【摘要】：社區(qū)是兵團(tuán)城鎮(zhèn)化運(yùn)行管理體系的最基層單位,是實(shí)現(xiàn)自我管理、自我教育、自我服務(wù)以及自我監(jiān)督的重要載體。為了全面貫徹落實(shí)中央新疆工作座談會(huì)精神,在兵團(tuán)加快了城鎮(zhèn)化建設(shè)的大背景下,社區(qū)建設(shè)也得以迅速開(kāi)展,在團(tuán)場(chǎng)及中心連隊(duì)基本上形成了黨委領(lǐng)導(dǎo)、政府負(fù)責(zé)、社會(huì)協(xié)同、公眾參與的社會(huì)管理格局。特別是隨著城鎮(zhèn)化的推進(jìn),維穩(wěn)戍邊的重心也開(kāi)始向社區(qū)轉(zhuǎn)移,通過(guò)加強(qiáng)對(duì)社區(qū)的管理,改變團(tuán)場(chǎng)居民的生活居住方式,促進(jìn)人口、產(chǎn)業(yè)和資源向團(tuán)場(chǎng)城鎮(zhèn)聚集,維護(hù)社會(huì)的穩(wěn)定,推進(jìn)兵團(tuán)團(tuán)場(chǎng)城鎮(zhèn)化進(jìn)程以及創(chuàng)新管理體制都具有重大的意義。在推進(jìn)兵團(tuán)團(tuán)場(chǎng)城鎮(zhèn)化建設(shè)的歷史條件下,社區(qū)管理是不斷完善兵團(tuán)城鎮(zhèn)化體系、提高團(tuán)場(chǎng)職工的生活質(zhì)量水平、努力滿足廣大居民的需要、增強(qiáng)兵團(tuán)凝聚力和向心力的有效途徑。本研究主要是通過(guò)文獻(xiàn)綜述和實(shí)地調(diào)研的方法,結(jié)合兵團(tuán)第八師的實(shí)際情況,對(duì)八師團(tuán)場(chǎng)社區(qū)管理做了研究。通過(guò)對(duì)八師城鎮(zhèn)化進(jìn)程中社區(qū)管理的調(diào)研,在城鎮(zhèn)化建設(shè)中,第八師及團(tuán)場(chǎng)在人口和產(chǎn)業(yè)經(jīng)濟(jì)等各方面都取得了不小的成就,也有效的促進(jìn)了團(tuán)場(chǎng)社區(qū)的建設(shè)和管理。團(tuán)場(chǎng)現(xiàn)有“社區(qū)指導(dǎo)辦—居委會(huì)”和“連隊(duì)與社區(qū)居委會(huì)合二為一”的管理模式,各團(tuán)場(chǎng)社區(qū)開(kāi)展黨建、社區(qū)服務(wù)、品牌活動(dòng)和志愿服務(wù)等。研究發(fā)現(xiàn)在團(tuán)場(chǎng)管理過(guò)程中存在行政化色彩濃厚、社區(qū)經(jīng)費(fèi)欠缺、職工隊(duì)伍薄弱和社區(qū)職能與連隊(duì)維穩(wěn)職能融合不夠的問(wèn)題;在社會(huì)參與方面存在社會(huì)組織發(fā)展不足、社區(qū)居民構(gòu)成復(fù)雜、參與積極性不高和物業(yè)公司職能利益沖突問(wèn)題;在社區(qū)公共服務(wù)方面,社區(qū)文化沒(méi)有得到重視、社區(qū)未就業(yè)人群的增加和社區(qū)衛(wèi)生發(fā)展滯后。兵團(tuán)作為“黨政軍企”的一種特殊體制,城鎮(zhèn)化建設(shè)也只有結(jié)合兵團(tuán)實(shí)際,不斷探索,走出一條具有兵團(tuán)特色化的城鎮(zhèn)化發(fā)展道路,進(jìn)一步加強(qiáng)對(duì)團(tuán)場(chǎng)社區(qū)的管理。首先是規(guī)范團(tuán)場(chǎng)行政管理服務(wù)職能,去行政化,實(shí)現(xiàn)社區(qū)的自治;進(jìn)一步加強(qiáng)社區(qū)職工隊(duì)伍建設(shè),形成一支年齡結(jié)構(gòu)合理、知識(shí)文化水平高、專業(yè)能力強(qiáng)的職工隊(duì)伍,使團(tuán)場(chǎng)社區(qū)留得住人,辦的了事;加強(qiáng)團(tuán)場(chǎng)社區(qū)維穩(wěn)戍邊職工隊(duì)伍建設(shè),有效的促進(jìn)社區(qū)職能與連隊(duì)維穩(wěn)職能的融合,維護(hù)團(tuán)場(chǎng)社區(qū)的的穩(wěn)定和長(zhǎng)治久安。其次是積極培育發(fā)展社會(huì)組織,讓更多的社會(huì)組織參與到社區(qū)管理的當(dāng)中來(lái),在現(xiàn)有的物業(yè)管理公司中加強(qiáng)其監(jiān)管力度特別是激發(fā)社區(qū)居民參與社區(qū)管理的積極性,培養(yǎng)社區(qū)的凝聚力和認(rèn)同感,不斷滿足他們的需要,促進(jìn)社區(qū)和諧;最后是重視社區(qū)文化,舉辦各項(xiàng)社區(qū)文化活動(dòng)豐富居民的日常生活,并通過(guò)各種方式解決社區(qū)未就業(yè)人群和加強(qiáng)社區(qū)衛(wèi)生建設(shè)管理。
[Abstract]:Community is the basic unit of corps urbanization operation management system, realize self management, self education, self service and an important carrier of self supervision. In order to fully implement the spirit of the central Xinjiang work forum, in the background of the corps to accelerate the construction of urbanization, community construction has been developed rapidly in the field and center the company basically formed the Party leadership, government responsibility, social coordination, public participation in the social management pattern. Especially with the advance of urbanization, center of gravity holding stability frontiers also began to transfer to community, through the strengthening of the management of the community, change the way of living, residents of the farms to promote population aggregation, industry and resources to the farm town, maintain social stability, is of great significance to promote the Corps urbanization and management system innovation. In promoting the Urbanization Construction Corps