十八大以來(lái)黨的學(xué)風(fēng)建設(shè)的理論與實(shí)踐

【摘要】:學(xué)風(fēng)是人們?cè)趯W(xué)習(xí)方式和學(xué)習(xí)過(guò)程上,所顯現(xiàn)的學(xué)習(xí)態(tài)度和風(fēng)氣。黨的學(xué)風(fēng)問(wèn)題是黨對(duì)待馬克思主義的態(tài)度問(wèn)題,對(duì)待黨的學(xué)風(fēng)要求科學(xué)地對(duì)待馬克思主義理論及中國(guó)化發(fā)展的成果。毛澤東在《整頓黨的作風(fēng)》中表明:“學(xué)風(fēng)問(wèn)題是我們對(duì)待馬克思主義的態(tài)度問(wèn)題,是全黨同志的工作態(tài)度問(wèn)題。”因此本文對(duì)學(xué)風(fēng)建設(shè)從理論與實(shí)踐兩個(gè)層面進(jìn)行系統(tǒng)概述與探索,力求在整體上全面把握黨的學(xué)風(fēng)建設(shè),F(xiàn)階段學(xué)風(fēng)建設(shè)仍是黨風(fēng)建設(shè)的重點(diǎn)。我國(guó)已進(jìn)入改革的攻堅(jiān)期、爬坡期,社會(huì)矛盾日益凸顯,黨的建設(shè)面臨著執(zhí)政考驗(yàn)、改革開(kāi)放的考驗(yàn)、市場(chǎng)經(jīng)濟(jì)的考驗(yàn)和外部環(huán)境的考驗(yàn)。加強(qiáng)黨的學(xué)風(fēng)建設(shè),關(guān)系著黨和國(guó)家事業(yè)的興衰成敗,關(guān)系著學(xué)習(xí)型政黨的建設(shè)的推進(jìn),關(guān)系著全面深化改革的成效。習(xí)近平總書(shū)記強(qiáng)調(diào)學(xué)風(fēng)問(wèn)題是關(guān)系黨的興衰成敗的重大的政治問(wèn)題,并在2009年中央黨校春季開(kāi)學(xué)典禮上指出:“我們黨歷來(lái)重視學(xué)習(xí),是一個(gè)勤于學(xué)習(xí)、善于學(xué)習(xí)的馬克思主義政黨”。黨員干部作為學(xué)風(fēng)建設(shè)的主體,更要率先垂范、以上率下,發(fā)揮帶頭作用。本文簡(jiǎn)述了學(xué)風(fēng)建設(shè)的基本理論并系統(tǒng)介紹了黨的學(xué)風(fēng)建設(shè)的歷史進(jìn)程,總結(jié)了十八大以來(lái)黨的學(xué)風(fēng)建設(shè)的思想與實(shí)踐,分析了現(xiàn)階段學(xué)風(fēng)問(wèn)題及原因,提出了學(xué)風(fēng)建設(shè)的幾點(diǎn)建議與思考。本文從以下五個(gè)部分來(lái)闡述。第一部分簡(jiǎn)述了黨的學(xué)風(fēng)建設(shè)研究的背景、目的及意義,并根據(jù)收集的資料、文獻(xiàn)提煉出國(guó)內(nèi)外學(xué)者關(guān)于黨風(fēng)、學(xué)風(fēng)、學(xué)習(xí)型政黨等問(wèn)題的研究現(xiàn)狀。之后指出本文研究的內(nèi)容和方法,著重說(shuō)明創(chuàng)新點(diǎn)。第二部分重點(diǎn)論述了黨的學(xué)風(fēng)建設(shè)理論,介紹了作風(fēng)、學(xué)風(fēng)、黨的學(xué)風(fēng)的概念,進(jìn)而說(shuō)明了黨的學(xué)風(fēng)與黨的作風(fēng)之間存在的關(guān)系。另外,對(duì)黨的學(xué)風(fēng)建設(shè)的內(nèi)容與重要性進(jìn)行詳細(xì)說(shuō)明。最后介紹了馬克思主義經(jīng)典作家及十八大以前的學(xué)風(fēng)建設(shè)情況。第三部分系統(tǒng)總結(jié)了十八大以來(lái)黨的學(xué)風(fēng)建設(shè)的理論,從“為什么學(xué)?”、“學(xué)什么?”、“怎么學(xué)?”三個(gè)方面搜集資料,結(jié)合最新時(shí)政進(jìn)行整理、分析與總結(jié),是進(jìn)行研究的理論依據(jù)。第四部分梳理了十八大以來(lái)黨的學(xué)風(fēng)建設(shè)的實(shí)踐推進(jìn),從黨的群眾路線教育活動(dòng),到“三嚴(yán)三實(shí)”專(zhuān)題教育,再到“兩學(xué)一做”學(xué)習(xí)教育活動(dòng),切合實(shí)際與現(xiàn)狀。著重分析了學(xué)風(fēng)建設(shè)存在的問(wèn)題,主要表現(xiàn)形式有形式主義、教條主義、實(shí)用主義以及經(jīng)驗(yàn)主義,最后從心理學(xué)角度分析了學(xué)習(xí)興趣不高的內(nèi)因,以及客觀上缺乏制度的約束力、宏觀上缺乏制度保障,為之后解決問(wèn)題提供了依據(jù)。第五部分仔細(xì)探討了黨的學(xué)風(fēng)建設(shè)的實(shí)現(xiàn)途徑。首先,針對(duì)性地提出四點(diǎn)措施轉(zhuǎn)變不良作風(fēng),分別是向書(shū)本學(xué)習(xí)、向?qū)嵺`學(xué)習(xí)、加強(qiáng)調(diào)查研究、學(xué)以致用;其次,從學(xué)習(xí)的主體,領(lǐng)導(dǎo)干部出發(fā),從學(xué)習(xí)態(tài)度、學(xué)習(xí)方法分析,指出領(lǐng)導(dǎo)干部要堅(jiān)持學(xué)習(xí)在路上、心中有責(zé)、密切聯(lián)系群眾、創(chuàng)新學(xué)習(xí)方式;最后,從完善學(xué)習(xí)、考核、監(jiān)督機(jī)制健全制度保障。
[Abstract]:The style of study is the people in the way of learning and learning process, manifested in learning attitude and atmosphere. This paper describes the basic theory of the construction of style of study and introduces the historical process of the construction of study style, summarizes the thought and practice our party's eighteen years, analyzes the problems in study stage and the reasons, and puts forward some suggestions and thinking style construction. This paper expounds from the following five parts. The first part. The study on the construction of the party's background, purpose and significance, and according to the collected data, the literature refined scholars both at home and abroad on the research status, study style, learning party and other issues. After pointing out the content and method of this research, focus on innovation. The second part focuses on the party's theory of style construction. In addition, the content and importance of the construction of study style in detail. Finally introduces the classical writer Marx and the eighteen previous style construction. The fifth part carefully discuss the ways to realize the construction of study style.
