【摘要】：互聯(lián)網(wǎng)時代的到來,推動了改革開放向縱深發(fā)展�；ヂ�(lián)網(wǎng)對市場經(jīng)濟發(fā)展、政治體制改革、社會主義和諧社會的構建等,都具有巨大的推動作用�；ヂ�(lián)網(wǎng)在相關領域的作用,已成為我國社會科學研究的熱點。社會治理是近年來黨和政府提出的社會事業(yè)發(fā)展新理念,也正在逐步付諸實踐,學術界有關社會治理的探討方興未艾,其中有關社會治理創(chuàng)新的研究成為當今社會改革的重要課題。如何將互聯(lián)網(wǎng)應用于社會治理創(chuàng)新,研究這個課題具有重要的理論和實踐意義。所謂社會治理,是指政府、市場(企業(yè))、社會組織以及個人等社會主體,通過平等合作的方式,共同對社會事務進行規(guī)范和管理,以實現(xiàn)公共利益最大化的過程。為滿足時代發(fā)展的要求,社會治理需要不斷創(chuàng)新,社會治理創(chuàng)新的主要目標就是保障和改善民生,促進社會公平正義,增強社會發(fā)展活力,維護社會和諧穩(wěn)定�；ヂ�(lián)網(wǎng)已經(jīng)在經(jīng)濟、政治、文化等領域發(fā)揮了重要的作用,有力的推動了我國社會發(fā)展,對于實現(xiàn)社會治理創(chuàng)新的目標,具有重要的參考和借鑒意義。因為互聯(lián)網(wǎng)的強大影響力,社會治理參與主體不得不主動“觸網(wǎng)”——政府、企業(yè)、社會組織和個人,都借助互聯(lián)網(wǎng)的力量實現(xiàn)某種“轉型”�；ヂ�(lián)網(wǎng)正是通過影響社會治理主體,從而影響整個社會,進而完成社會治理的創(chuàng)新,實現(xiàn)社會治理的目的。互聯(lián)網(wǎng)對社會治理而言既是技術支撐,也是思維建構,亦是文化氛圍�；ヂ�(lián)網(wǎng)應用于社會治理創(chuàng)新,既是互聯(lián)網(wǎng)得到廣泛應用、并與社會深度融合的水到渠成,也是社會治理的有益嘗試。當然,互聯(lián)網(wǎng)有效應用于社會治理有一個前提條件,那就是健康的網(wǎng)絡環(huán)境,因此,應當從培育健康自信的網(wǎng)絡文化、發(fā)展創(chuàng)新實用的網(wǎng)絡技術、引領積極健康的網(wǎng)絡輿論和完善科學有效的網(wǎng)絡管理四個方面,構建健康的網(wǎng)絡環(huán)境,為互聯(lián)網(wǎng)有效應用于社會治理創(chuàng)新創(chuàng)造條件。
[Abstract]:The arrival of the Internet era, promoted the reform and opening to the depth of development. The Internet plays an important role in the development of market economy, the reform of political system and the construction of socialist harmonious society. The role of the Internet in related fields has become a hot spot of social science research in China. Social governance is a new concept of social development put forward by the Party and government in recent years, and it is being put into practice step by step. The discussion on social governance in academic circles is in the ascendant. Among them, the research on social governance innovation has become an important subject of social reform. How to apply the Internet to the innovation of social governance has important theoretical and practical significance. The so-called social governance refers to the government, market (enterprises, social organizations and individuals) and other social subjects, through equal cooperation to regulate and manage social affairs, in order to achieve the maximization of public interests. In order to meet the requirements of the development of the times, social governance needs continuous innovation. The main goal of social governance innovation is to ensure and improve the people's livelihood, promote social equity and justice, strengthen the vitality of social development, and maintain social harmony and stability. The Internet has played an important role in the fields of economy, politics, culture and so on. It has promoted the social development of our country, and has important reference and reference significance for realizing the goal of social governance innovation. Because of the powerful influence of the Internet, the participants in social governance have to actively "touch the net"-governments, enterprises, social organizations and individuals, with the help of the power of the Internet to achieve a certain "transformation". It is through the influence of the main body of social governance that the Internet influences the whole society, thus accomplishing the innovation of social governance and realizing the purpose of social governance. Internet is not only technical support, but also thinking construction and cultural atmosphere for social governance. The application of the Internet to the innovation of social governance is not only the result of the wide application of the Internet and its deep integration with the society, but also the beneficial attempt of social governance. Of course, there is a prerequisite for the effective use of the Internet in social governance, that is, a healthy network environment. Therefore, we should develop innovative and practical network technologies from the perspective of fostering a healthy and confident network culture. Lead the positive and healthy network public opinion and perfect the scientific and effective network management in four aspects, construct the healthy network environment, and create the conditions for the Internet to effectively apply to the social governance innovation.
