【摘要】：推進新農(nóng)村構建是我國鄉(xiāng)村工作的重要內(nèi)容,政府職能在新農(nóng)村構建過程中發(fā)揮著重要作用。鄉(xiāng)鎮(zhèn)政府機關是中國最基層的政治權力部門,和新農(nóng)村建設的關聯(lián)密不可分。在新農(nóng)村建設中,鄉(xiāng)鎮(zhèn)政府職能應該是什么,它該做什么和不該做什么,鄉(xiāng)鎮(zhèn)政府怎么才能最大程度地發(fā)揮政府與廣大農(nóng)民之間的橋梁作用。帶著這些問題,本文通過查閱有關著作、論文和數(shù)據(jù),力圖在構建社會主義新農(nóng)村的過程中更加深入地認識鄉(xiāng)鎮(zhèn)政府的履職情況。本文以晉江市龍湖鎮(zhèn)為例,運用管理科學、社會科學、政治科學的有關知識,研究構建新農(nóng)村過程中基層政權機關職責履行的現(xiàn)狀,發(fā)現(xiàn)基層政權機關在鄉(xiāng)村社會發(fā)展過程中碩果累累。但是,由于存在著行政體制不完善、事權與財政嚴重失衡、職能界定模糊、干部隊伍素質有待進一步提升等深層次的問題,導致實踐中出現(xiàn)了服務項目華而不實、財政支持力度不夠、管理越位、引導村級單位不力等現(xiàn)象,以致基層政府職能未能充分發(fā)揮。本文認為,對于新農(nóng)村建設,鄉(xiāng)鎮(zhèn)政權機關無論采取何種形式,都要以國家發(fā)展為大局,順應經(jīng)濟社會發(fā)展的需求,充分履行社會管理及公共服務的職責。具體而言,為推進鄉(xiāng)鎮(zhèn)政府職能履行,要深化鄉(xiāng)鎮(zhèn)政府考核體制改革,完善鄉(xiāng)鎮(zhèn)政府財政管理制度,明確界定基層政府職能,建設精干高效的干部隊伍。
[Abstract]:Promoting the construction of new countryside is an important content of rural work in China, government functions play an important role in the construction of new rural areas. Township government organs are the most grass-roots political power departments in China. In the construction of new countryside, what should the function of township government be, what should it do and what should not be done? How can the township government maximize the role of the bridge between the government and the vast number of farmers. With these problems, this paper through access to relevant works, papers and data. Try to build a new socialist countryside in the process of a more in-depth understanding of the implementation of the responsibilities of township governments. This article takes Longhu Town Jinjiang City as an example the use of management science social science political science related knowledge. In the process of constructing a new countryside, we study the current situation of the implementation of the duties of the grass-roots government organs, and find that the grass-roots political power organs are fruitful in the process of rural social development. However, due to the existence of the administrative system is not perfect. Serious imbalance between power and finance, vague definition of functions, further improvement of the quality of cadres and other deep-seated problems, resulting in the practice of a service project flashy, insufficient financial support, management offside. As a result, the function of grass-roots government has not been brought into full play. This paper holds that, for the construction of new countryside, the township government organs should take the national development as the overall situation, no matter what form they take. To meet the needs of economic and social development, fully perform the responsibilities of social management and public services. Specifically, in order to promote the performance of the functions of township governments, we should deepen the reform of the assessment system of township governments. Improve the township government financial management system, clearly define the functions of the grass-roots government, and build a team of competent and efficient cadres.
