【摘要】：當前,我國處于改革深水區(qū)和攻堅期;經(jīng)濟換擋期和“矛盾凸顯期”各種矛盾和風險交織在一起,面對的風險和機遇前所未有。同時,在傳統(tǒng)維穩(wěn)理念和體制機制下,出現(xiàn)了“越維越不穩(wěn)”的現(xiàn)象。為了更好的實現(xiàn)社會的矛盾治理。從黨的十八到十八屆五中全會,一直致力于社會治理體制的創(chuàng)新,隨著社會治理精細化理念的提出,精細化成為社會矛盾治理的重要內容,成為渡過“矛盾凸顯期”重要保障。隨著全面深化改革推進和現(xiàn)代化進程的加速,社會矛盾治理正處于改革的深水期,矛盾治理精細化面對的挑戰(zhàn)是復合型問題。從矛盾治理理念上以人民為中心立場不牢固;從矛盾治理主體上,社會矛盾治理精細化主體的多元格局沒有形成;此外,治理方式體制機制不完善;矛盾精細化治理效果評價體系不合理;社會矛盾治理精細化策略還局限于傳統(tǒng)的維穩(wěn)體制等一系列問題無不影響著精細化治理的深入。究其原因,包括中國傳統(tǒng)文化中的粗放型思維;計劃經(jīng)濟下全能型政府矛盾管控體制;壓力型體制下政府的運動式治理方式;輕視矛盾治理中的大數(shù)據(jù)建設造成的。中共十八屆五中指出:“推進社會治理精細化,構建全民共建共享的社會治理格局�！边@也為社會矛盾治理體制機制的全面創(chuàng)新提出了指導思想。既要從矛盾治理理念上,確立以人民為中心的治理理念。還要從體制機制上,探索社會治理從“粗放化社會管理”向“精細化社會治理”轉變。此外,以網(wǎng)格作為聯(lián)接點,以大數(shù)據(jù)技術為依托,將“大數(shù)據(jù)精準技術”與“社會治理”有機結合起來,提升矛盾治理的精準度,也是實現(xiàn)社會矛盾治理精細化的必然趨勢。因此,必須完善社會矛盾治理精細化的總體規(guī)劃和發(fā)展戰(zhàn)略,從宏觀上的矛盾治理理念、中觀上的矛盾治理體制機制創(chuàng)新、微觀上的大數(shù)據(jù)使用的協(xié)同發(fā)力。首先,我們應該完善社會矛盾治理理念立場和觀點。其次,構建政府主導公眾參與的多元主體共治,最后,構建社會矛盾治理精細化的治理方式。
[Abstract]:At present, China is in a period of deep water reform and a period of attack; the period of economic shift and the period of "contradiction highlighting" are intertwined with various contradictions and risks, facing unprecedented risks and opportunities. At the same time, under the traditional concept of maintaining stability and the institutional mechanism, In order to achieve better governance of social contradictions, from the 18th to the 18th Plenary session of the CPC Central Committee, we have been devoting ourselves to the innovation of the social governance system. With the development of the concept of social governance refinement, Refinement has become an important part of the governance of social contradictions and an important guarantee for getting through the period of "contradiction highlighting." with the overall deepening of reform and the acceleration of the modernization process, the governance of social contradictions is in the deepwater period of reform. The challenge of conflict management refinement is a complex problem. The concept of conflict management is not firm with the people as the central position; from the perspective of the contradiction governance subject, the multiple pattern of the social contradiction management refinement subject is not formed; in addition, The system mechanism of governance mode is not perfect, the evaluation system of conflict fine governance effect is unreasonable, the fine strategy of social contradiction management is also limited to the traditional maintenance system, and a series of problems, such as the deepening of fine governance, are all affected. It includes extensive thinking in Chinese traditional culture, omnipotent government management and control system under planned economy, government movement-based governance mode under pressure-type system; Despising the construction of big data in conflict management. In the fifth session of the 18th CPC Congress, it was pointed out: "to advance social governance is refined," This also provides a guiding ideology for the overall innovation of the system of governance of social contradictions. It is necessary to establish the concept of governance with the people as the center from the perspective of the concept of governance of contradictions, and also from the point of view of the system and mechanism. To explore the transformation of social governance from "extensive social management" to "refined social governance". In addition, taking the grid as the connection point and relying on big data's technology, the paper organically combines the precision technology of "big data" with "social governance". Therefore, it is necessary to improve the overall planning and development strategy of the management of social contradictions, and to improve the concept of the management of contradictions from the macro perspective. The innovation of the system and mechanism of conflict governance in the middle view and the synergistic power used by big data at the micro level. First, we should perfect the stand and viewpoint of the concept of social conflict management. Secondly, we should build a multi-subject co-governance system in which the government dominates the participation of the public.
