【摘要】：農(nóng)業(yè)是國民經(jīng)濟(jì)的基礎(chǔ),農(nóng)村土地問題是農(nóng)村基本經(jīng)營制度的根本問題。2008年10月召開了黨的十七屆三中會,會議審議通過了《中共中央關(guān)于推進(jìn)農(nóng)村改革發(fā)展若干重大問題的決定》。該《決定》對農(nóng)村土地改革作出了具體的表述,也為農(nóng)村土地流轉(zhuǎn)提供了明確的方向。農(nóng)村土地流轉(zhuǎn)已成為發(fā)展現(xiàn)代農(nóng)業(yè)的主導(dǎo)方向和實(shí)現(xiàn)農(nóng)民土地權(quán)益的基本路徑。在這種政治背景和時代趨勢下,我國各地方政府紛紛采取多種形式的農(nóng)村土地流轉(zhuǎn)方式,比如土地股份合作制等,在一定程度上促進(jìn)了農(nóng)村土地流轉(zhuǎn)、適度規(guī)模經(jīng)營。但由于農(nóng)村土地流轉(zhuǎn)本身的復(fù)雜特性和政策執(zhí)行理論的固有缺陷,農(nóng)村土地流轉(zhuǎn)政策執(zhí)行仍面臨目標(biāo)群體、系統(tǒng)環(huán)境等方面的問題。因此,對農(nóng)村土地流轉(zhuǎn)政策執(zhí)行進(jìn)行系統(tǒng)而深入的研究很有必要。論文對我國農(nóng)村土地流轉(zhuǎn)政策執(zhí)行的時代背景進(jìn)行了探討,同時闡述了推動農(nóng)村土地流轉(zhuǎn)政策執(zhí)行的重要意義,詳細(xì)介紹了國內(nèi)外有關(guān)農(nóng)村土地流轉(zhuǎn)的相關(guān)研究和學(xué)術(shù)成果,厘清了農(nóng)村土地、農(nóng)村土地流轉(zhuǎn)等相關(guān)概念,分析了研究農(nóng)村土地流轉(zhuǎn)政策執(zhí)行的基礎(chǔ)理論。并在此基礎(chǔ)上,以湘潭市為例,對全市農(nóng)村土地流轉(zhuǎn)的基本情況進(jìn)行深入分析,探究農(nóng)村土地流轉(zhuǎn)政策執(zhí)行取得的成效和面臨的問題,最后針對這些問題,提出了針對性和可操作性較強(qiáng)的建議和對策。主要包括:完善農(nóng)村土地流轉(zhuǎn)政策執(zhí)行的目標(biāo)與標(biāo)準(zhǔn);合理配置政策資源;實(shí)現(xiàn)政策執(zhí)行手段和方式多樣化;提升執(zhí)行機(jī)構(gòu)的政策執(zhí)行力;引導(dǎo)政策執(zhí)行者樹立正確的“價值取向”;構(gòu)建良好的政策執(zhí)行環(huán)境。
[Abstract]:Agriculture is the foundation of the national economy, and the issue of rural land is the fundamental problem of the basic rural management system. The meeting deliberated and adopted the decision of the CPC Central Committee on several major issues in promoting rural reform and development. This decision gives a concrete expression to the rural land reform, and also provides a clear direction for the rural land circulation. Rural land circulation has become the leading direction of developing modern agriculture and the basic path to realize farmers' land rights and interests. In this political background and the trend of the times, our local governments have adopted a variety of forms of rural land transfer, such as the land share cooperation system, to a certain extent, to promote the rural land circulation, moderate scale management. However, due to the complex characteristics of the rural land transfer and the inherent defects of the policy implementation theory, the implementation of the rural land transfer policy still faces the problems of target groups, system environment and so on. Therefore, it is necessary to carry out systematic and in-depth research on the implementation of rural land circulation policy. This paper discusses the background of the implementation of rural land transfer policy in China, expounds the significance of promoting the implementation of rural land transfer policy, and introduces in detail the relevant research and academic achievements on rural land circulation at home and abroad. This paper clarifies the related concepts of rural land and rural land circulation, and analyzes the basic theory of rural land transfer policy implementation. On this basis, taking Xiangtan city as an example, the basic situation of rural land circulation in Xiangtan city is analyzed in depth, and the achievements and problems in the implementation of rural land transfer policy are explored. Finally, aiming at these problems, Some suggestions and countermeasures are put forward, which have strong pertinence and maneuverability. It mainly includes: perfecting the objectives and standards of rural land circulation policy implementation; rationally allocating policy resources; diversifying the means and ways of policy implementation; enhancing the policy execution ability of the implementing agencies; Guide the policy executor to set up the correct value orientation and construct a good policy execution environment.
