【摘要】：一個(gè)國(guó)家的政商關(guān)系對(duì)其經(jīng)濟(jì)、社會(huì)的發(fā)展穩(wěn)定具有很大程度的影響。從改革開(kāi)放到現(xiàn)在,我國(guó)的經(jīng)濟(jì)、社會(huì)發(fā)展迅速,經(jīng)歷了廣泛而又深刻的變革。民營(yíng)企業(yè)從無(wú)到有,再到成為我國(guó)經(jīng)濟(jì)的重要組成部分,增強(qiáng)了我國(guó)經(jīng)濟(jì)可持續(xù)發(fā)展的內(nèi)在動(dòng)力,使我國(guó)政商關(guān)系進(jìn)一步深化�，F(xiàn)在,我國(guó)正處于全面深化改革促進(jìn)市場(chǎng)化的過(guò)程之中,政商關(guān)系是理順政府與市場(chǎng)關(guān)系的重點(diǎn)。然而,現(xiàn)階段我國(guó)政商關(guān)系仍存在著諸多問(wèn)題,甚至出現(xiàn)了一些扭曲的現(xiàn)象。2016年3月4日習(xí)近平總書(shū)記在講話中指出要構(gòu)建“親”和“清”的新型政商關(guān)系。“親”說(shuō)明政府和企業(yè)之間需要親密合作,是服務(wù)與被服務(wù)的關(guān)系;“清”則說(shuō)明政府和企業(yè)之間要做到有序交往,劃清邊界。研究新型政商關(guān)系并非是對(duì)傳統(tǒng)政商關(guān)系的否定,而是為了祛除傳統(tǒng)政商關(guān)系之中存在的不益成分,最終建立起界限明晰、權(quán)責(zé)分明、交往有序、監(jiān)督多元、參與規(guī)范、激勵(lì)有為、協(xié)作共贏的新型政商關(guān)系。本文結(jié)構(gòu)主要分為以下五個(gè)部分:第一章為引言部分,主要論述了選題的背景及其原因,在對(duì)國(guó)內(nèi)外文獻(xiàn)進(jìn)行梳理的基礎(chǔ)上,提出了文章研究的主要思路和框架。第二章為政商關(guān)系的相關(guān)概念論述,闡明了政商關(guān)系和新型政商關(guān)系的內(nèi)涵。從社會(huì)經(jīng)濟(jì)發(fā)展、轉(zhuǎn)變政府職能、企業(yè)成長(zhǎng)的需要等角度分析了構(gòu)建新型政商關(guān)系的必要性。第三章回顧了我國(guó)政商關(guān)系的發(fā)展歷程,從宏觀到微觀分別分析了各個(gè)時(shí)期的政商關(guān)系特點(diǎn),并總結(jié)了我國(guó)政商關(guān)系現(xiàn)狀。分析了我國(guó)政商關(guān)系存在的主要問(wèn)題,從雙方需求和動(dòng)機(jī)的角度挖掘政商關(guān)系存在問(wèn)題的深層次原因。第四章從法治理念、實(shí)踐方式和文化基礎(chǔ)三個(gè)方面探討了我國(guó)“親”和“清”的新型政商關(guān)系構(gòu)建思路。第五章為結(jié)論。
[Abstract]:The political and commercial relations of a country have a great influence on its economic and social development and stability. From the reform and opening up to the present, China's economy and society have developed rapidly and experienced extensive and profound changes. It has become an important part of our economy, strengthened the internal motive force of our country's economic sustainable development, and further deepened the relationship between government and business in our country. Now, our country is in the process of comprehensively deepening reform and promoting marketization. The relationship between government and business is the key to straighten out the relationship between government and market. However, at present, there are still many problems in the relationship between government and business in our country. There have even been some distortions. In a speech on March 4, 2016, General Secretary Xi Jinping pointed out the need to build a new type of political and commercial relationship between "pro-government" and "Qing". "Pro-government" shows the need for close cooperation between the government and enterprises. "Qing" means that the government and the enterprise should communicate in an orderly manner and draw a clear boundary. The study of the new relationship is not a negation of the traditional relationship between the government and the business. But in order to dispel the unbeneficial elements existing in the traditional political and commercial relations, and finally to establish clear boundaries, clear powers and responsibilities, orderly exchanges, multiple supervision, participation in norms, and motivation. The structure of this paper is divided into the following five parts: the first chapter is the introduction part, mainly discusses the background of the topic and its reasons, on the basis of combing the literature at home and abroad. This paper puts forward the main ideas and framework of this paper. The second chapter discusses the related concepts of the relationship between politics and business, clarifies the connotation of the relationship between politics and business and the new relationship between government and business, and transforms the functions of the government from the development of social economy to the transformation of government functions. The third chapter reviews the development course of our country's political and commercial relations, and analyzes the characteristics of the political and commercial relations in each period from macro to micro. It also summarizes the current situation of our country's political and commercial relations, analyzes the main problems existing in our country's political and commercial relations, and excavates the deep-seated causes of the problems from the point of view of the needs and motives of both sides. Chapter four discusses the concept of rule of law. In this paper, the author probes into the construction of the new relationship between government and business in China from three aspects of practice and cultural foundation. Chapter five is the conclusion.
