【摘要】：黨的十八大報告中“美麗中國”這一概念首次亮相,這一理念中強調(diào)尊重自然、順應(yīng)自然、保護自然的生態(tài)文明理念,并在社會主義建設(shè)總布局中明確增加生態(tài)文明這一觀念。這不僅是深入貫徹落實科學(xué)發(fā)展觀的戰(zhàn)略抉擇,更是在發(fā)展理念和發(fā)展實踐上的重大創(chuàng)新。為推動新農(nóng)村建設(shè),繼“美麗中國”這一概念提出后,2013年中央一號文件中,再次提出建設(shè)“美麗鄉(xiāng)村”的奮斗方向與建設(shè)目標(biāo),進一步加強農(nóng)村生態(tài)建設(shè)、環(huán)境保護和綜合整治工作。美麗鄉(xiāng)村建設(shè)不但關(guān)乎于農(nóng)村風(fēng)貌建設(shè),社會生態(tài)環(huán)境改善,更是農(nóng)村開展鄉(xiāng)村旅游,創(chuàng)新農(nóng)村經(jīng)濟發(fā)展新路徑,推進農(nóng)村發(fā)展農(nóng)民富裕的重大舉措。樂清市經(jīng)濟發(fā)達,是中國市場經(jīng)濟發(fā)育最早、經(jīng)濟發(fā)展最具活力的地區(qū)之一。文化悠久,景色宜人的樂清市作為浙江小商戶興起城市之一,在美麗鄉(xiāng)村建設(shè)中,堅持聚散相適宜的原則,立足地區(qū)實際,依托當(dāng)?shù)鬲毦咛厣乃l(xiāng)景貌與經(jīng)濟實力,在美麗鄉(xiāng)村建設(shè)中科學(xué)規(guī)劃,并取得一定成效。本文從樂清美麗鄉(xiāng)村建設(shè)的實際情況與建設(shè)情況出發(fā),采用文獻歸納、當(dāng)面訪談、實證研究、案例分析等方法,對樂清美麗鄉(xiāng)村建設(shè)情況進行全方位探究,在美麗樂清美麗鄉(xiāng)村建設(shè)中歸納出特點如下:因地制宜,探索美麗鄉(xiāng)村模式建設(shè);產(chǎn)業(yè)支撐,促進美麗鄉(xiāng)村跨越式發(fā)展;生態(tài)友好,構(gòu)建美麗鄉(xiāng)村建設(shè)因素;文化傳承,促進美麗鄉(xiāng)村內(nèi)涵式發(fā)展。但通過實地調(diào)研也發(fā)現(xiàn),樂清美麗鄉(xiāng)村建設(shè)中仍存在實際操作中的困難,諸如農(nóng)村環(huán)境問題依然存在,公共基礎(chǔ)設(shè)施和公共服務(wù)建設(shè)仍待加強,鄉(xiāng)村文化特色尚未得到深層次挖掘利用,美麗鄉(xiāng)村治理機制長效不足、管理不力。據(jù)此本文結(jié)合國內(nèi)外美麗鄉(xiāng)村建設(shè)經(jīng)驗,提出美麗鄉(xiāng)村建設(shè)的相關(guān)改進意見,以期通過相關(guān)對樂清美麗鄉(xiāng)村建設(shè)的探究為當(dāng)?shù)匕l(fā)展排憂解難,為美麗鄉(xiāng)村建設(shè)提供相關(guān)借鑒。
[Abstract]:The concept of "beautiful China" in the report of the 18th National Congress of the Communist Party of China (CPC), which emphasizes the concept of respecting nature, complying with nature and protecting nature, and the concept of adding ecological civilization to the overall layout of socialist construction. This is not only a strategic choice to carry out the scientific concept of development, but also an important innovation in the development concept and practice. In order to promote the construction of new rural areas, after the concept of "beautiful China" was put forward, in the first document of the Central Committee in 2013, the struggle direction and construction goal of building "beautiful villages" were put forward again, so as to further strengthen the ecological construction of rural areas. Environmental protection and comprehensive rectification. The construction of beautiful countryside is not only related to the construction of rural style and features, but also to the improvement of social ecological environment. It is also an important measure to develop rural tourism, to innovate the new path of rural economic development and to promote the rural development of peasants' affluence. Yueqing developed economy, is the earliest development of China's market economy, one of the most dynamic areas of economic development. Yueqing, a city with a long culture and pleasant scenery, as one of the rising cities of small merchants in Zhejiang Province, adheres to the principle of "gathering and dispersing" in the construction of beautiful villages, and is based on the reality of the region, relying on the unique local waterscape and economic strength. In the beautiful rural construction of scientific planning, and achieved certain results. Starting from the actual situation and construction situation of Yueqing beautiful countryside construction, this paper uses the methods of literature induction, face-to-face interview, empirical research and case analysis to explore the construction of Yueqing beautiful countryside in all directions. In the beautiful Yueqing beautiful rural construction, the characteristics are summarized as follows: according to local conditions, explore the beautiful rural model construction; industry support to promote the leapfrog development of beautiful villages; ecological friendship, building beautiful rural construction factors; cultural heritage, Promote the development of beautiful rural connotations. However, through field research, it is also found that there are still practical difficulties in the construction of Yueqing beautiful countryside, such as the rural environmental problems still exist, and the construction of public infrastructure and public services still needs to be strengthened. The characteristics of rural culture have not been excavated and utilized deeply, the governance mechanism of beautiful villages is not effective enough, and the management is weak. Based on the experience of beautiful rural construction at home and abroad, this paper puts forward some suggestions on how to improve the construction of beautiful countryside, in order to solve the difficulties for local development and provide reference for the construction of beautiful countryside through the exploration of Yueqing beautiful rural construction.
