【摘要】：如何實(shí)現(xiàn)農(nóng)村基層有效治理已經(jīng)成為學(xué)術(shù)界關(guān)注的焦點(diǎn)。多年實(shí)踐表明多主體合作治理是解決農(nóng)村基層問題的有效手段,但農(nóng)村基層合作治理模式該如何構(gòu)建,各參與者扮演何種角色等問題有待進(jìn)一步深入探討�；诖吮尘�,筆者選取Z縣農(nóng)村基層治理為研究對(duì)象,對(duì)Z縣農(nóng)村基層治理展開研究。本文試圖結(jié)合合作治理理論,并以Z縣農(nóng)村基層多元合作治理經(jīng)驗(yàn)的基礎(chǔ)上構(gòu)建較為成熟的農(nóng)村基層合作治理模式,從而實(shí)現(xiàn)農(nóng)村基層有效治理。首先,利用文獻(xiàn)研究法對(duì)研究問題所涉及的相關(guān)文獻(xiàn)進(jìn)行梳理與分析,在總結(jié)前人研究成果的基礎(chǔ)上查找現(xiàn)有研究的不足。其次,本文利用案例分析的方法,基于Z縣農(nóng)村基層治理案例,分別從公共物品多元供給、農(nóng)村環(huán)境治理、村民自治實(shí)施效果及農(nóng)村空心化多元治理等領(lǐng)域?qū)縣S鎮(zhèn)、C鎮(zhèn)、D鎮(zhèn)及B鎮(zhèn)進(jìn)行實(shí)證研究。Z縣農(nóng)村基層治理的實(shí)踐表明政府與農(nóng)民、社會(huì)組織、市場(chǎng)機(jī)制合作治理的可能性與可能方式,同時(shí)也反映出目前Z縣現(xiàn)有的多元合作治理模式是不成熟的,存在著一定的弊端與不足。最后,立足當(dāng)前農(nóng)村轉(zhuǎn)型、新型城鎮(zhèn)化的現(xiàn)實(shí)要求,結(jié)合合作治理理論,以Z縣農(nóng)村基層多元合作治理經(jīng)驗(yàn)的基礎(chǔ)上構(gòu)建較為成熟完善的農(nóng)村基層多元合作治理模式,以此作為我國治理模式轉(zhuǎn)型的目標(biāo)。該模式的關(guān)鍵在于政府、農(nóng)民、村兩委、民間組織、市場(chǎng)等多元主體的合作治理,同時(shí)注重決策機(jī)制、監(jiān)督機(jī)制、利益共享機(jī)制和競爭機(jī)制的有效運(yùn)用。在該模式中各主體間地位是平等,各方通過對(duì)話、協(xié)商等形式,以合作為方式,共同分享權(quán)力,相互合作,采用多種治理工具以此來管理農(nóng)村的公共事務(wù),提供公共服務(wù),并最終實(shí)現(xiàn)農(nóng)村的有效治理。此外,文章最后還對(duì)全文進(jìn)行了總結(jié)并指出了運(yùn)用多元合作治理模式解決我國農(nóng)村治理問題需要特別注意的事項(xiàng)。該研究的局限在于基于安徽省Z縣農(nóng)村基層合作治理經(jīng)驗(yàn)構(gòu)建的多元合作治理模式存在研究樣本較小問題,構(gòu)建的合作治理模式是否適用于其他省份或地區(qū)依然有待進(jìn)一步驗(yàn)證和研究。
[Abstract]:How to realize the rural grassroots effective governance has become the focus of academic attention.Practice for many years shows that multi-agent cooperative governance is an effective means to solve rural grass-roots problems, but the problems of how to construct rural grass-roots cooperative governance model and what role each participant plays need to be further discussed.Based on this background, the author chooses the rural grassroots governance of Z County as the research object.This paper attempts to combine the theory of cooperative governance and build a more mature rural grass-roots cooperative governance model based on the experience of multi-cooperative governance at the rural grass-roots level in Z County so as to realize effective governance at the rural grass-roots level.First of all, the literature research method is used to sort out and analyze the related documents, and find out the shortcomings of the existing research on the basis of summarizing the previous research results.Secondly, this paper uses the method of case analysis, based on the case of rural grass-roots governance in Z County, from the multi-supply of public goods, rural environmental governance,An empirical study on the implementation effect of villager Autonomy and the multiple Governance of hollowness in the Countryside; the practice of rural grass-roots governance in Z county shows that the government, farmers and social organizations are involved.The possibility and possible ways of cooperative governance of market mechanism also reflect that the existing multi-cooperative governance mode in Z County is immature and has some drawbacks and shortcomings.Finally, based on the current rural transformation, the reality of new urbanization requirements, combined with cooperative governance theory, based on the Z County rural grass-roots multi-cooperative governance experience to build a more mature rural grass-roots multi-cooperative governance model.Take this as the target that our country governs pattern transformation.The key to this model lies in the cooperative governance of the government, farmers, village committees, non-governmental organizations, market and other pluralistic subjects. At the same time, it pays attention to the effective use of decision-making mechanism, supervision mechanism, benefit sharing mechanism and competition mechanism.In this model, the status of each main body is equal, all parties through dialogue, consultation and other forms, in the form of cooperation, sharing power, mutual cooperation, using a variety of governance tools to manage rural public affairs, to provide public services,And finally realize the effective governance of the countryside.In addition, the article also summarizes the full text and points out the issues that need special attention to solve the rural governance problems in China by using the multiple cooperative governance model.The limitation of this study is that there is a small sample of the multi-cooperative governance model based on the rural grass-roots cooperative governance experience in Z County of Anhui Province.Whether the proposed cooperative governance model is applicable to other provinces or regions remains to be further verified and studied.
