【摘要】：近年來(lái),重慶市老齡化日益加劇,養(yǎng)老模式也因此受到人們?cè)絹?lái)越多的關(guān)注。面對(duì)逐漸增加的養(yǎng)老壓力,傳統(tǒng)養(yǎng)老模式由于醫(yī)療和養(yǎng)老資源的分離、缺少足夠的關(guān)懷、碎片化的管理而面臨著嚴(yán)峻的挑戰(zhàn)。此刻,一種整合醫(yī)療和養(yǎng)老照護(hù)資源于一體,集醫(yī)、療、養(yǎng)、護(hù)于一身的新型養(yǎng)老模式——醫(yī)養(yǎng)結(jié)合養(yǎng)老模式開(kāi)始進(jìn)入重慶市民眾的視野,并逐步發(fā)揮良好的社會(huì)效應(yīng)。重慶市政府部門(mén)在醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中,如何發(fā)揮好政府職能,關(guān)系著養(yǎng)老事業(yè)的持續(xù)發(fā)展。本文將重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府職能作為研究對(duì)象,是由于重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式尚處于發(fā)展初期,各區(qū)縣在開(kāi)展中遇到了不同程度地的困境和難題。這需要重慶市政府部門(mén)創(chuàng)新管理方式,轉(zhuǎn)變政府職能,樹(shù)立為人民服務(wù)的意識(shí),協(xié)助各地解決醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的實(shí)際問(wèn)題,促進(jìn)重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老品質(zhì)化、精細(xì)化發(fā)展。本文將璧山區(qū)A機(jī)構(gòu)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府職能作為典型案例研究,在實(shí)地調(diào)研的基礎(chǔ)上從政府管理的維度深入了解A機(jī)構(gòu)醫(yī)養(yǎng)結(jié)合的開(kāi)展模式,探究了機(jī)構(gòu)中入住老人的基本情況,分析了璧山區(qū)為支持A機(jī)構(gòu)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式所做的努力,以及對(duì)于重慶市其他區(qū)縣在醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中政府職能層面的借鑒意義。在此前提下由點(diǎn)到面分析了重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式開(kāi)展中政府職能環(huán)節(jié)存在的問(wèn)題,并提出了相應(yīng)的改進(jìn)策略。文章主體分為以下幾部分:第一部分緒論,主要就重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府職能這一選題的背景、意義,研究思路和研究方法展開(kāi)論述,并分析了這一選題的國(guó)內(nèi)外研究現(xiàn)狀;第二部分引入了本文的核心概念。主要對(duì)重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府職能的理論基礎(chǔ)和相關(guān)概念進(jìn)行闡述。結(jié)合公共物品理論、新公共服務(wù)理論、政府職能理論,對(duì)重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府職能展開(kāi)論述,并著重闡釋了機(jī)構(gòu)養(yǎng)老、醫(yī)養(yǎng)結(jié)合養(yǎng)老模式、政府職能的概念;第三部分以璧山區(qū)A機(jī)構(gòu)為典型案例,分析了璧山區(qū)在A機(jī)構(gòu)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府角色和職能。首先分析了重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府職能及其構(gòu)成,然后介紹了A機(jī)構(gòu)醫(yī)養(yǎng)結(jié)合特色、入住老人的基本情況,最后闡述了璧山區(qū)在A機(jī)構(gòu)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中的政府職能和作用;第四部分在第三部分的基礎(chǔ)上由點(diǎn)到面分析了重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中政府職能履行中出現(xiàn)的問(wèn)題,指出當(dāng)前重慶市在醫(yī)養(yǎng)結(jié)合養(yǎng)模式發(fā)展中:在決策職能、組織職能和監(jiān)督職能層面存在一定的困境。在決策職能領(lǐng)域,包括決策指引過(guò)于宏觀模糊、公共問(wèn)題不詳盡。在組織職能環(huán)節(jié),包含物質(zhì)準(zhǔn)備不充分和組織準(zhǔn)備不成熟。在監(jiān)督職能層面,主要有對(duì)監(jiān)控的重視程度不夠、以及實(shí)際操作比較困難;第五部分,針對(duì)第四部分論述的問(wèn)題提出對(duì)應(yīng)的政策建議。針對(duì)重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展中政府職能存在的問(wèn)題,重慶市政府部門(mén)首先要科學(xué)決策,做好重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展規(guī)劃,為此需要充分調(diào)查研究、完善決策表述;突出關(guān)鍵政策問(wèn)題。其次,重慶市應(yīng)該精心組織,形成重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展合力,為此應(yīng)搞好經(jīng)濟(jì)建設(shè)、增加財(cái)政傾斜力度;做好組織建設(shè),形成組織保障。最后,重慶市要全面監(jiān)督,打造重慶市醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展可靠保障,為此,要提高對(duì)醫(yī)養(yǎng)結(jié)合開(kāi)展監(jiān)控環(huán)節(jié)的重視程度,并制定可行的監(jiān)控方案。
[Abstract]:In recent years, the growing aging in Chongqing, the pension model has therefore attracted more and more attention. In the face of the pension pressure increases gradually, the traditional pension model because of the separation of medical and pension resources, lack of adequate care, fragmented management is faced with severe challenges. At the moment, an integration of medical and old-age care in one set of resources, medicine, treatment, support, support a new pension model, medical support combined with pension model began to enter the Chongqing City People's vision, and gradually play a good social effect. The Chongqing municipal government departments in the development of medical support combined with the pension mode, how to play the functions of the government, the relationship between sustainable development pension business. The Chongqing City medical support combined with government functions in the development of pension mode as the research object, because Chongqing City medical raising combined with the pension model is still in the early stages of development, the county in the open Show encountered difficulties and problems in different degree. This requires innovation management of the Chongqing municipal government departments, the transformation of government functions, establish the consciousness of serving the people, to help solve practical problems around the medical raising combined with the pension mode, promote the quality of the old-age support combined with Chongqing city hospitals, fine development. In this paper A institutions in Bishan area of medical support combined with government functions in the development of pension mode as a typical case study, based on the research in the field of government management from the dimension of in-depth understanding of the A mechanism of medical support mode to carry out the basic situation of the inquiry mechanism for the elderly, analyzes the Bishan to support raising the pension model by A medical institutions efforts for the government and other counties in Chongqing in the combination of medical care and pension mode in the development of functional level reference. On the premise of this area in Chongqing city is analyzed the combination of medical care pension Carry out government functions in the aspects of the problems, and put forward the corresponding improvement strategies. In the field of decision-making functions, including macro decision guidelines are too vague, not exhaustive.
