【摘要】：慈善事業(yè)是移富濟(jì)貧的事業(yè)，它主要通過志愿捐贈(zèng)的方式來實(shí)現(xiàn)較富有的階層幫助較貧困的階層，進(jìn)而推動(dòng)社會(huì)公正和公平的實(shí)現(xiàn)。中華民族具有悠久的慈善文化和傳統(tǒng)，在新的歷史條件下，大力推進(jìn)慈善事業(yè)的發(fā)展對(duì)于促進(jìn)我國(guó)社會(huì)的和諧發(fā)展和人的全面發(fā)展具有重要意義。近年來，隨著我國(guó)慈善事業(yè)的漸進(jìn)發(fā)展，對(duì)慈善問題的研究也成為理論界關(guān)注的一個(gè)新的課題。但總體來看，對(duì)這一課題的研究在我國(guó)還處在起步階段，特別是對(duì)政府與慈善事業(yè)互動(dòng)關(guān)系的研究成果還不多見。基于此，本文試圖從政府與慈善事業(yè)的關(guān)系入手，深入分析中國(guó)慈善事業(yè)的特點(diǎn)和優(yōu)勢(shì)，在此基礎(chǔ)上探究雙方實(shí)現(xiàn)互動(dòng)伙伴關(guān)系的理想與現(xiàn)實(shí)，并就如何借鑒發(fā)達(dá)國(guó)家發(fā)展慈善事業(yè)的成功經(jīng)驗(yàn)來促進(jìn)我國(guó)慈善事業(yè)的發(fā)展提出一些建設(shè)性的對(duì)策思路。 本文由導(dǎo)言、正文、結(jié)語(yǔ)組成，正文由三個(gè)部分組成。 第一部分，，中國(guó)慈善事業(yè)的理論分析與歷史發(fā)展。首先概述了慈善、慈善組織和慈善事業(yè)的含義及中國(guó)慈善事業(yè)的發(fā)展歷程，并著重對(duì)1990年代后期從政府部門內(nèi)部分化出來的當(dāng)代慈善組織產(chǎn)生的動(dòng)力機(jī)制和制度基礎(chǔ)進(jìn)行了研究，進(jìn)而分析了中國(guó)慈善事業(yè)和慈善組織的特點(diǎn)和性質(zhì)及發(fā)展慈善事業(yè)的意義，為第二部分闡述慈善事業(yè)與政府發(fā)展的互動(dòng)合作伙伴關(guān)系做了鋪墊。 第二部分，中國(guó)慈善組織與政府的互動(dòng)伙伴關(guān)系。首先研究了國(guó)外政府—非營(yíng)利組織關(guān)系的四種基本類型，發(fā)現(xiàn)用它們來解釋中國(guó)慈善組織與政府的關(guān)系顯然是不合理的，認(rèn)為中國(guó)慈善組織與政府將有可能形成一種互動(dòng)的合作伙伴關(guān)系。文章從政府、市場(chǎng)、第三部門相互依賴?yán)碚摵透＠嘣碚摮霭l(fā)，聯(lián)系發(fā)展慈善事業(yè)的巨大意義和慈善事業(yè)發(fā)展所面臨的前所未有的歷史機(jī)遇，結(jié)合中國(guó)社會(huì)政治、經(jīng)濟(jì)、文化條件和社會(huì)結(jié)構(gòu)變化的現(xiàn)實(shí)為慈善事業(yè)發(fā)展提供的有利條件，闡述了慈善組織與政府發(fā)展互動(dòng)合作伙伴關(guān)系的理想，同時(shí)也對(duì)慈善組織與政府這一關(guān)系過程中存在的問題進(jìn)行了分析，認(rèn)為目前慈善組織數(shù)量小，組織能力和影響力低下，先進(jìn)慈善文化發(fā)育不成熟，慈善組織發(fā)展壯大的法律和制度供給不足，政府在慈善事業(yè)發(fā)展中作為的不確定性等客觀因素的存在，也是慈善組織與政府形成互動(dòng)伙伴關(guān)系過程中必須高度重視的現(xiàn)實(shí)問題。 第三部分，發(fā)展中國(guó)慈善事業(yè)的目標(biāo)與路徑探析。在借鑒現(xiàn)代發(fā)達(dá)國(guó)家慈善事業(yè)發(fā)展的成功經(jīng)驗(yàn)的基礎(chǔ)上，分別從建立健全各類慈善組織、推進(jìn)慈善制度創(chuàng)新、加強(qiáng)慈善立法和政策落實(shí)、培育現(xiàn)代慈善文化和加強(qiáng)慈善組織能力建設(shè)五個(gè)
[Abstract]:Charity is the cause of moving the rich to help the poor. It is mainly realized by voluntary donation to help the poorer class and then to promote the realization of social justice and equity.The Chinese nation has a long history of charitable culture and tradition. Under the new historical conditions, it is of great significance to promote the harmonious development of our society and the all-round development of human beings.In recent years, with the gradual development of philanthropy in China, the study of philanthropy has become a new topic of theoretical concern.But in general, the research on this subject is still in its infancy in China, especially on the interaction between government and charity.Based on this, this paper attempts to analyze the characteristics and advantages of Chinese philanthropy from the perspective of the relationship between the government and charity, and then explores the ideal and reality of realizing the interactive partnership between the two sides.It also puts forward some constructive countermeasures on how to learn from the successful experience of developing philanthropy in developed countries to promote the development of philanthropy in China.This paper consists of introduction, text and conclusion, and the text is composed of three parts.The first part is the theoretical analysis and historical development of Chinese philanthropy.First of all, it outlines the meaning of charity, charitable organizations and philanthropy, as well as the development of Chinese philanthropy.It also focuses on the dynamic mechanism and institutional basis of the contemporary charitable organizations, which were divided from the government departments in the late 1990s.Then it analyzes the characteristics and nature of philanthropy and charity organizations in China and the significance of developing philanthropy. It lays the groundwork for the second part to expound the interactive partnership between charity and government development.The second part is the interactive partnership between Chinese charitable organizations and the government.This paper first studies four basic types of the relationship between foreign governments and non-profit organizations, and finds that it is obviously unreasonable to use them to explain the relationship between Chinese charitable organizations and the government.It is believed that Chinese charitable organizations and the government will have the possibility to form an interactive partnership.Based on the theory of mutual dependence of government, market and third sector and the theory of welfare diversification, the article combines the great significance of developing philanthropy and the unprecedented historical opportunity for the development of charity, and combines the social politics and economy of China.The cultural conditions and the reality of the change in social structure provide favorable conditions for the development of philanthropy, expounding the ideal of an interactive partnership between charitable organizations and governments.At the same time, it also analyzes the problems existing in the process of the relationship between charitable organizations and the government, and holds that the number of charity organizations is small, the organization ability and influence are low, and the advanced charitable culture is not mature.The lack of legal and institutional supply for the development and expansion of charitable organizations and the existence of objective factors such as the uncertainty of the government in the development of charity are also the practical problems that must be attached great importance to in the process of forming an interactive partnership between the charitable organizations and the government.The third part, the goal and the path analysis of the development of philanthropy in China.On the basis of drawing lessons from the successful experiences of the development of philanthropy in modern developed countries, we should establish and perfect various charitable organizations, promote the innovation of charity system, and strengthen the implementation of charitable legislation and policies.Fostering Modern Charitable Culture and strengthening the capacity Building of Charitable organizations
