【摘要】：自1878年楠瀨喜多第一次向女性參政權(quán)發(fā)起追問和挑戰(zhàn),至1946年4月10日戰(zhàn)后第一回眾議院議員總選舉中女性首次正式行使參政權(quán)并誕生了日本歷史上第一批女性議員39人,日本女性經(jīng)歷了漫長的獲取參政權(quán)斗爭運動。20世紀(jì)70年代以后,日本政府開始通過制定政策和修改法律等舉措來提高女性地位、改善女性參政環(huán)境,然而,日本女性仍然存在著嚴(yán)重的參政不足問題。本文將以從明治時期開始直至戰(zhàn)后的女性參政運動及其女性參政發(fā)展歷史為背景,從國會、地方公共團體以及政界的女性領(lǐng)導(dǎo)人三個方面分析日本女性的參政現(xiàn)狀與特點,并對影響其原因進行探究。本文寫作主要由三個部分構(gòu)成。第一部分內(nèi)容為近代以來日本女性參政的歷史脈絡(luò),以時間順序為線索,對明治大正時期的女性參政運動歷程和戰(zhàn)后女性參政發(fā)展歷史,以及20世紀(jì)70年代之后日本女性在國際環(huán)境影響之下的參政新發(fā)展進行了梳理。第二部分內(nèi)容為戰(zhàn)后日本女性參政現(xiàn)狀研究,從女性議員在國會中的地位、在地方議會中的地位以及政界的女性領(lǐng)導(dǎo)人三個不同方面進行論述。第三部分內(nèi)容為對影響日本女性參政因素的探究,主要對日本女性自身及周圍環(huán)境因素的限制,和日本選舉制度、政黨同女性候選人的關(guān)系以及“世襲議員”的影響四個因素進行分析。
[Abstract]:Since 1878, Nase Hedo initiated the first questioning and challenge to women's participation in power, until the first general election of members of the House of Representatives after the war of April 10, 1946, in which women formally exercised power for the first time and gave birth to the first batch of 39 women deputies in Japanese history.Japanese women experienced a long struggle for political participation. After the 1970s, the Japanese government began to improve the status and environment of women by making policies and amending laws. However,Japanese women still have serious problems with inadequate participation in politics.Based on the history of women's political participation and their development from Meiji period to postwar period, this paper will analyze the current situation and characteristics of Japanese women's political participation from three aspects: parliament, local public organizations and women leaders in politics.And to influence its reason carries on the exploration.This paper is composed of three parts.The first part is the historical context of Japanese women's participation in politics since modern times. Taking the time sequence as the clue, the paper analyzes the history of women's participation in politics during the Meiji period and the development of women's political participation after the war.And the new development of Japanese women's participation in politics under the influence of international environment after 1970's.The second part discusses the status of female political participation in postwar Japan from three different aspects: the status of female parliamentarians in Parliament, the status of local councils and women leaders in politics.The third part is to explore the factors that influence Japanese women's participation in politics, mainly to restrict the Japanese women and their surroundings, and the Japanese election system.The relationship between political parties and female candidates and the influence of hereditary councillors were analyzed.
