【摘要】：為了進(jìn)一步發(fā)揮亞信會(huì)議在增進(jìn)亞信會(huì)議成員國信任與合作方面的作用,必須嘗試解決其組織化問題。作為與亞信會(huì)議具有相似的安全理念與宗旨的國際論壇,歐安組織已成功實(shí)現(xiàn)了組織化,其發(fā)展經(jīng)驗(yàn)與歷程對亞信會(huì)議具有重要的啟示與借鑒意義。本文通過分析歐安組織的發(fā)展過程,認(rèn)為明確發(fā)展方向,凝聚共識(shí),營造良好的國際環(huán)境是亞信會(huì)議實(shí)現(xiàn)組織化的必要條件。同時(shí),本文認(rèn)為中國作為現(xiàn)任亞信會(huì)議輪值主席國,能夠發(fā)揮促進(jìn)亞信會(huì)議成員國互信與協(xié)作,共同構(gòu)建與完善亞信會(huì)議安全合作機(jī)制的作用。未來亞信會(huì)議要實(shí)現(xiàn)組織化應(yīng)以亞洲新安全觀作為思想基礎(chǔ),積極落實(shí)各項(xiàng)信任措施,強(qiáng)化各國聯(lián)動(dòng)為主。本文在前言部分對研究背景和研究意義、該領(lǐng)域的研究現(xiàn)狀綜述以及論文寫作中所應(yīng)用的研究方法進(jìn)行了簡單的介紹。文章分為五個(gè)章節(jié)。第一章主要分析亞信會(huì)議與歐安組織的相似性。對亞信會(huì)議的發(fā)展歷史做一個(gè)簡單的介紹,從三個(gè)方面對亞信會(huì)議與歐安組織的相似性進(jìn)行比較。第一,比較兩者發(fā)展宗旨的相似性。第二,從利益多樣性和大國協(xié)調(diào)方面切入,找出兩者的共同點(diǎn)。第三,分析兩種安全合作機(jī)制所面臨的碎片化風(fēng)險(xiǎn)。通過比較,分析本文選取歐安組織作為亞信會(huì)議組織化的參照對象的可行性。第二章是歷史分析,通過對歐安組織的發(fā)展歷程進(jìn)行分析,從中得出對亞信會(huì)議組織化的啟示。首先,對歐安組織的發(fā)展歷程進(jìn)行闡述。其次,重點(diǎn)分析歐安組織的安全理念與發(fā)展模式。再次,對歐安組織存在的缺陷進(jìn)行剖析。最后,集中論述了歐安組織對亞信會(huì)議實(shí)現(xiàn)組織化的啟示。第三章是比較分析,通過比較亞信會(huì)議與歐安會(huì)實(shí)現(xiàn)組織化的內(nèi)外條件差異,討論亞信會(huì)議實(shí)現(xiàn)組織化發(fā)展的可行性。包括內(nèi)部條件和外部環(huán)境兩個(gè)方面。第四章前景探析,主要探討亞信會(huì)議實(shí)現(xiàn)組織化的必要條件和發(fā)展路徑。首先,指出亞信會(huì)議實(shí)現(xiàn)組織化需要具備的內(nèi)部條件,分析中國在其中發(fā)揮的作用。其次,論述亞信會(huì)議面臨的外部環(huán)境挑戰(zhàn),找出應(yīng)對挑戰(zhàn)的方法。最后,探討未來亞信會(huì)議實(shí)現(xiàn)組織化的具體路徑,得出實(shí)現(xiàn)組織化是亞信會(huì)議的必然趨勢。第五章是結(jié)論部分。本文認(rèn)為亞信會(huì)議要實(shí)現(xiàn)組織化,應(yīng)按照自身所制定具體的發(fā)展步驟,逐次解決組織化進(jìn)程中的問題,為今后的發(fā)展打下基礎(chǔ)。
[Abstract]:In order to further play the role of CICA in enhancing the trust and cooperation of CICA member countries, it is necessary to try to solve its organizational problems.As an international forum with similar security concepts and purposes as CICA, OSCE has been successfully organized, and its development experience and course have important enlightenment and reference significance for CICA.Based on the analysis of the development process of OSCE, this paper holds that clear development direction, common understanding and good international environment are the necessary conditions for CICA to be organized.At the same time, this paper holds that China, as the current rotating chair of CICA, can play the role of promoting mutual trust and cooperation among CICA member countries and jointly constructing and perfecting CICA security cooperation mechanism.In order to realize the organization of CICA in the future, the new Asian security concept should be taken as the ideological basis, various confidence measures should be actively implemented, and the linkage between countries should be strengthened.In the preface of this paper, the background and significance of the research, the current research situation in this field and the research methods applied in the writing of the thesis are briefly introduced.The article is divided into five chapters.The first chapter mainly analyzes the similarity between CICA and OSCE.This paper briefly introduces the history of CICA and compares the similarity between CICA and OSCE from three aspects.First, compare the similarities between the two development purposes.Second, from the interests of diversity and coordination of major countries to find out the common ground between the two.Third, analyze the fragmentation risk faced by the two security cooperation mechanisms.By comparison, this paper analyzes the feasibility of selecting OSCE as the reference object of CICA organization.The second chapter is the historical analysis, through the analysis of the OSCE's development course, draws the inspiration to the CICA organization.First of all, the development of OSCE is expounded.Secondly, the security concept and development model of OSCE are analyzed.Thirdly, the defects of OSCE are analyzed.Finally, the paper focuses on the enlightenment of OSCE to the CICA.The third chapter is a comparative analysis, by comparing the CICA and CSCE to achieve the organization of the internal and external conditions, discusses the CICA to achieve the feasibility of organizational development.Including internal conditions and external environment two aspects.The fourth chapter analyzes the prospects of CICA, mainly discusses the necessary conditions and development path for CICA to realize organization.First of all, it points out the internal conditions of CICA to realize organization, and analyzes the role of China in it.Secondly, the paper discusses the external environmental challenges faced by CICA and finds out the ways to deal with them.Finally, the paper discusses the specific path to realize the organization of CICA in the future, and concludes that it is the inevitable trend of CICA.Chapter five is the conclusion.This paper holds that in order to realize the organization of the CICA, it is necessary to solve the problems in the process of organization one by one according to the concrete development steps drawn up by itself, so as to lay a foundation for the future development.
