【摘要】：黨風(fēng)廉政建設(shè)責(zé)任制是深入開展反腐倡廉工作的重要制度保證,在黨風(fēng)廉政建設(shè)和反腐敗斗爭(zhēng)工作中處于重要地位�！包h風(fēng)廉政建設(shè)”的基本概念首次被提出是在1992年,黨的十四大提出“在改革開放的整個(gè)過程中都要反腐敗,把端正黨風(fēng)和加強(qiáng)廉政建設(shè)作為一件大事,下決心抓出成效”。黨的十五大開始,“黨風(fēng)廉政建設(shè)”作為一個(gè)術(shù)語被廣泛應(yīng)用。黨風(fēng)廉政建設(shè)是中國(guó)共產(chǎn)黨開展的端正黨風(fēng)、端正政風(fēng)的戰(zhàn)略實(shí)踐活動(dòng)。黨的十八屆三中全會(huì)明確了在落實(shí)黨風(fēng)廉政建設(shè)責(zé)任制中黨委負(fù)主體責(zé)任,黨的十八屆中央紀(jì)委三次全會(huì)進(jìn)一步明確了主體責(zé)任涵括內(nèi)容,凸顯了從僅規(guī)定“領(lǐng)導(dǎo)責(zé)任”到強(qiáng)化對(duì)權(quán)力運(yùn)行的監(jiān)督制約,從只承擔(dān)“領(lǐng)導(dǎo)責(zé)任”到承擔(dān)率先垂范的“表率責(zé)任”等系列轉(zhuǎn)變,也標(biāo)志著管黨治黨進(jìn)入全面從嚴(yán)新階段。近年來,南寧海關(guān)始終圍繞黨中央制定的關(guān)于反腐倡廉的文件精神,積極開展和推進(jìn)黨風(fēng)廉政工作,取得了一定的效果,但是在分析黨風(fēng)廉政建設(shè)責(zé)任制考核制度的過程中,仍存在諸多問題。本文從理論與實(shí)踐相結(jié)合的視角,梳理學(xué)習(xí)有關(guān)績(jī)效考核和黨風(fēng)廉政建設(shè)的文獻(xiàn),在系統(tǒng)分析相關(guān)理論的基礎(chǔ)上,通過對(duì)南寧海關(guān)黨風(fēng)廉政建設(shè)責(zé)任制考核制度的現(xiàn)狀分析,以問題為導(dǎo)向進(jìn)行研究探索,剖析問題產(chǎn)生的根源,結(jié)合績(jī)效考核理論提出優(yōu)化黨風(fēng)廉政建設(shè)責(zé)任制考核制度的建議。
[Abstract]:The responsibility system for the construction of a clean party style and a clean government is an important system guarantee for the in-depth work against corruption, and plays an important role in the building of a clean and honest party style and the struggle against corruption. The basic concept of "building a clean and honest party style" was first put forward in 1992. The 14th National Congress of the Party put forward that "in the whole process of reform and opening up, we should fight corruption and take rectifying the party style and strengthening the building of a clean and honest government as a major event." At the beginning of the 15th National Congress of the Party, the term "building a clean and honest party style" has been widely used. The construction of a clean and honest party style is the correct and correct party style carried out by the Communist Party of China. The third Plenary session of the 18 CPC Central Committee made it clear that the party committee should bear the principal responsibility in the implementation of the responsibility system for building a clean and honest government, and the third plenary session of the 18 Central discipline Inspection Commission of the Party further clarified the contents of the main body responsibility. It highlights a series of changes from merely prescribing "leadership responsibility" to strengthening supervision and restriction on the operation of power, from "leadership responsibility" to "exemplary responsibility". In recent years, Nanning Customs has been actively developing and promoting the work of party conduct and clean government around the spirit of the documents formulated by the Party Central Committee on combating corruption and promoting clean government, and has achieved certain results. However, there are still many problems in the process of analyzing the assessment system of the responsibility system for the construction of a clean and honest government. This paper, from the perspective of combining theory with practice, combs and studies the literature on the performance appraisal and the construction of a clean and honest party style. On the basis of systematic analysis of relevant theories, through the analysis of the present situation of the responsibility system for the construction of a clean and honest government in Nanning Customs, the problem-oriented research and exploration are carried out, and the root causes of the problems are analyzed. Based on the theory of performance appraisal, the paper puts forward some suggestions on how to optimize the responsibility system for the construction of party style and clean government.
