成都市武侯區(qū)社區(qū)管理體制改革研究

【摘要】:隨著改革開放的深入和全面建成小康社會步伐的加快,我國城市化水平不斷提高,城市社區(qū)建設(shè)也不斷深化,我國城市社區(qū)管理體制越來越不適應(yīng)現(xiàn)代社會發(fā)展的需要,凸顯出很多問題,包括:街道辦事處權(quán)力責(zé)任不統(tǒng)一,功能錯位;居委會行政化色彩濃厚;社區(qū)的組織結(jié)構(gòu)設(shè)置不科學(xué);社區(qū)管理制度不規(guī)范;社區(qū)民眾參與度不高;社區(qū)管理缺乏NPO、NGO和志愿者組織。因而,解決城市社區(qū)管理體制中存在的問題,推進城市社區(qū)管理體制改革,對完善我國社會基層治理有重大意義。2006年,成都市武侯區(qū)開始摸索社區(qū)管理體制改革,探索構(gòu)建了"一個分離、兩個深化"社區(qū)管理新模式,實現(xiàn)了行政事務(wù)和公共服務(wù)在社區(qū)的"雙落地",深度融合了社區(qū)服務(wù)職能和管理職能,更建立了以自我管理、自我服務(wù)為核心的社區(qū)居民自治機制。此后,武侯區(qū)進一步推進社區(qū)管理體制改革,取得了顯著的改革成果,包括:建立四級立體化網(wǎng)絡(luò)體系,優(yōu)化社區(qū)組織架構(gòu),強調(diào)"多元化"的社區(qū)主體,提倡"社會化"的服務(wù)體制,完善社區(qū)管理監(jiān)督體系,明確劃分社區(qū)兩委權(quán)責(zé)等。在改革的進程中,武侯區(qū)社區(qū)黨組織的核心領(lǐng)導(dǎo)能力進一步加強、社區(qū)居委會自治功能明顯強化、社區(qū)隊伍結(jié)構(gòu)不斷改善、干部素質(zhì)顯著提高,武侯區(qū)社區(qū)管理民主化得到極大發(fā)展。但武侯區(qū)的社區(qū)管理體制改革仍存在社區(qū)管理權(quán)責(zé)劃分不科學(xué),組織結(jié)構(gòu)設(shè)置不科學(xué),缺乏專業(yè)化人才,NPO、NGO和志愿者組織發(fā)育不良,法律法規(guī)體系不健全等問題。針對這些問題,本文提出進一步推動武侯區(qū)社區(qū)管理體制改革的對策:推進政府職能轉(zhuǎn)變,實現(xiàn)社區(qū)自治與政府支持的有機融合;健全社區(qū)運行機制,合理推進社區(qū)建設(shè);完善社區(qū)組織結(jié)構(gòu)設(shè)置,提高社區(qū)工作人員專業(yè)化水平;大力加快NPO、NGO和志愿者組織的培育和發(fā)展;完善社區(qū)管理法制體系。
[Abstract]:With the deepening of reform and opening up and the acceleration of the pace of building a well-off society in an all-round way, the level of urbanization in our country has been continuously improved, and the construction of urban communities has been deepened. Many problems are highlighted, including: the disunity of the power and responsibility of the subdistrict office, the dislocation of the function; the strong color of administration of the neighborhood committee; the unscientific setting of the community's organizational structure; the non-standard community management system; the low degree of community participation; Community management lacks NPONGO and volunteer organizations. Therefore, it is of great significance to solve the problems existing in the urban community management system and to promote the reform of the urban community management system, which is of great significance to the improvement of the grass-roots governance of our society. In 2006, the Wuhou District of Chengdu began to explore the reform of the community management system. This paper explores and constructs a new model of "one separation, two deepening" community management, realizes the "double landing" of administrative affairs and public service in the community, deeply integrates the functions of community service and management, and establishes self-management. Self-service as the core of community residents autonomy mechanism. Since then, Wuhou District has further promoted the reform of the community management system, and has achieved remarkable results, including the establishment of a four-level three-dimensional network system, the optimization of the community organizational structure, and the emphasis on "diversified" community subjects. Promote socialized service system, perfect community management and supervision system, and clearly divide the power and responsibility of community two committees. In the process of reform, the core leadership ability of the community party organizations in Wuhou District has been further strengthened, the autonomous function of the community neighborhood committees has been obviously strengthened, the structure of community teams has been continuously improved, and the quality of cadres has improved significantly. The democratization of community management in Wuhou District has been greatly developed. However, in the reform of community management system in Wuhou District, there are still some problems, such as unscientific division of power and responsibility of community management, unscientific setting of organizational structure, lack of specialized talents, poor development of NPONGO and volunteer organizations, imperfect system of laws and regulations, and so on. In view of these problems, this paper puts forward some countermeasures to further promote the reform of the community management system in Wuhou District: to promote the transformation of government functions, to realize the organic integration of community autonomy and government support, to improve the community operation mechanism, and to promote community construction reasonably; Improve the community organization structure, improve the professional level of community staff; speed up the cultivation and development of NPONGO and volunteer organizations; improve the legal system of community management.
