的重要載體,經(jīng)歷了一個(gè)早期出現(xiàn)、幾經(jīng)沉浮、“經(jīng)�；钡淖冞w過(guò)程。依照中國(guó)共產(chǎn)黨的歷史分期和中共中央“工作領(lǐng)導(dǎo)小組”的發(fā)展線索,筆者通過(guò)深入分析研究相關(guān)史料以及已有研究成果,將其歷史變遷分為三個(gè)階段:第一個(gè)階段是在新民主主義革命時(shí)期,中共中央“工作領(lǐng)導(dǎo)小組”開(kāi)始出現(xiàn)并初步形成;第二個(gè)階段是在社會(huì)主義革命和建設(shè)時(shí)期,作為決策咨詢機(jī)構(gòu),中共中央“工作領(lǐng)導(dǎo)小組”得以正名,但在文革期間,除中央文革小組外,其他中共中央“工作領(lǐng)導(dǎo)小組”幾乎都被迫停止工作;第三個(gè)階段是在改革開(kāi)放和社會(huì)主義現(xiàn)代化建設(shè)時(shí)期,一方面,中共中央“工作領(lǐng)導(dǎo)小組”逐步得到恢復(fù)發(fā)展,在職能定位上也更加明確為議事性機(jī)構(gòu);另一方面,十八屆三中全會(huì)以后,中共中央“工作領(lǐng)導(dǎo)小組”的設(shè)置更具全局性、戰(zhàn)略性,組織機(jī)構(gòu)上也更加完善,“小組”正朝著“大組”的方向發(fā)展。這一歷史變遷啟示我們,中共中央“工作領(lǐng)導(dǎo)小組”在各個(gè)時(shí)期發(fā)揮了重要作用,顯示了中共中央“工作領(lǐng)導(dǎo)小組”是中國(guó)共產(chǎn)黨獨(dú)特的治國(guó)理政模式的重要載體;同時(shí),中共中央“工作領(lǐng)導(dǎo)小組”又需要根據(jù)時(shí)代發(fā)展和職能變化,進(jìn)一步增強(qiáng)透明度、加強(qiáng)法制化建設(shè)。
[Abstract]:The "work leading Group" of the CPC Central Committee is an important deliberative and coordinating body set up by the Communist Party of China in the field of strategic development involving the overall situation of the Party and the state. In a certain sense, it is also an important carrier of its "Chinese model" of governing the country. It has experienced an early, ups and downs, and "regular" process of change. According to the historical stage of the Communist Party of China and the development clues of the "working leading Group" of the CPC Central Committee, the author divides its historical changes into three stages through in-depth analysis and study of the relevant historical materials and existing research results: the first stage is that in the period of the New Democratic Revolution, the "working leading Group" of the CPC Central Committee began to appear and initially formed; The second stage is that during the period of socialist revolution and construction, as a decision-making advisory body, the "working leading group" of the CPC Central Committee was renamed, but during the cultural revolution, almost all other "working leading groups" of the CPC Central Committee were forced to stop working. The third stage is in the period of reform, opening up and socialist modernization. On the one hand, the "working leading group" of the CPC Central Committee has been gradually restored and developed, and the functional orientation is also more clear for the deliberative organization; On the other hand, after the third Plenary session of the 18th CPC Central Committee, the establishment of the "work leading group" of the CPC Central Committee is more overall, strategic, organizational and organizational, and the "group" is developing in the direction of a "large group." This historical change enlightens us that the "working leading group" of the CPC Central Committee has played an important role in various periods, showing that the "working leading group" of the CPC Central Committee is an important carrier of the CPC's unique model of governing the country. At the same time, the "working leading group" of the CPC Central Committee needs to further enhance transparency and strengthen the construction of legalization in accordance with the development and functional changes of the times.
