上海交通大學MPA學位論文城市社區(qū)養(yǎng)老服務的社會化探索I城市社區(qū)養(yǎng)老服務的社會化探索摘要我國的社區(qū)養(yǎng)老服務從二十世紀八十年代起步,經(jīng)過20多年來的發(fā)展已初具規(guī)模。目前,大部分社區(qū)已初步形成了設施服務、定點服務和上門服務為主要形式,生活照料、醫(yī)療保健、心理保健、文化娛樂、參與社會以及權(quán)益保護為主要內(nèi)容的社區(qū)養(yǎng)老服務格局。隨著我國的人口老齡化,獨生子女增多,核心家庭增多,獨居老人等老年空巢家庭不斷增加,傳統(tǒng)的主要由子輩為父輩提供生活照料的養(yǎng)老服務支持功能弱化,人們對老人社區(qū)養(yǎng)老服務的需求越來越多,也越來越高。然而,原有的帶有濃厚福利性色彩的社區(qū)養(yǎng)老服務,無論是服務項目還是服務規(guī)模,都極為有限,根本無法滿足老年人的需求。這就需要社會化養(yǎng)老服務來支持老年人社區(qū)居家養(yǎng)老,老年照料必須實現(xiàn)社會化。只有走社會化的道路,我國的社區(qū)養(yǎng)老服務才有出路,才能解決人們服務需求的擴張與服務供給不足二者之間的矛盾。實踐證明,社區(qū)養(yǎng)老服務社會化與社會福利社會化改革相適應的。但是,從總體看來,目前,中國社區(qū)養(yǎng)老服務的社會化程度較低,這種狀況與人口老齡化發(fā)展速度及老年人口日益增長的需求越來越不相適應,亟待改變。必須擴大其受照料的社會渠道,得到全社會的支持與幫助。本文從分析我國老齡化背景入手,指出家庭養(yǎng)老、機構(gòu)養(yǎng)老和社會救濟性質(zhì)的居家養(yǎng)老目前都面臨嚴峻挑戰(zhàn),提出社區(qū)養(yǎng)老服務社會化是解決當前社區(qū)養(yǎng)老服務面臨困境的最佳途徑。并以康健社區(qū)養(yǎng)老服務實證為例,在借鑒西方多元化社區(qū)養(yǎng)老服務經(jīng)驗的基礎上,提出“社會福利社會化”改革的形勢下,推進社區(qū)養(yǎng)老服務社會化,就是要充分發(fā)揮上海交通大學MPA學位論文城市社區(qū)養(yǎng)老服務的社會化探索II社區(qū)、政府、家庭和社會各方力量,整合利用現(xiàn)有資源,實現(xiàn)社區(qū)養(yǎng)老服務投資主體多元化,服務對象公眾化,運行機制市場化,服務形式多樣化,服務隊伍專業(yè)化,逐步形成與社會主義市場體制和社會發(fā)展相適應、多方參與舉辦、運行機制靈活、政策法規(guī)配套,管理服務規(guī)范的社區(qū)養(yǎng)老服務格局。關(guān)鍵詞:社區(qū),養(yǎng)老服務,社會化上海交通大學MPA學位論文城市社區(qū)養(yǎng)老服務的社會化探索IIIRESEARCH ON SOCIALIZATION OF MUNITY SERVICE FOR THE ELDERLYABSTRACT The emergences of “community service for the elderly” in our country started in the early eighties and have gradually taken shape throughout the following two decades. With the increase of aging population, only-child and nuclear families and elderly “empty nesters” who live alone with their children leaving home, the traditional mode of healthcare for the aged, in which the next generation shoulder the duty or burden of attending to the old generation has been weakened. Therefore, the demands munity service for the elderly are rising considerably and continuously, the requirement and expectation of such service are on the rise at the same time. However, the current situation of munity service for the elderly is still of typical “charity” nature and is far from satisfactory in terms of its item and scale. Due to such scarcity and limitation, the current service could hardly modate to the increasing demands. It readily leads to the necessity of the socialization of munity service for the elderly, and thereby socialized healthcare service for the elderly should be given immediate consideration. It has been proved by practice that the socialization of munity service for the elderly goes hand in hand with the reform of socialization of social welfare.
