【摘要】：鑒于生活水平和醫(yī)療技術(shù)的不斷提高,我國老年人口比重不斷增加,人口老齡化現(xiàn)象愈加突出。與此同時,老年撫養(yǎng)比同步攀升,老年贍養(yǎng)壓力增大,養(yǎng)老問題已經(jīng)成為社會各界關(guān)注的熱點。在當(dāng)今互聯(lián)網(wǎng)技術(shù)快速發(fā)展的科技背景下,智慧養(yǎng)老作為一種利用互聯(lián)網(wǎng)和信息通信等科技技術(shù)把現(xiàn)代科技與傳統(tǒng)養(yǎng)老服務(wù)相結(jié)合以統(tǒng)籌規(guī)劃社會各類養(yǎng)老服務(wù)和資源的創(chuàng)新養(yǎng)老模式,是解決目前我國養(yǎng)老問題的一種創(chuàng)新嘗試。雖然我國智慧養(yǎng)老及其相關(guān)產(chǎn)業(yè)還處在初級階段,但是這種創(chuàng)新的養(yǎng)老模式在我國經(jīng)濟轉(zhuǎn)型升級的關(guān)鍵時期,必將迎來巨大的發(fā)展空間,成為經(jīng)濟發(fā)展強有力的新支撐。雖然中國中鐵四局為我國基礎(chǔ)設(shè)施建設(shè)領(lǐng)域的頂尖企業(yè)之一,但是其面臨基建市場環(huán)境的深度調(diào)整變化,迫切需要以開拓新的經(jīng)營領(lǐng)域,創(chuàng)新新的經(jīng)營模式,把存量資產(chǎn)和企業(yè)能力有機整合,優(yōu)化組合,挖掘潛力,創(chuàng)造新的經(jīng)濟增長點,實現(xiàn)產(chǎn)業(yè)的有效轉(zhuǎn)型和全面升級。由于其系統(tǒng)擁有的龐大員工數(shù)量,伴隨老齡化的到來,養(yǎng)老問題成為亟待解決的問題之一,為企業(yè)布局智慧養(yǎng)老產(chǎn)業(yè)提供了堅實的支撐條件。本文以中國中鐵四局智慧養(yǎng)老業(yè)務(wù)戰(zhàn)略管理為研究對象,在進行戰(zhàn)略文獻(xiàn)理論研究后,通過采用PEST模型、波特五力模型和SWOT綜合矩陣等分析工具,對企業(yè)的戰(zhàn)略內(nèi)外部環(huán)境進行分析,并且對行業(yè)競爭趨勢,企業(yè)在行業(yè)的整體位置進行定位,根據(jù)企業(yè)生產(chǎn)經(jīng)營所處的階段和內(nèi)外部環(huán)境的特性,運用定量戰(zhàn)略計劃矩陣(QSPM)對企業(yè)可能的四種戰(zhàn)略進行定量評價。在此基礎(chǔ)上,分別從搭建高端運作平臺、建立產(chǎn)業(yè)標(biāo)準(zhǔn)體系、充分利用優(yōu)惠政策、充分整合各方資源四個方面對企業(yè)的戰(zhàn)略實施進行構(gòu)架,并且從企業(yè)領(lǐng)導(dǎo)層的高度重視、戰(zhàn)略宣傳、企業(yè)文化培養(yǎng)對戰(zhàn)略實施進行了保障。對我國企業(yè)養(yǎng)老產(chǎn)業(yè)戰(zhàn)略管理的推廣與擴展具有一定的支持與借鑒價值。
[Abstract]:In view of the continuous improvement of living standards and medical technology, the proportion of the elderly population in China is increasing, and the aging of the population is becoming more and more prominent. At the same time, the old age dependency ratio rises simultaneously, the old age support pressure increases, the pension problem has already become the hot spot which the society all circles pays close attention to. In the background of the rapid development of Internet technology, Intelligent old-age care is an innovative old-age pension model, which combines modern science and technology with traditional old-age services by using technology such as Internet and information communication to plan all kinds of pension services and resources in the society as a whole. It is an innovative attempt to solve the pension problem in our country at present. Although China's intelligent pension and its related industries are still in the primary stage, this innovative pension model will usher in a huge space for development and become a strong new support for economic development in the critical period of economic transformation and upgrading. Although the fourth China Railway Administration is one of the top enterprises in the field of infrastructure construction in our country, it is faced with the deep adjustment and change of the market environment of infrastructure construction, so it is urgently necessary to open up new business fields and innovate new business models. Combine stock assets with enterprise ability, optimize combination, tap potential, create new economic growth point, and realize effective transformation and overall upgrading of industry. Due to the large number of employees in its system, with the coming of aging, the pension problem becomes one of the problems to be solved urgently, which provides a solid supporting condition for the enterprise layout and intelligent pension industry. This paper takes the strategic management of the intelligent pension business of China Railway fourth Bureau as the research object, after carrying on the strategic literature theory research, adopts the PEST model, the Porter five Force Model and the SWOT synthesis matrix and so on the analysis tool, etc. Analyzing the internal and external environment of the enterprise strategy, and positioning the competition trend of the industry and the overall position of the enterprise in the industry, according to the stage of the production and operation of the enterprise and the characteristics of the internal and external environment, Quantitative strategic planning matrix (QSPM) is used to evaluate the four possible strategies. On this basis, respectively from the establishment of high-end operating platform, the establishment of industrial standards system, the full use of preferential policies, the full integration of the resources of the four aspects of the implementation of the enterprise strategy framework, and from the leadership of the enterprise attaches great importance to, Strategic publicity, corporate culture training to ensure the implementation of the strategy. It has certain support and reference value for the promotion and expansion of the strategic management of the enterprise pension industry in our country.
