【摘要】：社會(huì)組織結(jié)盟是社會(huì)組織發(fā)展的新趨勢(shì),社會(huì)組織聯(lián)盟成為社會(huì)治理的新主體,其治理功能由社會(huì)功能和政治功能構(gòu)成。通過(guò)現(xiàn)實(shí)觀察以及法團(tuán)主義、結(jié)構(gòu)功能主義等理論視角的解讀,其政治功能又可分為行業(yè)自治、社會(huì)有機(jī)團(tuán)結(jié)和公共政策參與三個(gè)維度,進(jìn)而建構(gòu)起社會(huì)組織聯(lián)盟政治功能有效性的測(cè)評(píng)體系。以山東公益聯(lián)盟為對(duì)象,對(duì)該測(cè)評(píng)體系進(jìn)行實(shí)際應(yīng)用檢測(cè)。結(jié)果表明:行業(yè)自治、社會(huì)有機(jī)團(tuán)結(jié)和公共政策參與三維度之間存在顯著的相關(guān)關(guān)系;行業(yè)自治對(duì)聯(lián)盟的政治功能有效性影響程度最大,社會(huì)有機(jī)團(tuán)結(jié)次之,公共政策參與稍低;山東公益聯(lián)盟政治功能從總體來(lái)說(shuō),有效程度偏低,政治功能尚未得到應(yīng)有發(fā)揮。還對(duì)山東公益聯(lián)盟政治功能有效性的現(xiàn)狀進(jìn)行了訪談?wù){(diào)查,訪談結(jié)果與上述數(shù)據(jù)處理結(jié)果是相符的,說(shuō)明所建構(gòu)的社會(huì)組織聯(lián)盟政治功能有效性的測(cè)評(píng)體系有一定合理性。但社會(huì)組織聯(lián)盟政治功能有效性的測(cè)評(píng)仍需改進(jìn)。理論方面,可根據(jù)聯(lián)盟的不同類(lèi)型和不同發(fā)展階段建立測(cè)評(píng)重點(diǎn)不同的測(cè)評(píng)體系;了解聯(lián)盟政治功能的動(dòng)態(tài)變化并加強(qiáng)對(duì)社會(huì)組織聯(lián)盟的動(dòng)態(tài)和對(duì)比分析;引入“公眾期望”、“政府期望”等變量對(duì)政治功能有效性的測(cè)評(píng)。操作方面,對(duì)樣本的采集工作也還可以加以完善;采用專(zhuān)家賦權(quán)和實(shí)證結(jié)果相結(jié)合的方法確定功能指標(biāo)的權(quán)重;以調(diào)查數(shù)據(jù)為基礎(chǔ)采用模糊評(píng)價(jià)方法建立有關(guān)社會(huì)組織聯(lián)盟政治功能有效性的測(cè)評(píng)模型。
[Abstract]:The alliance of social organizations is a new trend in the development of social organizations. The alliance of social organizations has become a new subject of social governance, and its governance function is composed of social functions and political functions. From the perspective of structural functionalism, its political function can be divided into three dimensions: industry autonomy, social organic solidarity and public policy participation. Then construct the evaluation system of the effectiveness of the political function of the social organization alliance. Take Shandong commonweal alliance as the object, carry on the practical application test to the evaluation system. The result shows: the industry autonomy. There is a significant correlation between social organic solidarity and public policy participation. Industry autonomy has the greatest influence on the effectiveness of the political function of the alliance, followed by social organic solidarity, and public policy participation is slightly lower; On the whole, the political function of Shandong commonweal alliance is on the low side, and the political function has not been given full play, and the current situation of the political function effectiveness of Shandong commonweal alliance has been investigated by interview. The results of the interview are consistent with the above data processing results. It shows that the evaluation system of the validity of political function of social organization alliance is reasonable, but the evaluation of political function effectiveness of social organization alliance still needs to be improved. According to the different types and different development stages of the alliance, the evaluation system with different emphasis can be established. To understand the dynamic changes of the political function of the alliance and to strengthen the dynamic and comparative analysis of the alliance of social organizations; Introduction of "public expectations", "government expectations" and other variables to evaluate the effectiveness of political functions. Operational aspects, the collection of samples can also be improved; The weight of functional indicators is determined by the combination of expert weighting and empirical results. Based on the survey data, the fuzzy evaluation method is used to establish the evaluation model of the validity of the political function of social organization alliance.
