【摘要】：機關(guān)工作的形象、效率、質(zhì)量在很大程度上受到機關(guān)事務(wù)管理的影響,管理效果直接影響其運行是否正常,若要保證工作開展順利,首先應(yīng)該保質(zhì)、保量、及時的為機關(guān)提供必要的服務(wù)。政府職能以往帶有極強的領(lǐng)導(dǎo)型、計劃型特點,而現(xiàn)在逐步轉(zhuǎn)變?yōu)榉⻊?wù)型、調(diào)節(jié)型,為此,政府事務(wù)管理機關(guān)需要結(jié)合具體情況調(diào)整自身的社會職能;而且所有行政機關(guān)中規(guī)模最大的便是政府事務(wù)管理機關(guān),它有著極為龐雜的機構(gòu)組織,有著大量的工作人員,非常難以管理,必須創(chuàng)建新的管理模式,使其更適用于機關(guān)的職責(zé)和任務(wù)�；诖吮尘�,針對政府機關(guān)事務(wù)管理,必須加大力度不斷實現(xiàn)理論、方法層面的改革、創(chuàng)新,只有使相關(guān)管理工作實現(xiàn)精細化管理方可創(chuàng)新管理,不斷改革、深化行政體制,進而使政府真正的成為服務(wù)型政府,研究政府機關(guān)事務(wù)管理精細化問題無論是在理論上還是在實踐上都具有重要的意義。精細化管理是在成本降低的基礎(chǔ)上提升效能,依靠的基礎(chǔ)和前提是管理的科學(xué)化,這種管理方式的主要特點為控制的精準(zhǔn)性、操作的精細性。其一,機關(guān)事務(wù)部門必須保證其工作可以使機關(guān)的運轉(zhuǎn)更為高效,符合其厲行節(jié)約的宗旨、標(biāo)準(zhǔn);其二,對服務(wù)型政府理論的完善�？梢哉J為,政府機關(guān)事務(wù)管理精細化是打造服務(wù)型政府的必經(jīng)之路。在不斷分析、研究政府機關(guān)事務(wù)管理精細化相關(guān)理論時,可以更為全面、深入的理解和認識服務(wù)型政府理論;其三,有利于發(fā)展和豐富社會主義和諧社會理論,實現(xiàn)管理精細化可以使社會公共需求得到更有效的滿足,有利于深入變革政府體制,完成和推動和諧社會的更快實現(xiàn)。所以,對政府機關(guān)事務(wù)管理精細化理論的研究,使中國特色社會主義和諧社會理論得到了極大的豐富。對機關(guān)事務(wù)管理精細化的相關(guān)研究帶有極高的實踐價值,實踐產(chǎn)生理論,理論指導(dǎo)實踐。對管理精細化的相關(guān)研究和分析可以使建設(shè)服務(wù)型政府的工作不再受到理論的限制和困擾,更高效的指導(dǎo)服務(wù)型政府的建設(shè)和實現(xiàn),使其獲得理論支撐,進而使轉(zhuǎn)變政府職能的過程中盡可能避免偏差、失誤,基于該理論,可以獲得明確的方向和思路,能夠更有效的解決經(jīng)濟發(fā)展中的矛盾和問題。本文就內(nèi)蒙古自治區(qū)政府機關(guān)事務(wù)管理的精細化展開研究,對政府機關(guān)事務(wù)管理精細化的相關(guān)內(nèi)涵和概念進行列舉后,探討當(dāng)前內(nèi)蒙古政府機關(guān)事務(wù)精細化管理存在的問題和形成的原因,最后提出相應(yīng)的解決策略。
[Abstract]:The image, efficiency and quality of the work of the organ are greatly affected by the management of the organ's affairs. The effect of the management directly affects whether the work is normal or not. In order to ensure the smooth development of the work, first of all, the quality and quantity should be guaranteed. To provide necessary services to the organs in a timely manner. Government functions used to be characterized by extremely strong leadership and planning, but now they are gradually transformed into service-oriented and regulation-oriented. For this reason, Government affairs management organs need to adjust their social functions according to the specific situation. Moreover, the largest of all administrative organs is the government affairs management organs. It has a very complicated organization and a large number of staff. It is very difficult to manage, so we must create a new management model to make it more suitable for the duties and tasks of the organs. Based on this background, in view of the management of the affairs of government organs, we must make greater efforts to continuously realize the theoretical and methodological reforms and innovations. Only by making the relevant management work to realize fine management can we innovate the management, continuously reform, deepen the administrative system, and then make the government truly become a service-oriented government. It is of great significance to study the fine management of government organs' affairs both in theory and in practice. Fine management is to improve efficiency on the basis of cost reduction, and the basis and premise of fine management is scientific management. The main features of this mode of management are the precision of control and the fineness of operation. First, the departments of organ affairs must ensure that their work can make the operation of the organs more efficient and in line with the purpose of strict economy. The perfection of the theory of service-oriented government. It can be considered that the refinement of government agency affairs management is the only way to build service-oriented government. In the continuous analysis and study of the relevant theory of government organ affairs management refinement, it can be more comprehensive. Deeply understand and understand the theory of service-oriented government; third, it is conducive to the development and enrichment of socialist harmonious society theory, the realization of fine management can enable the social public needs to be more effectively met, is conducive to in-depth reform of the government system, To complete and promote the faster realization of a harmonious society. The theory of harmonious society with Chinese characteristics has been greatly enriched. The relevant research and analysis of management refinement can make the work of building service-oriented government no longer be restricted and troubled by theory, and guide the construction and realization of service-oriented government more efficiently, so that it can get theoretical support. Thus, in the process of transforming government functions, we can avoid deviations and mistakes as far as possible. Based on this theory, we can get clear directions and ideas. It can solve the contradictions and problems in the economic development more effectively. This paper studies the refinement of the government organ affairs management in Inner Mongolia Autonomous region, and enumerates the relevant connotation and concept of the government organ affairs management refinement. This paper probes into the existing problems and causes of the meticulous management of government affairs in Inner Mongolia, and finally puts forward the corresponding solutions.
