【摘要】: 作為整個社會輿論的重要組成部分,網(wǎng)絡(luò)輿論也已成為一種不可忽視的力量漸漸顯示出其不可替代的社會作用。網(wǎng)絡(luò)傳播方式已成為中國公眾表達民意、討論公共事務(wù)、參與經(jīng)濟社會及政治生活以及進行輿論監(jiān)督的重要公共平臺。特別是近年來,網(wǎng)絡(luò)輿論已經(jīng)引起各級政府領(lǐng)導(dǎo)甚至中央高層領(lǐng)導(dǎo)的高度重視,政府部門還設(shè)置了專門的網(wǎng)絡(luò)民意收集和網(wǎng)絡(luò)輿情研究的機構(gòu)。近年來發(fā)生的與網(wǎng)絡(luò)輿論相關(guān)的一系列事件表明,網(wǎng)絡(luò)輿論已經(jīng)對我國政府行政方式產(chǎn)生很大影響,這種影響直接表現(xiàn)在政府的行為方式正在發(fā)生轉(zhuǎn)變。 論文第一部分簡單介紹了研究對象的提出、本文研究所基于的理論基礎(chǔ)及論文基本結(jié)構(gòu)等。 論文第二部分主要從網(wǎng)絡(luò)媒體與網(wǎng)絡(luò)輿論入手。介紹了網(wǎng)絡(luò)媒體的形成與中國網(wǎng)絡(luò)媒體的發(fā)展歷程,通過對網(wǎng)絡(luò)輿論的形成過程的分析,介紹網(wǎng)絡(luò)輿論傳播的敏捷性、多元性、海量性和互動性等主要特征。 論文第三部分從我國網(wǎng)絡(luò)輿論的緣起入手,通過對近年來一系列具有深遠影響的案例分析,分別就網(wǎng)絡(luò)輿論傳播的敏捷性、多元性、海量性、互動性對我國政府行為的影響加以研究論證,即以敏捷性促進政府行為的高效化、以多元性促進政府行為的科學(xué)化、以海量性促進政府行為的周密化、以互動性促進政府行為的開放化。 論文第四部分主要就網(wǎng)絡(luò)輿論對我國政府行為影響的效應(yīng)進行評價。通過對我國當(dāng)前行政溝通的主要缺陷分析,即溝通的渠道少、效率不高;溝通的公開度不高,互動性不強;行政溝通的時效性差,信息失真。對網(wǎng)絡(luò)環(huán)境下行政溝通的優(yōu)勢進行評價。指出網(wǎng)絡(luò)環(huán)境下行政溝通具有信息傳播速度快、內(nèi)容海量性且多元化、交互實時性等傳統(tǒng)溝通方式無法比擬的優(yōu)勢,最后就網(wǎng)絡(luò)輿論對我國當(dāng)前公共決策的影響進行評價。 論文第五部分給出了提高我國政府構(gòu)建和諧網(wǎng)絡(luò)輿論環(huán)境能力的思路與對策。提出從以即時發(fā)布權(quán)威信息應(yīng)對網(wǎng)絡(luò)輿論的敏捷反應(yīng)、以針對性的整合資源應(yīng)對網(wǎng)絡(luò)輿論的多元反應(yīng)、以信息挖掘積極引導(dǎo)應(yīng)對網(wǎng)絡(luò)輿論的海量反應(yīng)、以公開回應(yīng)公眾疑問應(yīng)對網(wǎng)絡(luò)輿論的交互反應(yīng)的思路。給出構(gòu)建透明服務(wù)政府,確保政務(wù)信息公開;開發(fā)自身優(yōu)勢資源、適度調(diào)整引導(dǎo)措施;聚集社會優(yōu)秀人才,創(chuàng)建一流管理團隊;依托先進信息技術(shù)、即時集中組織回應(yīng);打造品牌網(wǎng)絡(luò)媒體,鞏固權(quán)威輿論陣地;建立傳媒聯(lián)動機制,立體引導(dǎo)網(wǎng)絡(luò)輿論等六個對策。
[Abstract]:As an important part of the whole public opinion, the network public opinion has become a force that can not be ignored, gradually showing its irreplaceable social role. Internet communication has become an important public platform for the Chinese public to express public opinion, discuss public affairs, participate in economic, social and political life and conduct public opinion supervision. Especially in recent years, the network public opinion has caused the government leaders at all levels or even the central high level leaders to attach great importance, the government department has also set up the specialized network public opinion collection and the network public opinion research organization. A series of events related to network public opinion in recent years show that the network public opinion has had a great influence on the administrative mode of our government, which is directly reflected in the change of the government's behavior mode. The first part of the paper briefly introduces the research object, the theoretical basis and the basic structure of the thesis. The second part of the paper mainly starts from the network media and the network public opinion. This paper introduces the formation of network media and the development course of Chinese network media. By analyzing the forming process of network public opinion, it introduces the main characteristics of network public opinion communication, such as agility, pluralism, magnanimity and interactivity. The third part of the paper starts with the origin of our country's network public opinion, through a series of cases that have far-reaching influence in recent years, respectively on the agility, pluralism, magnanimity of the network public opinion communication. The influence of interaction on government behavior in our country is studied and demonstrated, that is, to promote the high efficiency of government behavior by agility, to promote the scientization of government behavior by pluralism, and to promote the perfection of government behavior by magnanimity. To promote the openness of government behavior with interaction. The fourth part mainly evaluates the effect of network public opinion on government behavior. Through the analysis of the main defects of our country's current administrative communication, that is, the communication channel is few, the efficiency is not high; the communication openness is not high, the interaction is not strong; the administrative communication time efficiency is bad, the information is distorted. The advantages of administrative communication under the network environment are evaluated. The paper points out that the administrative communication in the network environment has the incomparable advantages over the traditional communication methods, such as fast information dissemination, magnanimous and diversified content, interactive real-time, etc. Finally, it evaluates the influence of network public opinion on the current public decision making in our country. The fifth part of the paper gives the ideas and countermeasures to improve the ability of our government to build a harmonious network public opinion environment. In this paper, the author puts forward that the agile response of network public opinion should be dealt with by issuing authoritative information in real time, the multivariate response of network public opinion should be dealt with by integrating resources, and the mass response of network public opinion should be guided by information mining.
