【摘要】：近幾年,政務(wù)云逐漸由概念落實(shí)為實(shí)際建設(shè),國內(nèi)各個(gè)省市都在依托信息化建設(shè),以大數(shù)據(jù)、云計(jì)算為基礎(chǔ),推進(jìn)各地的“政務(wù)云”建設(shè),截至目前,現(xiàn)已有約900多個(gè)地方“政務(wù)云”平臺(tái)涌現(xiàn)在熒屏之上。在2016年政務(wù)工作報(bào)告中,李克強(qiáng)總理對(duì)“互聯(lián)網(wǎng)+政務(wù)”即政務(wù)云工作推進(jìn)情況做出指示,表示對(duì)現(xiàn)有成績的肯定,并對(duì)2017年政務(wù)云工作提出更高的要求,構(gòu)筑全國自上而下的政府信息系統(tǒng)網(wǎng)絡(luò)建設(shè),上下聯(lián)動(dòng)、互聯(lián)互通,搭建起統(tǒng)一、互聯(lián)、高效的全國政務(wù)云平臺(tái)�！蓖瑫r(shí),2016年底,全國各個(gè)省市、地區(qū)提交的2017年《政府工作報(bào)告》中,政務(wù)云成為高頻用詞,幾乎每家工作報(bào)告都有提及,“政務(wù)云”一度成為網(wǎng)絡(luò)熱詞,標(biāo)志著從中央到地方都把政務(wù)信息化改革作為首要任務(wù),政務(wù)工作進(jìn)入全面建設(shè)階段。鄂爾多斯市作為邊疆少數(shù)民族地區(qū),經(jīng)濟(jì)、社會(huì)發(fā)展較為落后,電子政務(wù)工作起步晚,建設(shè)和應(yīng)用都處于初級(jí)階段。但是,鄂爾多斯依托大數(shù)據(jù)、云計(jì)算產(chǎn)業(yè),認(rèn)準(zhǔn)政務(wù)公開必須應(yīng)對(duì)快速發(fā)展的趨勢(shì),大力發(fā)展政務(wù)云建設(shè)和應(yīng)用取得實(shí)效。鄂爾多斯市根據(jù)實(shí)際情況走出了一條符合地方應(yīng)用和發(fā)展的鄂爾多斯市“政務(wù)云”建設(shè)模式。本文通過對(duì)鄂爾多斯市“政務(wù)云”的背景、建設(shè)和發(fā)展進(jìn)行了研究。分析和總結(jié)了鄂爾多斯市“政務(wù)云”建設(shè)的成果和特色,通過與“政務(wù)云”發(fā)展突出城市進(jìn)行了橫向?qū)Ρ群头治?查找鄂爾多斯市“政務(wù)云”建設(shè)和發(fā)展存在的問題和差距,分析成因,提出了進(jìn)一步完善和提高鄂爾多斯市“政務(wù)云”建設(shè)的管理建議。
[Abstract]:In recent years, the government cloud has gradually been implemented as a practical construction. All the provinces and cities in China are relying on information construction, with large data and cloud computing as the basis to promote the construction of "government cloud" in all parts of the country. At present, about more than 900 local "government cloud" platforms are now on the screen. In the 2016 government work report, Li Keqiang general The "Internet plus government" government cloud advance make instructions, said on the existing achievements, and puts forward higher requirements on the 2017 government cloud network construction work, to build a national government information system from top to bottom, upper and lower linkage, interoperability, interconnection, build a unified, efficient national government cloud platform at the same time. " At the end of 2016, in 2017, the government work report submitted by various provinces and cities and regions of the country, government affairs cloud became a high frequency word. Almost every work report was mentioned in almost every work report. "Government cloud" once became a network hot word. It marked the primary task of the reform of government information from the central to the local, and the government work entered the comprehensive construction stage. As a frontier minority area, DDoS as a frontier minority area, economic and social development is relatively backward, electronic government work started late, the construction and application are in the primary stage. However, Ordos relies on big data, cloud computing industry, to recognize the public affairs public must respond to the trend of rapid development, and vigorously develop the construction and application of government cloud construction and application. The construction and development of "government cloud" in Ordos City are studied in this paper. The achievements and characteristics of the construction of "government cloud" in Ordos City are analyzed and summed up through the development of "government cloud". In order to find out the problems and gaps in the construction and development of "government cloud" in Ordos City, the problems and gaps in the construction and development of "government cloud" in Ordos City are found out, and the management suggestions for further improvement and improvement of the construction of "government cloud" in Ordos City are put forward.
