【摘要】：民主集中制是我們黨和國(guó)家一項(xiàng)重要的組織原則。我們黨之所以有力量且具有無(wú)比的凝聚力、團(tuán)結(jié)力和戰(zhàn)斗力,其中最重要的就是實(shí)行了民主集中制。近年來(lái),我們黨在堅(jiān)持和完善民主集中制方面取得了很大的成績(jī),積累了豐富的經(jīng)驗(yàn)。但是毋庸置疑,在民主集中制建設(shè)過(guò)程中仍然存在著一些問(wèn)題,民主集中制建設(shè)是一項(xiàng)系統(tǒng)工程,任重而道遠(yuǎn)。為使其更好的在我國(guó)發(fā)揮優(yōu)勢(shì),需要對(duì)其進(jìn)行更加深入的研究與探索。民主集中制由列寧最早提出,在中國(guó)經(jīng)歷了其獨(dú)特的發(fā)展演化歷程后最終成為中國(guó)共產(chǎn)黨的指導(dǎo)原則。從中國(guó)共產(chǎn)黨成立至今,民主集中制經(jīng)歷了一個(gè)從強(qiáng)調(diào)民主到強(qiáng)調(diào)集中,再到重視民主,進(jìn)而到正確處理民主與集中關(guān)系的重要轉(zhuǎn)變歷程。為進(jìn)一步闡述我國(guó)民主集中制的優(yōu)越性,本文將民主制與民主集中制進(jìn)行了比較,通過(guò)分析西方民主制形成和發(fā)展過(guò)程中存在的缺陷,來(lái)論證民主集中制的優(yōu)越性,它更加有利于實(shí)現(xiàn)人民當(dāng)家作主,有利于決策制定與運(yùn)行的高效,有利于實(shí)現(xiàn)真理性認(rèn)識(shí)與群眾認(rèn)識(shí)的統(tǒng)一,也更加適合我國(guó)國(guó)情。民主集中制的運(yùn)行過(guò)程可以概括為一個(gè)民主——集中——再民主的循環(huán)。但在民主協(xié)商、集中意見(jiàn)以及對(duì)已形成的政策與決策進(jìn)行執(zhí)行、監(jiān)督和反饋的過(guò)程中,有一些問(wèn)題需要我們加以注意,加強(qiáng)黨的思想政治建設(shè)、組織制度建設(shè)與作風(fēng)建設(shè),健全集體領(lǐng)導(dǎo)和民主決策機(jī)制,有助于進(jìn)一步完善民主集中制。
[Abstract]:Democratic centralism is an important organizational principle of our party and state. The most important reason for our Party's strength and unparalleled cohesion, unity and combat effectiveness is the practice of democratic centralism. In recent years, our Party has made great achievements and accumulated rich experience in upholding and perfecting democratic centralism. However, there are still some problems in the construction of democratic centralism. The construction of democratic centralism is a systematic project, which has a long way to go. In order to give full play to its advantages in our country, it needs more in-depth research and exploration. Democratic centralism, first put forward by Lenin, became the guiding principle of the Communist Party of China after its unique development and evolution. Since the founding of the Communist Party of China, democratic centralism has undergone an important process from emphasizing democracy to emphasizing centralization, and then to attaching importance to democracy, and then to correctly handling the relationship between democracy and centralism. In order to further expound the superiority of democratic centralism in our country, this paper compares democratic centralism with democratic centralism, and proves the superiority of democratic centralism by analyzing the defects existing in the formation and development of democratic centralism in western countries. It is more conducive to the realization of the people as the master of the country, to the decision-making and operation of the high efficiency, to the realization of the unity of truth and mass understanding, but also more suitable for the national conditions of our country. The process of democratic centralism can be summarized as a cycle of democracy-centralization-re-democracy. However, in the process of democratic consultation, centralization of opinions, implementation, supervision and feedback of policies and decisions that have been formed, there are some problems that need our attention, so as to strengthen the Party's ideological and political construction, organizational system construction and work style construction. Improving collective leadership and democratic decision-making mechanisms will help to further improve democratic centralism.
