【摘要】：南海問題的有效解決是中國必須要面對的一個(gè)歷史性課題,其關(guān)乎國家海洋戰(zhàn)略目標(biāo)的實(shí)現(xiàn),關(guān)乎"21世紀(jì)海上絲綢之路"倡議的落實(shí),關(guān)乎新時(shí)期國家對外開放戰(zhàn)略新格局的構(gòu)建。南海問題的發(fā)展近年來呈現(xiàn)出越來越復(fù)雜的態(tài)勢,傳統(tǒng)手段在面對南海爭端時(shí)已凸顯不足。2016年中菲"南海仲裁案"顯示出各國在南海問題上對話語權(quán)的爭奪日趨激烈。建構(gòu)中國在南海地區(qū)的海洋話語權(quán)是未來有效解決南海問題的可取之策,也是改變中國在南海地區(qū)結(jié)構(gòu)性弱勢地位的必備之策,可以拓展中國維護(hù)南海權(quán)益的合理途經(jīng)。建構(gòu)南海海洋話語權(quán),中國在南海地區(qū)首屈一指的綜合實(shí)力是構(gòu)建基礎(chǔ)。近年中國在海洋經(jīng)濟(jì)、海洋科技和海上力量的建設(shè)上都取得相當(dāng)大的成就,除此之外,中國有悠久的海洋文化和豐富的輿論資源,海洋規(guī)則制定能力也不斷增強(qiáng)。但是通過對南海地區(qū)話語現(xiàn)狀分析,中國在南海地區(qū)的話語建構(gòu)方面還存在諸多不足,突出表現(xiàn)在三個(gè)方面:一是美國掌控話語主導(dǎo)地位,中國被動(dòng)應(yīng)對的跡象明顯。二是話語主體單一,以政府部門和官方媒體為主,且中國在南海的發(fā)展中定位不夠清晰,不能很好傳達(dá)中國發(fā)展理念。三是話語傳播手段單一,受眾覆蓋不夠全面。針對這些問題,建構(gòu)中國南海海洋話語權(quán),要在堅(jiān)持主權(quán)在我的原則上,融入代表中國共同發(fā)展理念的話語標(biāo)識(shí)"中國夢",將其與南海發(fā)展結(jié)合起來延伸為"南海夢",并且勇于承擔(dān)地區(qū)發(fā)展的重則,展現(xiàn)大國風(fēng)范,提高國家形象。同時(shí),要做好與美國和南海地區(qū)大國長期博弈的準(zhǔn)備,要為南海地區(qū)的機(jī)制創(chuàng)設(shè)出言獻(xiàn)策,要推動(dòng)南海地區(qū)海洋合作發(fā)展的多層次多領(lǐng)域化。具體措施方面,一要堅(jiān)決支持合作共贏的理念,實(shí)現(xiàn)各方利益最大化;二要加強(qiáng)中國南海地區(qū)話語傳播建設(shè);三要加強(qiáng)人才和智庫建設(shè);四要構(gòu)建多樣化的話語平臺(tái);五要建設(shè)一支現(xiàn)代化海上力量隊(duì)伍。
[Abstract]:The effective solution of the South China Sea problem is a historic subject that China must face. It is related to the realization of the strategic goal of the country's oceans and the implementation of the "Maritime Silk Road of the 21st Century" initiative. It is related to the construction of the new pattern of national opening strategy in the new period. In recent years, the development of the South China Sea issue has become more and more complicated, and the traditional means have become more and more inadequate in the face of the South China Sea dispute. The "South China Sea Arbitration case" between China and the Philippines in 2016 shows that the competition for the right to speak in the South China Sea issue is becoming increasingly fierce. The construction of China's right to speak in the South China Sea is not only the desirable way to effectively solve the South China Sea problem in the future, but also the necessary strategy to change China's structural weak position in the South China Sea region, which can expand the reasonable way for China to safeguard its rights and interests in the South China Sea. China's comprehensive strength in the South China Sea is the basis for the construction of the right to speak in the South China Sea. In recent years, China has made considerable achievements in marine economy, marine science and technology, and marine power construction. In addition, China has a long history of marine culture and rich resources of public opinion, and its ability to formulate marine rules has been continuously enhanced. However, through the analysis of the present situation of discourse in the South China Sea, there are still many deficiencies in the construction of discourse in the South China Sea, which are highlighted in three aspects: first, the United States dominates the discourse, and the signs of China's passive response are obvious. Second, the main body of discourse is single, mainly government departments and official media, and China's position in the development of the South China Sea is not clear enough to convey the concept of China's development. Third, the single means of discourse communication, the audience coverage is not comprehensive. In order to solve these problems, to construct the right to speak in the South China Sea, we should adhere to the principle of sovereignty in our country, and integrate the words "Chinese Dream", which represents the concept of China's common development, and combine it with the development of the South China Sea to extend it into a "dream of the South China Sea." And the courage to assume the regional development of the principles, showing the style of a great country, improve the image of the country. At the same time, it is necessary to prepare for a long-term game with the United States and the great powers in the South China Sea, to make suggestions for the mechanism of the South China Sea region, and to promote the multi-level and multi-domain development of maritime cooperation in the South China Sea region. In terms of concrete measures, we should firmly support the concept of win-win cooperation and maximize the interests of all parties; second, strengthen the construction of discourse communication in the South China Sea; third, strengthen the construction of talents and think tanks; fourth, construct a diversified discourse platform; Fifth, it is necessary to build a modern contingent of maritime forces.
