丹江口市鄉(xiāng)鎮(zhèn)公共服務(wù)體系建設(shè)及均等化研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)的飛速發(fā)展,人們物質(zhì)水平的提高,整個(gè)社會(huì)對(duì)公共服務(wù)的需求也進(jìn)入了快速增長(zhǎng)的階段,公共服務(wù)也成為了當(dāng)前我國(guó)政府的重要職能,它與人們?nèi)粘I、生產(chǎn)密切相關(guān)。當(dāng)人們對(duì)公共服務(wù)的質(zhì)量要求不斷提高時(shí),政府作為公共服務(wù)的主要供給者,加快公共服務(wù)的建設(shè)成為了其關(guān)鍵任務(wù)。從中央提出建設(shè)服務(wù)型政府開(kāi)始,公共服務(wù)就被放在了更加突出的位置上,它成為了衡量政府能力的重要標(biāo)準(zhǔn)。鄉(xiāng)鎮(zhèn)作為我國(guó)政府最基層的行政組織,是連接國(guó)家與基層人民群眾的橋梁,也是直接面對(duì)基層人民群眾的組織,鄉(xiāng)鎮(zhèn)公共服務(wù)體系的建立關(guān)系著鄉(xiāng)鎮(zhèn)人民的生活,如何提高鄉(xiāng)鎮(zhèn)的公共服務(wù)能力,以滿足鄉(xiāng)鎮(zhèn)人民日益增長(zhǎng)的需求,是提高鄉(xiāng)鎮(zhèn)整體發(fā)展水平有待解決的重要難題。本文主要是對(duì)鄉(xiāng)鎮(zhèn)公共服務(wù)的供給進(jìn)行了研究,首先對(duì)相關(guān)理論及概念進(jìn)行了梳理;然后以丹江口市的20個(gè)鄉(xiāng)鎮(zhèn)作為研究區(qū)域,結(jié)合收集到的數(shù)據(jù)指標(biāo),主要選取了公共服務(wù)中的公共文化、醫(yī)療、教育三大公共服務(wù)的20個(gè)二級(jí)指標(biāo)作為主要評(píng)價(jià)指標(biāo),并通過(guò)熵值法對(duì)各指標(biāo)的權(quán)重進(jìn)行確定,對(duì)各鄉(xiāng)鎮(zhèn)的公共文化、醫(yī)療、教育服務(wù)以及整體的公共服務(wù)綜合水平進(jìn)行了指標(biāo)體系構(gòu)建;通過(guò)具體的數(shù)據(jù)分析與實(shí)際的調(diào)查發(fā)現(xiàn),對(duì)丹江口市當(dāng)前各鄉(xiāng)鎮(zhèn)公共服務(wù)的現(xiàn)狀進(jìn)行了分析,找出了鄉(xiāng)鎮(zhèn)公共服務(wù)發(fā)展的困境,并結(jié)合可行能力理論中的一些研究成果,對(duì)丹江口市鄉(xiāng)鎮(zhèn)公共服務(wù)發(fā)展作出了分析,針對(duì)這些影響發(fā)展的阻礙提出了一些政策建議。研究發(fā)現(xiàn):(1)丹江口的20個(gè)鄉(xiāng)鎮(zhèn)公共文化服務(wù)、公共醫(yī)療服務(wù)、公共教育服務(wù)水平差距較大,整體公共服務(wù)質(zhì)量有待提高;(2)在公共服務(wù)的投入中,財(cái)政投入普遍薄弱,其中公共醫(yī)療服務(wù)的財(cái)政投入相對(duì)最少,鄉(xiāng)鎮(zhèn)政府需要加大對(duì)公共服務(wù)的財(cái)政投入的同時(shí),應(yīng)該要擴(kuò)大供給主體的范圍,采取讓社會(huì)團(tuán)體參與公共服務(wù)供給的多種方式,緩解政府作為唯一供給主體的壓力,并使得鄉(xiāng)鎮(zhèn)公共服務(wù)得到充足的投入支持;(3)鄉(xiāng)鎮(zhèn)公共服務(wù)水平的提高除了從投入及基礎(chǔ)設(shè)施建設(shè)上增強(qiáng)外,還需要體制機(jī)制的支撐;政府要不斷完善財(cái)政保障體制,從資金上給予鄉(xiāng)鎮(zhèn)公共服務(wù)建設(shè)支持;還要完善考核監(jiān)督機(jī)制,完善政府績(jī)效評(píng)價(jià)體系以及獎(jiǎng)懲機(jī)制,讓鄉(xiāng)鎮(zhèn)公共服務(wù)建設(shè)的“硬件”和“軟件”都能升級(jí),加速鄉(xiāng)鎮(zhèn)公共服務(wù)的發(fā)展。
[Abstract]:With the rapid development of our economy and the improvement of people's material level, the whole society's demand for public services has also entered a stage of rapid growth, and public services have become an important function of our government at present. Production is closely related. When the quality requirement of public service is raised continuously, the government, as the main provider of public service, has become the key task to speed up the construction of public service. Since the central government put forward the construction of service-oriented government, public service has been placed in a more prominent position, it has become an important standard to measure the capacity of the government. As the most basic administrative organization of the government of our country, the township is the bridge connecting the state with the grassroots people, and it is also the organization directly facing the grass-roots people. The establishment of the township public service system is related to the life of the township people. How to improve the public service capacity of villages and towns in order to meet the increasing needs of township people is an important problem to be solved to improve the overall development level of towns and townships. This paper mainly studies the supply of township public service, firstly combs the related theory and concept, then takes 20 towns in Danjiangkou as the research area, and combines the collected data index. The 20 secondary indexes of public culture, medical treatment and education in public service are selected as the main evaluation indexes, and the weight of each index is determined by entropy method, and the public culture and medical treatment of each town and township are determined. The comprehensive level of education service and the overall public service is constructed, and the present situation of public service in various towns of Danjiangkou is analyzed through the concrete data analysis and actual investigation. This paper finds out the predicament of the development of township public service, analyzes the development of township public service in Danjiangkou with some research results in the theory of feasible ability, and puts forward some policy suggestions in view of the hindrance to the development of township public service. The findings are as follows: (1) the level of public cultural services, public medical services and public education services in 20 villages and towns in Danjiangkou are quite different, and the overall quality of public service needs to be improved; (2) in the input of public services, the financial input is generally weak. The financial input of public medical services is relatively least. While the township government needs to increase the financial investment in public services, it should expand the scope of the main supply bodies and adopt various ways for social organizations to participate in the provision of public services. To alleviate the pressure of the government as the sole supplier, and to make the township public service receive sufficient input support, (3) the improvement of the level of township public service needs the support of institutional mechanism in addition to strengthening the investment and infrastructure construction; The government should constantly improve the financial security system, provide financial support for the construction of public services in villages and towns, perfect the examination and supervision mechanism, perfect the government performance evaluation system, and improve the reward and punishment mechanism. Both hardware and software can be upgraded to accelerate the development of township public service.
