自媒體時代政府網(wǎng)絡輿情監(jiān)管研究

【摘要】:進入20世紀90年代,網(wǎng)絡信息技術的快速更新使得互聯(lián)網(wǎng)絡在中國得到迅速普及。民眾通過即時通訊軟件和BBS論壇等渠道發(fā)表輿論訴求,表達自身對其所關心事件的態(tài)度等從而形成了一定程度的網(wǎng)絡輿情。但由于信息技術以及網(wǎng)絡普及度等方面的限制,這一時期的網(wǎng)絡輿情對社會生活的影響十分有限。隨著網(wǎng)絡信息技術的不斷更新?lián)Q代,自媒體平臺在互聯(lián)網(wǎng)絡上的成功上線,使得民眾的社交方式受到了前所未有的變革。尤其是智能化手機與自媒體平臺的完美融合,使得自媒體平臺發(fā)展成為民眾的主流社交平臺,并給民眾的日常生活帶了巨大變化。更快的信息傳遞、更直觀的意見表達、更方便的互動交流,使得自媒體平臺不僅僅只是一個社交平臺,更成為民眾與政府互動的新渠道。隨著自媒體平臺的普及,社會逐漸進入自媒體時代,民眾政治參與的熱情更加高漲的同時也使得政府的網(wǎng)絡輿情監(jiān)管存在的問題越來越凸顯。如何應對這些問題,成為新時期我國輿情監(jiān)管,尤其是網(wǎng)絡輿情監(jiān)管所需要面對的主要問題。只有真正找到適合我國實際的網(wǎng)絡監(jiān)管道路,才能真正尊重民眾對政府的監(jiān)督權,維護網(wǎng)絡言論自由的大環(huán)境,進而真正獲得民眾的支持,樹立政府公信力,提高國家核心競爭力。 本文試圖通過以下六個內(nèi)容對自媒體時代網(wǎng)絡輿情監(jiān)管進行研究。第一章,緒論部分主要闡述了本文的研究背景、選題意義、國內(nèi)外研究綜述、研究思路和方法以及本文的創(chuàng)新之處。第二章,,從基礎概念辨析入手,分別對輿論、輿情、網(wǎng)絡輿情以及網(wǎng)絡輿情監(jiān)管這四個概念進行辨析。介紹了本文的三大理論基礎——溝通改變態(tài)度理論、新公共服務理論以及輿論管理理論。第三章,從自媒體時代背景出發(fā),詳細分析了自媒體的時代特征。并多角度對我國網(wǎng)絡輿情監(jiān)管的現(xiàn)狀進行闡述。第四章,從輿情管理方法、輿情收集方法、宣傳方式、輿情反饋機制以及輿情監(jiān)管機制等方面對自媒體時代我國政府網(wǎng)絡輿情監(jiān)管存在的問題進行闡述,并對這些問題的形成原因做了詳細的分析。第五章,從輿情監(jiān)控方式、輿情引導、輿情收集、法律法規(guī)完善、與民眾互動等五個角度較為全面的介紹了國外政府關于網(wǎng)絡輿情監(jiān)管的內(nèi)容。第六章,從角色轉(zhuǎn)變、技術投入、利用政務微博樹立公信力以及完善法律法規(guī)等方面向政府自媒體時代網(wǎng)絡輿情監(jiān)管方面提出改善對策,從加強互動、信息公開、維護網(wǎng)絡環(huán)境以及輿情氛圍建設等方面對加強政府網(wǎng)絡輿情引導方面提出建議,以期對政府網(wǎng)絡輿情監(jiān)管工作有所幫助。
[Abstract]:In the 1990s, with the rapid update of network information technology, Internet has been popularized rapidly in China. Through instant messaging software and BBS forums, people express their public opinion demands and express their attitude towards the events they care about, thus forming a certain degree of network public opinion. However, due to the limitations of information technology and network popularity, the influence of network public opinion on social life is very limited. With the continuous upgrading of the network information technology, the success of the self-media platform on the Internet has brought about unprecedented changes in the social way of the people. Especially the perfect fusion of intelligent mobile phone and self-media platform makes the self-media platform develop into the mainstream social platform of the public and bring great changes to the people's daily life. The faster transmission of information, the more intuitive expression of opinions and the more convenient interactive communication make the self-media platform not only a social platform, but also a new channel for the interaction between the public and the government. With the popularity of the self-media platform, the society gradually enters the era of self-media, the enthusiasm of popular political participation is more and more high, but also makes the government network public opinion supervision problems more and more prominent. How to deal with these problems has become the main problem in the supervision of public opinion in China, especially in the supervision of network public opinion. Only when we really find a suitable way for our country's network supervision, can we truly respect the people's right to supervise the government, safeguard the general environment of the freedom of speech on the network, and then get the support of the public and establish the credibility of the government. We will improve the core competitiveness of the country. This paper attempts to study the supervision of network public opinion in the era of self-media through the following six contents. In the first chapter, the introduction mainly describes the research background, the significance of the topic, the domestic and foreign research review, research ideas and methods, as well as the innovation of this paper. In the second chapter, the basic concepts of public opinion, network public opinion and supervision of network public opinion are analyzed. This paper introduces three theoretical bases of this paper: communication change attitude theory, new public service theory and public opinion management theory. The third chapter, from the media era background, detailed analysis of the era characteristics of self-media. And the current situation of supervision of network public opinion in our country is expounded from many angles. The fourth chapter, from the public opinion management method, the public opinion collection method, the propaganda way, the public opinion feedback mechanism and the public opinion supervision mechanism and so on aspect carries on the elaboration to our country government network public opinion supervision question since the media time, The causes of these problems are analyzed in detail. The fifth chapter, from the public opinion monitoring way, the public opinion guidance, the public opinion collection, the laws and regulations consummation, the interaction with the populace and so on five angles has introduced the foreign government comprehensively regarding the network public opinion supervision content. The sixth chapter, from the role change, technical input, the use of government Weibo to establish credibility and improve laws and regulations to the government since the media era network public opinion supervision aspects of improvement countermeasures, from the strengthening of interaction, information disclosure, In order to help the supervision of government network public opinion, suggestions are put forward to strengthen the guidance of government network public opinion in the aspects of maintaining the network environment and building the atmosphere of public opinion.
