【摘要】：楠溪江古村落的保護(hù)和發(fā)展涉及各方利益和需求,各利益主體間形成了復(fù)雜的關(guān)系網(wǎng),這也是古村落公共屬性的必然結(jié)果。普遍存在的利益權(quán)利化、部門(mén)化及法律化等傾向,在社會(huì)轉(zhuǎn)型時(shí)期愈演愈烈,更是加劇了各方利益的矛盾復(fù)雜性和不可預(yù)見(jiàn)性。因此,如何通過(guò)合理的制度安排協(xié)調(diào)各方利益,理順各種關(guān)系,建構(gòu)合理機(jī)制,在楠溪江古村落保護(hù)中顯得尤為重要。隨著轉(zhuǎn)型期整體制度環(huán)境的變遷,可以預(yù)見(jiàn),楠溪江古村落保護(hù)的各種資源不斷整合,各種制度將不斷建立并變化。因此,楠溪江古村落保護(hù)亟需打破制度慣性和路徑依賴,避免制度鎖定,通過(guò)合理的制度,揚(yáng)長(zhǎng)避短,構(gòu)建政府、市場(chǎng)和社會(huì)和諧統(tǒng)一的制度場(chǎng)域,以實(shí)現(xiàn)各種資源和各方責(zé)權(quán)利關(guān)系的最佳配置。
[Abstract]:The protection and development of ancient villages in Nanxi River involves the interests and needs of all parties, and a complex network of interest subjects has been formed, which is also the inevitable result of the public attributes of ancient villages. The common tendency of interest rights, sectorization and legalization is becoming more and more intense in the period of social transformation, which aggravates the contradiction complexity and unpredictability of the interests of all parties. Therefore, how to coordinate the interests of all parties through reasonable institutional arrangements, straighten out all kinds of relations and construct a reasonable mechanism is particularly important in the protection of ancient villages in Nanxi River. With the change of the overall institutional environment in the transitional period, it can be predicted that all kinds of resources protected by the ancient villages in Nanxi River will be continuously integrated and all kinds of systems will be established and changed constantly. Therefore, the protection of ancient villages in Nanxi River is in urgent need of breaking the institutional inertia and path dependence, avoiding the locking of the system, developing the advantages and disadvantages through the reasonable system, and constructing the system field of the harmonious unity of the government, the market and the society. In order to achieve the best allocation of all kinds of resources and the relationship between responsibility, rights and interests of all parties.