history Under the condition of community management is to constantly improve the urbanization system, improve the level of quality of life of farm workers, and strive to meet the needs of the residents, effective way to enhance the cohesion and centripetal force of the Corps. This research is mainly through the method of literature review and field research, combined with the actual situation in the eighth division of the Corps, the eight division games community manage to do the research. Through the research on the community management of the eight division in the process of urbanization, the urbanization in the eighth division, and farms have made no small achievements in various aspects of population and industry economy, but also effectively promote the construction and management of farm communities. The existing farms "community guidance office and community committee" and "company and community committees be made one" management model, carry out the mission field community party building, community service, brand activities and volunteer service. The study found in the management process of the existing farms In the administrative color is strong, the lack of funds to the community, the staff is weak and the functions of the community and the company stability functions integration is insufficient; in terms of social participation in the development of social organizations, community residents to form a complex, involved in the function of conflict of interest enthusiasm is not high and the property company; in the community public service, community culture has not been seriously, community unemployed increases and community health development lag. The Corps as "a special system of military enterprises", urbanization also only in combination with actual continuous exploration, corps, go out of the way of urbanization development has the characteristics of the Corps, to further strengthen the management of the farm community. The first is the specification of farm administrative management and service functions, to the administration of the implementation of community autonomy; further strengthen community worker team construction, the formation of a reasonable age structure, knowledge of water culture High level, professional ability of the staff of the mission field community to retain people, do something; to strengthen the farm community stability frontiers staff team construction, effectively promote the functions of the community and the company stability function integration, maintain community stability and long period of stability of the XPCC. Second is to actively foster the development of social organizations, so that more the social organizations to participate in community management, strengthen the supervision on the existing Property Management Company in particular to stimulate the enthusiasm of the community residents to participate in community management, cultivating community cohesion and identity, to meet their needs, promote community harmony; and finally the importance of community culture, organize various cultural activities to enrich the community residents in daily life, and through a variety of ways to solve community unemployed and strengthen the building of community health management.
