【摘要】：礦業(yè)權(quán)審批是我國行政審批制度的重要組成部分。礦業(yè)權(quán)審批管理一直作為礦政管理的核心,對(duì)維護(hù)礦山企業(yè)的開發(fā)和利用,保護(hù)礦業(yè)權(quán)人的法定權(quán)益起到重要的支撐作用。隨著礦業(yè)改革的不斷發(fā)展以及礦業(yè)市場(chǎng)化程度的提高,傳統(tǒng)礦業(yè)權(quán)審批面臨著嚴(yán)峻的挑戰(zhàn)和不適應(yīng)性。加之近年來,黨中央、國務(wù)院提出了“深化行政審批制度改革、加快政府職能轉(zhuǎn)變”的要求,轉(zhuǎn)變政府職能就是要完成傳統(tǒng)的管理型政府向服務(wù)型政府的過渡,明確要?jiǎng)?chuàng)新行政管理方式、簡(jiǎn)政放權(quán)、加強(qiáng)監(jiān)管、提高效能�，F(xiàn)有的礦業(yè)權(quán)審批在管理模式上逐漸暴露出一些問題。呼和浩特市對(duì)礦產(chǎn)資源開發(fā)管理,特別是礦業(yè)權(quán)審批管理制度的改革正處于發(fā)展探索階段。本文結(jié)合作者的實(shí)際工作,主要從呼和浩特市礦業(yè)權(quán)審批管理的現(xiàn)狀入手,通過對(duì)現(xiàn)行的串聯(lián)式礦業(yè)權(quán)審批模式的思考和分析,基于政府流程再造的研究理論,運(yùn)用流程優(yōu)化等思想提出并聯(lián)審批模式。以“放、管、服”為根本出發(fā)點(diǎn),通過訪談、文獻(xiàn)分析以及實(shí)證研究等方法,進(jìn)一步的梳理呼市礦業(yè)權(quán)審批管理模式,并給出相關(guān)的解決對(duì)策與建議。從而提升呼市礦業(yè)權(quán)審批管理的質(zhì)量和效率。使政府逐步實(shí)現(xiàn)由管理型向服務(wù)型政府的轉(zhuǎn)變,并以此拋磚引玉,希望對(duì)其他行政事業(yè)單位的礦業(yè)權(quán)審批工作也有所借鑒�？傊�,為適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的發(fā)展,需要進(jìn)一步對(duì)礦業(yè)權(quán)審批管理制度進(jìn)行改革,完善礦業(yè)權(quán)審批管理模式,不僅對(duì)礦證管理部門有指導(dǎo)意義,也對(duì)促進(jìn)呼市礦業(yè)經(jīng)濟(jì)的發(fā)展,保障呼市經(jīng)濟(jì)可持續(xù)發(fā)展具有重要意義。
[Abstract]:Mining right examination and approval is an important part of China's administrative examination and approval system. The examination and approval management of mining rights, as the core of mining administration management, plays an important supporting role in maintaining the development and utilization of mining enterprises and protecting the legal rights and interests of mining rights holders. With the development of mining reform and the improvement of mining marketization, the traditional mining right examination and approval is facing severe challenges and inadaptability. In addition, in recent years, the CPC Central Committee and the State Council have put forward the requirement of "deepening the reform of the administrative examination and approval system and speeding up the transformation of government functions." the transformation of government functions is to complete the transition from a traditional management-oriented government to a service-oriented government. It is necessary to innovate the way of administration, simplify the power of administration, strengthen supervision and improve efficiency. Existing mining right examination and approval in the management model gradually exposed some problems. The reform of the management of mineral resources development, especially the examination and approval system of mining rights in Hohhot is at the stage of development and exploration. Combined with the author's practical work, this paper mainly starts with the present situation of the examination and approval management of mining rights in Hohhot, through the thinking and analysis of the current mode of examination and approval of series mining rights, and based on the research theory of government process reengineering. The parallel examination and approval mode is put forward by using the idea of flow optimization. Taking "release, management and service" as the basic starting point, through the methods of interview, literature analysis and empirical research, this paper further combs the examination and approval management mode of mining rights in Huhou city, and puts forward some relevant countermeasures and suggestions. So as to improve the quality and efficiency of the examination and approval management of mining rights. In order to make the government gradually realize the change from management to service government, the author hopes to draw lessons for the examination and approval of mining rights in other administrative institutions. In short, in order to adapt to the development of the socialist market economy, it is necessary to further reform the examination and approval management system of mining rights and improve the management mode of mining rights examination and approval, which is not only of guiding significance to the management departments of mining certificates, It also plays an important role in promoting the development of the mining economy and ensuring the sustainable development of the city's economy.
