【摘要】：隨著互聯(lián)網(wǎng)技術(shù)的發(fā)展與普及,網(wǎng)絡(luò)已經(jīng)在我們的日常生活中發(fā)揮了不可替代的作用。“自然生態(tài)要山清水秀,政治生態(tài)也要山清水秀�！绷�(xí)近平同志多次強(qiáng)調(diào),加強(qiáng)黨的建設(shè),必須營(yíng)造一個(gè)良好的從政環(huán)境,也就是要有一個(gè)好的政治生態(tài)。凈化政治生態(tài),營(yíng)造廉潔清正的從政環(huán)境,是全面從嚴(yán)治黨的重要命題。對(duì)于應(yīng)運(yùn)而生的網(wǎng)絡(luò)政治生態(tài)問題,在當(dāng)今凈化黨內(nèi)政治生態(tài)的大局勢(shì)面前,同樣應(yīng)引起我們的關(guān)注。探究網(wǎng)絡(luò)政治生態(tài)的衍射效應(yīng)及其治理,也具有重大理論意義與現(xiàn)實(shí)意義。當(dāng)前,網(wǎng)絡(luò)已經(jīng)成為我國(guó)公眾表達(dá)政治意愿和行使民主權(quán)利的不可忽視的重要渠道。因此,本文基于網(wǎng)絡(luò)政治生態(tài)的視角,借助政治生態(tài)理論來看待當(dāng)今現(xiàn)實(shí)政治及其發(fā)展環(huán)境,并對(duì)當(dāng)代中國(guó)政治發(fā)展和所存在的時(shí)代問題而產(chǎn)生的影響進(jìn)行論述,探究網(wǎng)絡(luò)政治生態(tài)的衍射效應(yīng)及其治理。通過闡述政治生態(tài)、網(wǎng)絡(luò)政治生態(tài)、政治參與主體的概念及比較分析,揭示政治生態(tài)和網(wǎng)絡(luò)政治生態(tài)的差異以及網(wǎng)絡(luò)政治生態(tài)的結(jié)構(gòu)要素及重要特征。對(duì)于網(wǎng)絡(luò)政治生態(tài)的衍射效應(yīng),將其分為三個(gè)維度,主要從網(wǎng)絡(luò)政治生態(tài)與現(xiàn)實(shí)政治生態(tài)的互動(dòng)、示范與引領(lǐng)、挑戰(zhàn)等三個(gè)方面進(jìn)行分析�；谝陨蠁栴}及治理的必要性分析,提出相應(yīng)治理措施及對(duì)策:首先,強(qiáng)化網(wǎng)絡(luò)政治輿情監(jiān)測(cè)技術(shù);其次加強(qiáng)完善網(wǎng)絡(luò)監(jiān)督引導(dǎo)機(jī)制;同時(shí)要發(fā)揮網(wǎng)絡(luò)優(yōu)勢(shì),創(chuàng)新政府管理新范式,強(qiáng)化公民網(wǎng)絡(luò)參政意識(shí),引導(dǎo)公民正確參政。網(wǎng)絡(luò)政治生態(tài)的健康和諧發(fā)展,不僅是我國(guó)網(wǎng)絡(luò)政治發(fā)展的必然條件,也是我國(guó)現(xiàn)實(shí)政治發(fā)展的必然要求。
[Abstract]:With the development and popularization of Internet technology, the network has played an irreplaceable role in our daily life. "the natural ecology should be beautiful and the political ecology should also be beautiful." Comrade Xi Jinping has repeatedly stressed that to strengthen party building, we must create a good political environment, that is, a good political environment. Purifying political ecology and creating a clean and clean political environment is an important proposition of comprehensive and strict administration of the Party. In the face of the current situation of purifying the political ecology within the Party, we should also pay attention to the problem of network political ecology that arises at the historic moment. It is also of great theoretical and practical significance to explore the diffraction effect of network political ecology and its governance. At present, the network has become an important channel for the public to express political will and exercise democratic rights. Therefore, this article based on the network political ecology angle of view, uses the political ecology theory to look at the present reality politics and its development environment, and carries on the elaboration to the contemporary Chinese political development and the existence time question which produces the influence, Probe into the diffraction effect of network political ecology and its governance. This paper expounds the concept and comparative analysis of political ecology, network political ecology and political participation subject, and reveals the differences between political ecology and network political ecology, as well as the structural elements and important characteristics of network political ecology. The diffraction effect of network political ecology is divided into three dimensions, which are mainly analyzed from three aspects: the interaction between network political ecology and real political ecology, the demonstration and guidance, and the challenge. Based on the analysis of the above problems and the necessity of governance, the corresponding measures and countermeasures are put forward: first, to strengthen the monitoring technology of network political and public opinion; secondly, to strengthen and perfect the network supervision and guidance mechanism; at the same time, to give full play to the advantages of the network. We should innovate the new paradigm of government management, strengthen citizens' consciousness of participating in politics on network, and guide citizens to participate in politics correctly. The healthy and harmonious development of the network political ecology is not only the inevitable condition of the development of our country's network politics, but also the inevitable requirement of our country's realistic political development.
