【摘要】：作為國家治理現(xiàn)代化的有機組成部分,思想政治教育治理具有顯著的理論研究價值以及實踐意義。經(jīng)過三十多年的改革開放,我國社會、經(jīng)濟、公眾思想和價值觀結(jié)構(gòu)等都發(fā)生了深刻變化,這為我國社會治理帶來了新的挑戰(zhàn)。尤其是意識形態(tài)以及公民精神生活領域,如果治理理念、治理制度以及治理方法不當,將會對國家整體發(fā)展水平的穩(wěn)固、國際話語權(quán)的提升造成不利影響。因此,有必要對思想政治教育治理相關的問題進行討論和分析。在新時代背景下,思想政治教育治理面臨豐富多樣的機遇,也遭遇到復雜多變的挑戰(zhàn)。從機遇的角度來看,主要體現(xiàn)在經(jīng)濟基礎更加豐富、治理主體更加多元、治理視域更加廣闊以及治理環(huán)境更加有利等方面。從挑戰(zhàn)的角度來看,主要體現(xiàn)在治理理念需要更加貼近時代、治理機制科學性和靈活性要求更高以及治理方法需要不斷革新等三個方面。在國家治理現(xiàn)代化的框架下,必須推動思想政治教育治理的現(xiàn)代化。對此,需要從如下幾方面著手:發(fā)展公眾自治,提升思想政治教育治理自主化;治理資源整合,改進思想政治教育治理效率;政策法規(guī)科學化,完善思想政治教育治理內(nèi)在邏輯;合理利用信息技術(shù)手段,提高思想政治教育治理針對性。可見,推動思想政治教育治理,專門機構(gòu)發(fā)揮著組織者、引導者的作用,而公眾的主體地位則需要更加凸顯�？梢哉f,離開公眾的自覺參與,有關治理工作不僅難以取得實效,而且還可能造成價值觀、政治意識形態(tài)等領域的混亂。
[Abstract]:As an organic part of the modernization of national governance, the governance of ideological and political education has significant theoretical research value and practical significance. After more than 30 years of reform and opening up, the social, economic, public thought and value structure of our country have undergone profound changes, which has brought new challenges to our social governance. Especially in the field of ideology and civic spiritual life, if the idea of governance, the system of governance and the method of governance are not appropriate, it will have a negative impact on the stability of the overall development level of the country and the promotion of the right of international discourse. Therefore, it is necessary to discuss and analyze the problems related to the governance of ideological and political education. Under the background of the new era, ideological and political education management faces various opportunities and complex challenges. From the angle of opportunity, it is mainly reflected in the richer economic base, more pluralistic governance subjects, wider governance horizon and more favorable governance environment. From the point of view of challenge, it is mainly reflected in three aspects: the idea of governance needs to be closer to the times, the scientific and flexible mechanism of governance is required to be higher, and the method of governance needs to be innovated constantly. The modernization of ideological and political education must be promoted under the framework of modernization of national governance. In this regard, we should start from the following aspects: to develop public autonomy, to promote the autonomy of ideological and political education governance; to integrate governance resources; to improve the efficiency of ideological and political education governance; to make policies and regulations scientific; Improve the internal logic of ideological and political education, make rational use of information technology means, improve the pertinence of ideological and political education governance. Therefore, to promote the governance of ideological and political education, specialized institutions play the role of organizer and guide, and the public's main position needs to be more prominent. It can be said that without the conscious participation of the public, it is not only difficult to achieve practical results, but also may cause confusion in the fields of values, political ideology and so on.
