【摘要】：近年來(lái),隨著全球化浪潮的迅猛發(fā)展,世界格局急劇變動(dòng),中國(guó)和阿拉伯國(guó)家之間政治、經(jīng)濟(jì)、文化等關(guān)系受到深刻影響。傳統(tǒng)的合作方式顯然已不能滿足中阿關(guān)系進(jìn)一步發(fā)展的需求。在此背景下,“一帶一路”戰(zhàn)略構(gòu)想于2013年應(yīng)運(yùn)而生。這一戰(zhàn)略的提出又為中阿關(guān)系發(fā)展帶來(lái)了新的機(jī)遇和挑戰(zhàn)。本文即是對(duì)這一課題的初步探討。本文共四個(gè)部分。第一部分從政治、經(jīng)濟(jì)、文化等方面入手,通過梳理文獻(xiàn)資料,概要闡述了中阿關(guān)系的起源和歷史演變,揭示當(dāng)代中阿關(guān)系的重大變化特別是“一帶一路”戰(zhàn)略提出后中阿關(guān)系發(fā)生的新氣象和新特點(diǎn);第二部分主要結(jié)合“一帶一路”戰(zhàn)略構(gòu)想,對(duì)中阿合作機(jī)制,即中阿合作論壇的議程及中阿合作的具體措施以及對(duì)雙邊關(guān)系的影響進(jìn)行了考察和分析;第三部分從中阿關(guān)系一直以來(lái)存在的風(fēng)險(xiǎn)入手,分析“一帶一路”戰(zhàn)略提出后中阿關(guān)系發(fā)展的制約因素,并對(duì)其提出建議和措施;最后一部分主要針對(duì)“一帶一路”背景下中阿關(guān)系未來(lái)發(fā)展提出總結(jié)并給出建議�？傊�,在新時(shí)期下,中阿雙方應(yīng)盡力做到順勢(shì)而為,乘勢(shì)而上,抓住機(jī)遇,防范風(fēng)險(xiǎn)和威脅,有所作為。以中阿合作論壇為平臺(tái),以“一帶一路”戰(zhàn)略為導(dǎo)向的中阿將走進(jìn)一個(gè)新的發(fā)展時(shí)期。
[Abstract]:In recent years, with the rapid development of globalization and the rapid changes in the world pattern, the political, economic, cultural and other relations between China and Arab countries have been deeply affected. The traditional mode of cooperation has obviously not been able to meet the needs of further development of Sino-Arab relations. In this context, the "Belt and Road" strategic concept came into being in 2013. This strategy has brought new opportunities and challenges to the development of Sino-Arab relations. This paper is a preliminary study of this subject. There are four parts in this paper. The first part, starting with politics, economy, culture and so on, summarizes the origin and historical evolution of Sino-Arab relations by combing the literature. Revealing the major changes in contemporary Sino-Arab relations, especially the new climate and new characteristics that have taken place in Sino-Arab relations since the "Belt and Road" strategy was put forward. The second part mainly combines the strategic concept of "Belt and Road" and the mechanism of Sino-Arab cooperation. That is, the agenda of the China-Arab Cooperation Forum, the concrete measures of Sino-Arab cooperation and the impact on bilateral relations are examined and analyzed. The third part begins with the risks that have always existed in Sino-Arab relations. This paper analyzes the restrictive factors of the development of Sino-Arab relations after the "Belt and Road" strategy is put forward, and puts forward suggestions and measures for the development of Sino-Arab relations. The last part mainly summarizes and gives suggestions for the future development of Sino-Arab relations under the background of "Belt and Road". In a word, in the new era, China and Arab countries should try their best to take advantage of the situation, seize the opportunity, guard against risks and threats, and make some achievements. With the platform of Sino-Arab Cooperation Forum and the Belt and Road strategy-oriented, China-Argentina will enter a new development period.
