【摘要】：將鄉(xiāng)鎮(zhèn)政府治理置于整個國家治理體系的視野之中,可謂是一個十分重要的環(huán)節(jié),意義非凡。因為鄉(xiāng)鎮(zhèn)政府治理是國家治理體系的根基所在,聯(lián)系著中國廣大農(nóng)村地區(qū)的經(jīng)濟社會發(fā)展和億萬農(nóng)民的切身利益。中國的鄉(xiāng)鎮(zhèn)農(nóng)村,正在一步步地經(jīng)歷著從小農(nóng)經(jīng)濟模式邁向現(xiàn)代大農(nóng)業(yè)經(jīng)濟模式的歷史性變革,無論是生活生產(chǎn)方式,還是社會階層、思想意識,以及鄉(xiāng)村人口結構等諸多方面,都在發(fā)生著巨大而深刻的轉變。在這場深刻的變革當中,如何進行政府治理,用怎么樣的一種模式進行治理,才能滿足國家對基層社會的建設目標和對農(nóng)村基層社會的發(fā)展需求,值的思考。本文以發(fā)現(xiàn)問題、分析問題、解決問題脈絡,介紹了鄉(xiāng)鎮(zhèn)政府治理問題研究的背景及其研究意義,對當代中國鄉(xiāng)鎮(zhèn)政府治理的現(xiàn)狀進行了詳細的描述,分析了當代鄉(xiāng)鎮(zhèn)政府治理模式呈現(xiàn)出的特點。通過分析研究,發(fā)現(xiàn)鄉(xiāng)鎮(zhèn)政府治理的行為邏輯是策略主義,存在著只看結果不問過程的突出問題。而究其癥結所在,則是處在壓力體制最底層的鄉(xiāng)鎮(zhèn)政府,承受著沉重的體制壓力,行為出現(xiàn)了異化。而回答鄉(xiāng)鎮(zhèn)政府轉型工作路在何方的問題,服務型鄉(xiāng)鎮(zhèn)政府是鄉(xiāng)鎮(zhèn)政府轉型的必由之路。然而完成鄉(xiāng)鎮(zhèn)政府治理模式的轉型,并非可以一蹴而就,更不能只通過流于表面的策略來對這一過程中出現(xiàn)的問題進行簡單的化解。從根本上解決轉型中出現(xiàn)的問題,就應該為鄉(xiāng)鎮(zhèn)政府治理模式轉型探索出新的路徑,文章中提出兩條轉型路徑,正是嘗試解決轉型過程當中出現(xiàn)的問題。解決中國鄉(xiāng)鎮(zhèn)政府治理模式及其轉型問題,就應當立足于鄉(xiāng)鎮(zhèn)區(qū)域發(fā)展實際,打破傳統(tǒng)的壓力型體制,探索出真正適合的鄉(xiāng)鎮(zhèn)政府治理模式轉型的路徑,尋找到有效的改革策略,最終解決鄉(xiāng)鎮(zhèn)政府在治理過程當中所遇到的困境與危機,迎接新時期社會發(fā)展對政府鄉(xiāng)村治理帶來的全新挑戰(zhàn),實現(xiàn)服務型鄉(xiāng)鎮(zhèn)政府的重大轉型目標。
[Abstract]:Township government governance in the vision of the entire national governance system, is a very important link, significance. Because the township government governance is the foundation of the national governance system, it is connected with the economic and social development of the vast rural areas of China and the vital interests of hundreds of millions of farmers. The rural villages and towns in China are experiencing a historic change from the small-scale economy model to the modern large-scale agricultural economic model step by step, whether it is the mode of life production, the social stratum, the ideological consciousness, And the rural population structure and many other aspects, are taking place a huge and profound changes. In this profound reform, how to carry on the government governance and what kind of mode to manage, can satisfy the country to the grass-roots social construction goal and the rural grass-roots social development demand, the value ponder. In this paper, the background and significance of the research on township government governance are introduced, and the present situation of township government governance in contemporary China is described in detail. This paper analyzes the characteristics of contemporary township government governance model. Through analysis and research, it is found that the behavioral logic of township government governance is strategic, and there is a prominent problem of only looking at the results and not asking about the process. The crux of the problem is that the township government, which is at the bottom of the pressure system, bears heavy system pressure and dissimilates its behavior. To answer the question of where the transition of township government lies, the service-oriented township government is the only way to the transformation of township government. However, the transformation of township government governance mode can not be accomplished overnight, nor can we simply resolve the problems in this process through superficial strategy. In order to solve the problems in the transformation, we should explore a new way for the transformation of the township government governance mode. This paper puts forward two transition paths, which are just trying to solve the problems in the process of transformation. To solve the problems of township government governance model and its transformation in China, we should base ourselves on the reality of township regional development, break the traditional pressure system, and explore the path of the transformation of township government governance mode. To find effective reform strategies, finally solve the difficulties and crises encountered by the township government in the process of governance, meet the new challenges brought by the social development to the rural governance of the government in the new period, and realize the major transformation goal of the service-oriented township government.
