【摘要】：近年來,我國經(jīng)濟高速發(fā)展的同時,人口的老齡化勢頭也日益突出。這一變化不利于我國經(jīng)濟的可持續(xù)發(fā)展。鑒于此,社會各界都開始關注日益嚴重的老齡化問題,因此,必須從社會發(fā)展的角度出發(fā),建立適合社會發(fā)展、滿足我國國情的社會養(yǎng)老服務機制,以解決我國人口老齡化對社會養(yǎng)老服務的需求。信息化時代促使社會向地球村轉變,在這種形勢下,如何提升老年人的社會服務和物質(zhì)生活,滿足老年人的精神需求,已成為未來世界各國人民和政府所關注的焦點。本文運用活動理論、新公共服務理論和老年次文化理論對社區(qū)養(yǎng)老服務進行分析,研究社區(qū)養(yǎng)老這一成本低、效率高、針對性強的養(yǎng)老模式,是經(jīng)濟社會發(fā)展的客觀要求,不僅能滿足現(xiàn)實生活對養(yǎng)老服務的多樣化需求,還能避免機構養(yǎng)老官僚傾向,有利于社會主義和諧社會構建�；诖�,通過對長春市南關區(qū)社區(qū)養(yǎng)老服務的做法、出臺的政策等進行歸納總結,運用問卷調(diào)研法,在500名60歲以上老年人中展開調(diào)研。通過他們對社區(qū)養(yǎng)老服務在生活照顧、健康醫(yī)療、精神文化、養(yǎng)老服務完善等方面的需求和滿意度評價進行調(diào)研發(fā)現(xiàn):老年人對社區(qū)養(yǎng)老服務的滿意度平均得分為3.14分。其中“對提出需求的回應程度”、“工作人員對老人的尊重程度”和“社區(qū)組織的娛樂活動”的得分較高,“社區(qū)提供的心理輔導”和“社區(qū)養(yǎng)老服務設施條件”、“服務工作人員的服務水平”、“社區(qū)養(yǎng)老服務項目設計”得分較低。通過調(diào)研,發(fā)現(xiàn)南關區(qū)在社區(qū)養(yǎng)老服務方面存在的問題包括:政策制定執(zhí)行不到位、缺乏專業(yè)的服務人員、社區(qū)養(yǎng)老服務內(nèi)容和服務設施不完善等問題。存在問題的原因主要為缺乏明確的服務理念、尚未形成完善的管理體系、缺乏有效的資金投入和社區(qū)養(yǎng)老服務相關的宣傳不到位等。最后,提出完善社區(qū)養(yǎng)老的對策建議,即完善社區(qū)養(yǎng)老服務保障體系、加強專業(yè)化社區(qū)養(yǎng)老服務人才建設、構建多元化的服務體系和實現(xiàn)多渠道的資金來源。本文試圖通過社區(qū)養(yǎng)老的全面分析,結合我國社會實際和養(yǎng)老需求,探索一套全新的養(yǎng)老體系,以解決我國養(yǎng)老缺口,通過社區(qū)養(yǎng)老的新機制進一步完善我國養(yǎng)老制度,提升我國養(yǎng)老服務水平。但受制于本文作者的理論水平,在理論研究和解決實際問題等方面還存在諸多不足,需要在實踐中不斷升華和以后的理論研究中不斷完善。
[Abstract]:In recent years, with the rapid development of our economy, the aging trend of population is increasingly prominent. This change is not conducive to the sustainable development of our economy. In view of this, people from all walks of life are beginning to pay attention to the increasingly serious problem of aging. Therefore, it is necessary to set up a social pension service mechanism suitable for social development and to meet the national conditions of our country from the perspective of social development. In order to solve the aging population on the social services for the aged. The information age urges the society to change to the global village. In this situation, how to improve the social service and material life of the elderly and meet the spiritual needs of the elderly has become the focus of attention of the people and governments of the world in the future. This article uses the activity theory, the new public service theory and the old age sub-culture theory to carry on the analysis to the community old-age service, studies the community old-age care this low cost, the high efficiency, the pertinence endowment pattern, is the objective request of the economic and social development. It can not only meet the diversified needs of the old-age service in real life, but also avoid the tendency of institutional pension bureaucrats, which is conducive to the construction of a harmonious socialist society. Based on this, through the practice of community old-age care services in Nanguan District, Changchun City, the introduction of policies and so on, the use of questionnaire survey method, in 500 elderly people over 60 years old to carry out research. Through their research on the needs and satisfaction evaluation of community old-age service in life care, health care, spiritual culture, pension service perfection, it was found that the average score of the elderly's satisfaction with the community pension service was 3.14. Among them, "degree of response to demand", "staff respect for the elderly" and "recreational activities of community organizations" scored higher, "psychological counselling provided by the community" and "conditions of community old-age service facilities". The service level of service staff and the design of community pension service project were lower. Through the investigation, we find that the problems in the community pension service in Nanguan District include: the implementation of the policy is not in place, the lack of professional service personnel, community pension service content and service facilities are not perfect and so on. The main reasons for the problems are the lack of clear service concept, the lack of a perfect management system, the lack of effective capital investment and the lack of publicity related to community pension services and so on. Finally, the paper puts forward the countermeasures and suggestions to perfect the community pension service, that is, to perfect the community old-age service security system, to strengthen the construction of specialized community pension service talents, to construct a diversified service system and to realize the multi-channel fund source. This paper attempts to explore a new pension system through the comprehensive analysis of the community old-age care, combined with the social reality and pension needs of our country, in order to solve the pension gap in China, and to further improve the pension system through the new mechanism of community pension. However, due to the theoretical level of the author, there are still many deficiencies in theoretical research and practical problems, which need to be continuously sublimated in practice and improved in subsequent theoretical research.
