【摘要】：隨著經(jīng)濟的發(fā)展,大規(guī)模的以勞務為目的的人口流動已經(jīng)成為社會生活中一種普遍的現(xiàn)象,提高現(xiàn)有生活質(zhì)量的強烈愿望與對未知都市生活的美好向往已成為人口流動的強大力量源泉。特別是黨的十八大以來,隨著統(tǒng)籌城鄉(xiāng)發(fā)展步伐的加緊,我國流動人口的服務管理工作又進入了一個新的發(fā)展時期。1流動人口服務是近幾年才提出來的新理論,與傳統(tǒng)單純強調(diào)對流動人口管理不同,著重于實現(xiàn)從行政干預型政府向服務型政府的轉(zhuǎn)變,它更加突出了以服務為導向和人文關(guān)懷的理念。流動人口服務工作不僅是人口層面的問題、經(jīng)濟層面的問題,同時也是社會層面的問題、政治層面的問題,現(xiàn)在的流動人口服務管理強調(diào)的是對以往流動人口管理理念的提升,對服務意識的強化,力求在服務意識、服務措施上實現(xiàn)由"以自我為中心"向"服務大眾"轉(zhuǎn)變。通過相關(guān)職能部門以及社會組織的配合維護流動人口的基本權(quán)利和合法權(quán)益,從而在生活、就業(yè)、就醫(yī)、子女教育等方面為流動人口提供必要的援助,讓流動人口共享社會發(fā)展成果,促進社會和諧發(fā)展。流動人口管理的立足點是堅持以促進人與社會的和諧發(fā)展為目標,針對流動人口的特點和規(guī)律,統(tǒng)籌規(guī)劃、合理調(diào)配。流動人口規(guī)模的龐大,流動趨勢的無序,迫使政府職能部門對其進行統(tǒng)一的規(guī)范、治理,必要時以其強制性維護社會的和諧、正義,主要手段包括對其基本信息的了解、婚育情況的掌握,進而達到合法權(quán)益的維護,違法事實的懲處。目前,政府對流動人口的管理遠遠多于服務的狀況有所改變,更多部門按照職能轉(zhuǎn)型的要求,越來越多的關(guān)注于開展人性化的流動人口服務。蕭縣作為人口流出大縣,如何創(chuàng)新性地做好流動人口服務管理工作,更好的促進流動人口自身發(fā)展能力的提高更高標準的致力于流動人口在流入地的社會融合、維護流動人口的合法權(quán)益一直是該縣在探索的問題。
[Abstract]:With the development of economy, large-scale labor flow has become a common phenomenon in social life. The strong desire to improve the quality of life and the desire for a better life in the unknown city have become a powerful source of population mobility. In particular, since the 18th National Congress of the Party, with the intensification of the pace of overall urban and rural development, the service management work of the floating population in China has entered a new development period .1 the service of the floating population is a new theory that has only been put forward in recent years. Different from the traditional management of floating population, it focuses on the transformation from the administrative intervention government to the service-oriented government, which highlights the concept of service-oriented and humanistic care. The service work of floating population is not only a problem of population, economy, but also of society and politics. Now, the service management of floating population emphasizes the promotion of the concept of management of floating population in the past. To strengthen the service consciousness, to realize the transformation from "self-centered" to "serving the public" in service consciousness and service measures. Through the cooperation of relevant functional departments and social organizations to safeguard the basic rights and legitimate rights and interests of the floating population, so as to provide necessary assistance to the floating population in the aspects of life, employment, medical treatment, education of their children, etc. Let the floating population share the fruits of social development and promote the harmonious development of society. The foothold of floating population management is to promote the harmonious development of people and society as the goal, according to the characteristics and laws of floating population, overall planning and rational deployment. The large scale of the floating population and the disorder of the flowing trend force the government functional departments to regulate, govern and, if necessary, to maintain social harmony and justice with its compulsion. The main means include the understanding of its basic information. Grasp the situation of marriage and childbearing, and then achieve the protection of legitimate rights and interests, the punishment of illegal facts. At present, the government management of the floating population is far more than the situation of service has changed, more and more departments in accordance with the requirements of functional transformation, more and more attention to the development of humanized floating population services. As a large county, how to creatively manage the service of floating population, so as to promote the development ability of floating population and improve the development ability of floating population, which is devoted to the social integration of floating population. Safeguarding the legitimate rights and interests of the floating population has been the county in the exploration of the problem.
