【摘要】:在全球經(jīng)濟聯(lián)系日益緊密的前提下,很多國家先后啟動自由貿(mào)易協(xié)定談判,或是提出自己的國際經(jīng)濟貿(mào)易發(fā)展戰(zhàn)略倡議。2013年美國和歐盟啟動跨大西洋貿(mào)易與投資伙伴協(xié)議(TTIP),希望建立美歐自由貿(mào)易區(qū)。2014年俄羅斯、白俄羅斯、哈薩克斯坦三國簽署了《歐亞經(jīng)濟聯(lián)盟條約》,終極目標是建立類似于歐盟的經(jīng)濟聯(lián)盟,形成一個擁有1.7億人口的統(tǒng)一市場。在地區(qū)一體化進程步入新階段的背景下,中國領(lǐng)導人審時度勢,于2013年提出了建設(shè)"絲綢之路經(jīng)濟帶"和"21世紀海上絲綢之路"倡議("一帶一路"倡議),期待以古代絲綢之路政治互信、經(jīng)濟融合、文化包容的精神,秉承共商共享共建原則,通過陸路和海路兩條絲綢之路,改善沿線國家基礎(chǔ)設(shè)施建設(shè),積極發(fā)展與沿線國家的經(jīng)濟合作伙伴關(guān)系,邁向政策溝通、貿(mào)易暢通、設(shè)施聯(lián)通、資金融通、民心相通為主要內(nèi)容的互聯(lián)互通前景。"一帶一路"倡議是當今中國外交的重點議程,涉及亞非歐近70個國家,包含全球70%的人口和75%的已探明能源總量,GDP規(guī)?偭空既蚪(jīng)濟的55%,是當今世界上跨度最長、發(fā)展?jié)摿ψ羁春玫慕?jīng)濟大走廊。無論是陸上絲綢之路經(jīng)濟帶還是海上絲綢之路,歐洲都是"一帶一路"重要端點,其中中東歐19國是"一帶一路"的關(guān)鍵環(huán)節(jié)。作為歐洲的重要組成部分,西歐各發(fā)達國家經(jīng)濟體對"一帶一路"倡議的參與意識和積極性日益增加,對"一帶一路"倡議在歐洲的推行發(fā)揮著重要的作用。首先,西歐發(fā)達國家基礎(chǔ)設(shè)施完善,在高速鐵路,航空航天等領(lǐng)域有先進的經(jīng)驗和優(yōu)勢,能夠為中國在沿線國家提供基礎(chǔ)設(shè)施建設(shè)提供經(jīng)驗。其次,西歐等發(fā)達國家如法、英、德紛紛加入亞洲基礎(chǔ)設(shè)施投資銀行,各國元首也公開表示過愿意積極加入"一帶一路"倡議,共同發(fā)展。不過,相比于中東歐國家務(wù)實地進行各類基建項目,若干西歐國家對于"一帶一路"仍持一種觀望態(tài)度,言語呼吁大過實際行動,法國便是一個典型的例子。本論文的核心問題便是法國為何對"一帶一路"倡議持這種態(tài)度,通過文獻分析法梳理法國對"一帶一路"倡議的政治認知,分析其持戰(zhàn)略疑慮的政治態(tài)度的原因。論文結(jié)構(gòu)安排如下:引論將分析該課題的研究意義以及研究現(xiàn)狀。第一章將針對法國各界對于"一帶一路"的社會反映,分析該倡議提出后,法國參與"一帶一路"取得的各方面成就,主要包括歐盟層面、國家層面和地區(qū)層面。法國政界、商界、學界也對"一帶一路"有較多的評價,基本上分為兩類。一類是認為"一帶一路"倡議既為經(jīng)濟合作提供新渠道,又可以為解決亞歐大陸共同的危機提供新思路。另一類則是"中國威脅論""新殖民主義"等反華思潮,認為中國會打破原有的國際社會平衡,并將"一帶一路"渲染成中國建立霸權(quán)的工具和途徑。第二章分析了為何法國在積極呼吁加入"一帶一路"之后仍然持保守觀望的態(tài)度。由于文化、法律的差異、法中貿(mào)易結(jié)構(gòu)長期以來的不平衡以及意識形態(tài)、價值觀的不同和傳統(tǒng)人權(quán)外交的負面干預仍然會影響法國等西歐國家加入"一帶一路"的積極性。最后,部分人將"一帶一路"同"馬歇爾計劃"相提并論,認為中國企圖控制歐洲。這些因素都對法國參與"一帶一路"帶來了不利的影響。第三章針對之前質(zhì)疑的原因提出了相應的應對方案。針對兩國文化差異,中國企業(yè)在走出國門前應當仔細研究當?shù)卣叻ㄒ?guī),入鄉(xiāng)隨俗。對于長久以來的法中貿(mào)易逆.差雙方需要改善貿(mào)易結(jié)構(gòu)。而基于意識形態(tài)領(lǐng)域和價值觀不同的"刁難"則需要中國完善對外宣傳框架,消除誤會,增強互信。同時,在世界多極化和全球治理的背景下,中法兩國應當加強在多邊事務(wù)中的合作,提高"一帶一路"實施的有效性。論文目的在于突出國際認知對于"一帶一路"推行的重要性,希望吸引更多學者對于"一帶一路"倡議國際運行環(huán)境的關(guān)注,從而為中國有效展開國際合作提供新思路。
