【摘要】：行政審批是政府管理行政事務(wù)的手段,行政審批服務(wù)則是行政審批工作的行為表現(xiàn),行政審批制度是本,行政審批服務(wù)是標(biāo),建設(shè)服務(wù)型政府就是要堅(jiān)持標(biāo)本一致,解決部門(mén)主義、提升行政效率,向公民提供公開(kāi)、公平的“一站式”行政服務(wù)。在國(guó)家大力提倡服務(wù)型政府建設(shè)的時(shí)代背景下,需要各級(jí)政府切實(shí)提高行政效率,解決部門(mén)主義問(wèn)題,為社會(huì)提供公平、公開(kāi)的行政服務(wù)。對(duì)于行政政務(wù)服務(wù)而言,其最核心的內(nèi)容是審批服務(wù),具體表現(xiàn)為各級(jí)政府及相關(guān)行政機(jī)關(guān)為社會(huì)團(tuán)體組織、公民或者法人提供行政或非行政許可服務(wù)。青田當(dāng)前存在行政審批服務(wù)質(zhì)量水平欠佳的問(wèn)題,為了切實(shí)提升當(dāng)?shù)卣男姓䦟徟⻊?wù)質(zhì)量,有必要對(duì)其行政審批服務(wù)實(shí)際情況進(jìn)行問(wèn)題的總結(jié)與分析,結(jié)合科學(xué)的理念發(fā)現(xiàn)當(dāng)前行政審批過(guò)程存在的問(wèn)題,尤其是受傳統(tǒng)官僚主義思想影響的陳舊的行政審批理念,促進(jìn)青田縣行政審批服務(wù)水平的提升。本文在對(duì)新公共服務(wù)理論進(jìn)行深入研究的基礎(chǔ)上,結(jié)合青田縣審批服務(wù)發(fā)現(xiàn)的主要問(wèn)題,提出切實(shí)可行的改進(jìn)建議,對(duì)青田縣行政服務(wù)質(zhì)量的提升具有積極作用,同時(shí)也為其他地區(qū)行政審批水平的持續(xù)性提升提供參考。本文首先對(duì)行政審批的相關(guān)概念進(jìn)行分析,奠定論文研究的理論基礎(chǔ),具體包括行政審批及其服務(wù)中心的相關(guān)概念、新公共服務(wù)理論概念等;然后分析青田縣行政審批服務(wù)的現(xiàn)狀和問(wèn)題,對(duì)青田縣行政審批服務(wù)存在的一系列問(wèn)題的起因進(jìn)行深入的調(diào)研;最后結(jié)合行政服務(wù)及新公共服務(wù)相關(guān)理論,對(duì)青田縣現(xiàn)有行政審批相關(guān)問(wèn)題提出切實(shí)可行的建議,并對(duì)所提建議的可操作性、效果進(jìn)行深入分析。通過(guò)對(duì)青田縣行政審批服務(wù)相關(guān)問(wèn)題的研究,能切實(shí)提升當(dāng)?shù)卣畽C(jī)關(guān)的行政審批服務(wù)質(zhì)量,對(duì)于國(guó)內(nèi)行政單位服務(wù)意識(shí)的形成、服務(wù)質(zhì)量的提升具有借鑒價(jià)值。
[Abstract]:Administrative examination and approval is the means by which the government manages administrative affairs, and the administrative examination and approval service is the behavior manifestation of the administrative examination and approval work. The administrative examination and approval system is the basis, and the administrative examination and approval service is the standard. In order to build a service-oriented government, it is necessary to adhere to the consistency of specimens. To solve the problem of secularism, to enhance administrative efficiency, to provide open and fair "one-stop" administrative services to citizens. In the context of the country's efforts to promote service-oriented government construction, it is necessary for governments at all levels to effectively improve administrative efficiency. To solve the problem of secularism and to provide fair and open administrative services to the society. For administrative affairs services, the most core content is the examination and approval service, which is embodied in the fact that governments at all levels and relevant administrative organs are organized by social organizations, Citizens or legal persons provide administrative or non-administrative licensing services. In order to effectively improve the quality of administrative examination and approval services provided by local governments, Qingtian currently has the problem of poor quality of administrative examination and approval services. It is necessary to sum up and analyze the actual situation of its administrative examination and approval service, and to find out the problems existing in the current administrative examination and approval process, especially the old administrative examination and approval idea, which is influenced by the traditional bureaucratic ideology. On the basis of in-depth research on the new public service theory, combining with the main problems found in the examination and approval service in Qingtian County, this paper puts forward practical and feasible suggestions for improvement. It has a positive effect on the improvement of administrative service quality in Qingtian County, and also provides a reference for the continuous improvement of administrative approval level in other regions. Firstly, this paper analyzes the related concepts of administrative examination and approval, and establishes the theoretical basis for the research of this paper. Including the related concepts of administrative examination and approval and its service center, the concept of new public service theory and so on; and then analyzes the current situation and problems of administrative examination and approval service in Qingtian County. The causes of a series of problems existing in the administrative examination and approval service in Qingtian County are investigated in depth. Finally, combining with the relevant theories of administrative services and new public services, the author puts forward practical suggestions on the existing administrative examination and approval related problems in Qingtian County. Through the research on the related problems of the administrative examination and approval service in Qingtian County, the quality of the administrative examination and approval service of the local government can be effectively improved. For the formation of service awareness of domestic administrative units, the promotion of service quality has reference value.
