【摘要】：城鎮(zhèn)居民最低生活保障制度,是我國社會保障體系中一個重要的組成部分,不僅可以為低收入群體提供最基本的生活保障,還有利于實(shí)現(xiàn)就業(yè)促進(jìn)。自1999年該制度實(shí)行以來,造福了大量的貧困群體,時至今日已基本上達(dá)到了“應(yīng)保盡�！钡哪繕�(biāo),為解決城鎮(zhèn)貧困問題做出了重要的貢獻(xiàn),并促進(jìn)了和諧公平社會的良好運(yùn)行與發(fā)展。然而,目前對于城鎮(zhèn)居民最低生活保障制度的運(yùn)行績效尚缺乏有效的評價機(jī)制�？茖W(xué)的制度績效運(yùn)行評價指標(biāo)體系是促進(jìn)制度發(fā)展與完善的助推器,構(gòu)建一個合理的制度運(yùn)行績效評價指標(biāo)體系有助于制度的優(yōu)化。城鎮(zhèn)居民最低生活保障制度是一項(xiàng)最基本的民生工程,直接關(guān)系人們生存問題,其評價目標(biāo)具有多面性,對其采用定量與定性研究必須使用專門的技術(shù)與方法進(jìn)行處理,才能達(dá)到評價目的。本文在基于制度績效評價理論以及城鎮(zhèn)居民最低生活保障制度運(yùn)行績效的研究基礎(chǔ)上,建立城鎮(zhèn)居民最低生活保障制度評價指標(biāo)體系,采用層次分析法,對泰安市城鎮(zhèn)居民最低生活保障制度的運(yùn)行績效進(jìn)行評價研究。并得出了如下主要結(jié)論:(1)績效運(yùn)行評價指標(biāo)體系的構(gòu)建目標(biāo)為公正目標(biāo)、效率目標(biāo)、可行性目標(biāo)以及貧困群體融入社會目標(biāo)。指導(dǎo)原則為系統(tǒng)性原則、科學(xué)性原則、可行性原則以及定量與定性相結(jié)合的原則。本文的績效運(yùn)行評價指標(biāo)體系的基本框架包括3個一級指標(biāo)、6個二級指標(biāo)和15個三級指標(biāo),其中,一級指標(biāo)為制度目標(biāo)、財(cái)務(wù)目標(biāo)和社會目標(biāo),再結(jié)合城鎮(zhèn)居民最低生活保障制度公平、效率、可行等原則,制定出二級和三級指標(biāo)。通過運(yùn)用層次分析法確定各個目標(biāo)的權(quán)重后發(fā)現(xiàn),財(cái)務(wù)目標(biāo)的權(quán)重最大,其次是制度目標(biāo),最后是社會目標(biāo)。(2)泰安市的城鎮(zhèn)居民最低生活保障制度運(yùn)行情況良好,城鎮(zhèn)居民最低生活保障制度的申請、審核等流程建設(shè)比較規(guī)范;城鎮(zhèn)居民最低生活保障制度的覆蓋面較廣,基本上實(shí)現(xiàn)了應(yīng)保盡保、應(yīng)退盡退;城鎮(zhèn)居民最低生活保障制度的財(cái)政投入力度逐年增加,廣大城鎮(zhèn)居民低保群體的待遇逐年提升;此外,除了以上保障措施以外,還配備了醫(yī)療、住房、教育、司法以及特困救助等配套救助,形成了一個比較完善的低保救助體系。(3)通過建立的指標(biāo)體系對泰安市的各個市、區(qū)、縣的城鎮(zhèn)居民最低生活保障制度進(jìn)行開了績效評價,根據(jù)一級指標(biāo)制度目標(biāo)A1、財(cái)務(wù)目標(biāo)A2和社會目標(biāo)A3的指數(shù)值及其相應(yīng)的權(quán)重,計(jì)算出泰安市各市、區(qū)、縣的綜合績效T的指數(shù)值,其從高到低的排名次序依次為:高新區(qū)、泰山區(qū)、岱岳區(qū)、新泰市、泰山景區(qū)、肥城市、寧陽縣、東平縣。(4)針對泰安市城鎮(zhèn)居民最低生活保障制度的情況,找出了影響泰安市城鎮(zhèn)居民最低生活保障制度運(yùn)行績效的因素,其中,制度因素方面主要體現(xiàn)在準(zhǔn)入與退出機(jī)制的不完善;財(cái)政因素方面主要體現(xiàn)在籌資比例不合理和低保標(biāo)準(zhǔn)整體偏低;此外,其他的因素還包括低保的基層工作人員數(shù)量不足,專業(yè)工作素質(zhì)有待提高、低保就業(yè)導(dǎo)向工作不足等。(5)針對泰安市城鎮(zhèn)居民最低生活保障制度的情況,從制度設(shè)計(jì)、財(cái)務(wù)等角度提出了嚴(yán)格準(zhǔn)入與退出機(jī)制,提高低保標(biāo)準(zhǔn)、靈活救助方法,實(shí)施分類救助、增強(qiáng)低�；鶎訉I(yè)人員的培訓(xùn)、發(fā)展綜合性的低保救助模式、完善低保制度就業(yè)導(dǎo)向機(jī)制等建議。
[Abstract]:The system of subsistence allowances for urban residents, is an important part of China's social security system, can not only provide the most basic living allowances for low-income groups, but also conducive to the realization of employment promotion. Since 1999 since the implementation of the system, the benefit of a large number of poor group, today has been basically achieved "guarantee", made an important contribution to solving the problem of urban poverty, and promote the good operation and development of a harmonious society of justice. However, the current operating performance for urban residents minimum living security system is the lack of effective evaluation mechanism. The scientific system of performance evaluation index system of operation is to promote the development and perfection of the system the optimization of booster, build a reasonable system of performance evaluation index system to help system. The minimum life guarantee system for urban residents is one of the most basic people Engineering students, is directly related to people living problems, the evaluation target is multi-faceted, the use of special techniques and methods are the quantitative and qualitative research must, to achieve the purpose of evaluation. Based on the theory of performance evaluation system and the urban residents minimum living security system based on the basic research of performance, the establishment of urban residents minimum life guarantee system evaluation index system, using AHP, evaluated the performance of the minimum life guarantee system of urban residents in Tai'an. And the main conclusions are as follows: (1) the performance evaluation index system operation goals for the fair goal, efficiency goals, objectives and feasibility of poverty groups into the guiding principles of social goals. As the systematic principle, scientific principle, feasibility principle and the combination of qualitative and quantitative principles of performance evaluation in this paper refers to the operation. The basic framework of index system includes 3 first grade indexes, 6 level two indexes and 15 level three indexes, among them, the first level is the target system, financial and social objectives, combined with the minimum living security system of urban residents fairness, efficiency and feasible principles, developed two level and three level indicators. Through the weight using the AHP method to determine each target after the discovery, the financial goal weight is the largest, followed by the goal of the system, and finally social goals.
