【摘要】：意大利難民問題是是歐洲難民問題的重要組成部分,意大利難民問題的解決關系著整個歐洲難民問題的解決。在當前的研究中,國內學者更多關注的是德國、法國或者歐盟的難民政策,對意大利關注較少,本文嘗試簡單分析意大利倫齊政府的難民治理政策。論文將首先介紹意大利法律中關于難民的定義、意大利接收難民的歷史以及2014年以來入境意大利難民潮的基本特點。接下來將通過倫齊前任政府的難民治理政策、難民產生的原因以及難民對意大利的影響這三方面的內容介紹倫齊政府進行難民治理的背景。倫齊政府出臺的難民治理政策可以分為三個部分,歐盟框架內、與難民來源國的合作以及倫齊政府國內出臺的相關措施。倫齊政府在歐盟框架內進行難民治理是因為意大利受到歐盟統(tǒng)一避難體系的制約,同時倫齊政府也想通過難民問題提升意大利的影響力,而其在歐盟框架下的治理的基本出發(fā)點是維護意大利的國家利益。難民來源國的動亂是難民產生的根本原因,因此倫齊政府十分重視與難民來源國的合作。為了應付國內的反對派、民眾以及黨內不同勢力的壓力,倫齊政府出臺了相關的國內措施。倫齊是一個具有政治抱負的人,也是一個改革家,他想解決難民問題。但是在歐盟內部不團結,意大利國內政治分裂的情況下,意大利很難憑借一己之力解決難民問題,而難民問題的解決也不是意大利單獨可以解決的。未來,難民問題是意大利的挑戰(zhàn)也是全球治理的一個挑戰(zhàn),需要全球共同努力。
[Abstract]:The Italian refugee problem is an important part of the European refugee problem, and the solution of the Italian refugee problem is related to the solution of the whole European refugee problem.In the current research, domestic scholars pay more attention to the refugee policy of Germany, France or the European Union, but pay less attention to Italy. This paper tries to analyze the refugee governance policy of Renzi government in Italy.The paper will first introduce the definition of refugees in Italian law, the history of accepting refugees in Italy and the basic characteristics of the influx of refugees into Italy since 2014.Then the background of Renzi's refugee governance will be introduced through the former Renzi administration's refugee governance policy, the causes of the refugees and the impact of the refugees on Italy.The Rendez government's refugee governance policy can be divided into three parts, within the framework of the European Union, cooperation with the countries of origin of refugees and related measures adopted by the Renzi government at home.Renzi's government has governed refugees within the framework of the European Union because Italy is subject to the EU's unified asylum system, and the Renzi government wants to increase Italy's influence through refugee issues.The basic starting point of its governance under the EU framework is to safeguard Italy's national interests.Unrest in the country of origin is the root cause of the refugees, so the Renzi Government attaches great importance to cooperation with the countries of origin of refugees.To cope with pressure from the opposition, the public and various forces within the party, the Renzi government has introduced domestic measures.Renzi was a man of political ambition and a reformer who wanted to solve the refugee problem.But in the absence of unity within the European Union and political divisions within Italy, it is difficult for Italy to solve the refugee problem on its own, and the settlement of the refugee problem cannot be solved by Italy alone.In the future, the refugee problem will be a challenge for Italy and a challenge for global governance.
