【摘要】：公安工作自身具有的特殊性,決定了公安機(jī)關(guān)必須長(zhǎng)期處于打擊犯罪和化解社會(huì)矛盾的第一線,保護(hù)人民群眾的切身利益,公安機(jī)關(guān)和人民警察的一言一行受到社會(huì)各界和新聞媒體的高度關(guān)注,歷來(lái)是社會(huì)輿論和各類媒體炒作的熱點(diǎn)、重點(diǎn)和焦點(diǎn)。隨著我國(guó)經(jīng)濟(jì)社會(huì)的快速發(fā)展和改革開放的全面深入,當(dāng)前社會(huì)各類矛盾交織疊加,易于凸現(xiàn),身負(fù)維護(hù)國(guó)家安全和社會(huì)治安秩序、預(yù)防和懲治各類違法犯罪活動(dòng)職能的公安機(jī)關(guān)面臨不小的壓力和挑戰(zhàn)。在互聯(lián)網(wǎng)和其他新媒體高度普及,微博、微信、QQ等自媒體快速興起的背景下,公安工作更是處于了社會(huì)各界和新聞媒體關(guān)注的風(fēng)口浪尖。在公安工作中發(fā)生的任何小錯(cuò)誤,都可能被無(wú)限放大,進(jìn)而引發(fā)全國(guó)范圍的輿情事件,這都對(duì)公安機(jī)關(guān)開展輿情引導(dǎo)工作提出了現(xiàn)實(shí)挑戰(zhàn)。面對(duì)新的形勢(shì)和信息時(shí)代新要求,如何加強(qiáng)和改進(jìn)公安機(jī)關(guān)輿情引導(dǎo)工作,切實(shí)提高輿情引導(dǎo)水平,牢牢把握輿情引導(dǎo)的主動(dòng)權(quán),有效擺脫負(fù)面輿情對(duì)公安工作的影響,已成為擺在公安機(jī)關(guān)各級(jí)領(lǐng)導(dǎo)干部和廣大民警面前的重大現(xiàn)實(shí)課題。近年來(lái),東營(yíng)市公安機(jī)關(guān)積極適應(yīng)新形勢(shì),在創(chuàng)新開展輿情引導(dǎo)工作方面取得了一系列顯著成效,積累了一些典型經(jīng)驗(yàn)做法。但面對(duì)近年來(lái)國(guó)內(nèi)對(duì)于涉警問(wèn)題炒作洶涌的環(huán)境態(tài)勢(shì),受系列主觀因素和客觀因素的影響,在開展輿情引導(dǎo)過(guò)程中還普遍存在著一些問(wèn)題和不足。本文從公共管理學(xué)的角度出發(fā),通過(guò)查閱學(xué)習(xí)國(guó)內(nèi)外理論界和公安機(jī)關(guān)內(nèi)部關(guān)于公安輿情引導(dǎo)問(wèn)題的研究資料,結(jié)合筆者自身從事基層公安機(jī)關(guān)宣傳和輿情引導(dǎo)工作的實(shí)際,認(rèn)真借鑒國(guó)內(nèi)外專家學(xué)者和部分公安機(jī)關(guān)領(lǐng)導(dǎo)干部關(guān)于公安輿情引導(dǎo)問(wèn)題的研究成果,充分運(yùn)用文獻(xiàn)綜述、案例分析、比較分析、社會(huì)調(diào)查等研究方法,靈活使用各種圖表、數(shù)據(jù),首先闡述了公安輿情引導(dǎo)的相關(guān)概念、理論及其必要性,其次介紹了東營(yíng)市公安輿情引導(dǎo)的經(jīng)驗(yàn)做法,并對(duì)其中有關(guān)典型案例進(jìn)行分析,深入研究了東營(yíng)市公安輿情引導(dǎo)工作存在的問(wèn)題不足及其產(chǎn)生原因。在此基礎(chǔ)上,從“加強(qiáng)隊(duì)伍建設(shè)提升能力素質(zhì)、健全落實(shí)公安輿情引導(dǎo)工作機(jī)制和做好互聯(lián)網(wǎng)常態(tài)化監(jiān)管”三個(gè)方面提出了提升公安輿情引導(dǎo)水平的對(duì)策建議,以期對(duì)東營(yíng)市乃至全國(guó)公安機(jī)關(guān)提升輿情引導(dǎo)能力有所裨益。最后,本文立足東營(yíng)市公安輿情引導(dǎo)實(shí)際,對(duì)我國(guó)公安機(jī)關(guān)輿情引導(dǎo)工作的深化發(fā)展提出了幾點(diǎn)展望。
[Abstract]:Public security work has its own particularity, determines the public security organs must be in the front line of the fight against crime and resolve social contradictions long, to protect the vital interests of the people, the public security organs and people's police every word and action received attention from all sectors of society and the media, has always been the focus of public and media speculation, focus and focus. With in-depth China's rapid economic and social development and reform and opening up, the current social contradictions intertwined superposition, easy to appear, with the maintenance of national security and public order, public security organs to prevent and punish all kinds of illegal and criminal activities functions facing pressure and challenges. The height of the popularity of the Internet and other new media, micro-blog. WeChat, QQ and other media from the rapid rise of the background, the public security work is at the cusp of the community and news media attention. Any small error occurred in the public security work can be infinitely magnified, triggering public events across the country, the public security organs to carry out public opinion to guide the work put forward the realistic challenge. Facing the information era and new requirements, how to strengthen and improve the public opinion to guide the work of public security clearance, effectively improve the level of public opinion guidance. Firmly grasp the initiative to guide public opinion, effective get rid of negative public opinion on the public security work, has become a major practical issue in front of the leading cadres at all levels of public security organs and the police. In recent years, Dongying city public security organs to actively adapt to the new situation, made a series of remarkable achievements in the innovation and development of public opinion to guide the work, accumulated some typical experience. But in recent years for domestic problems involving police speculation raging situation, affected by a series of subjective and objective factors, in To carry out the public opinion guidance process also exist some problems and shortcomings. This article from the public management perspective, the study of domestic and foreign theorists and the public security organs internal research on public security problems by referring to the guidance of public opinion, the author engaged in grass-roots public security organs of propaganda and public opinion to guide the work of the actual, referring to domestic and foreign experts some scholars and the public security organs leading cadres of Public Security Research on public opinion guidance problem, make full use of literature review, case analysis, comparative analysis, social investigation, flexible use of various charts, data, first expounded the concept of public security to guide public opinion, theory and necessity, then introduces the experiences and practices of Dongying city public security guide public opinion, and analysis of the relevant typical cases, in-depth study of the Dongying city public security problems existing in the work of the guidance of public opinion Problems and their causes. On this basis, from "strengthen the team building improve the ability and quality, improve the implementation of public security public opinion guidance mechanism and the three aspects of the normalization of Internet supervision and puts forward some countermeasures and suggestions to improve public security level of public opinion guidance, with a view of Dongying City and the public security organs to improve the ability to guide public opinion in China. Finally, based on the Dongying city public security public opinion guidance, public opinion on China's public security organs to guide the further development work and put forward some prospects.
