【摘要】：青年作為國家最為寶貴的人力資源,青年就業(yè)形勢和創(chuàng)新創(chuàng)業(yè)活力始終得到國內外的普遍關注。隨著全球性經濟增長逐步放緩,特別是經濟新常態(tài)的到來,一方面我國的青年就業(yè)形勢越趨嚴峻,亟需挖掘創(chuàng)業(yè)帶動就業(yè)的發(fā)展?jié)摿?另一方面增速換擋、結構優(yōu)化、動力轉換的發(fā)展新階段亟需探索新的發(fā)展引擎。在此背景下,"大眾創(chuàng)業(yè)、萬眾創(chuàng)新"成為鮮明的時代主題,呼吁和帶領廣大青年激發(fā)創(chuàng)業(yè)熱情,投身創(chuàng)業(yè)實踐,爭當創(chuàng)新創(chuàng)業(yè)的先鋒,成為了服務青年成長成才、促進經濟社會和諧穩(wěn)定發(fā)展的必然路徑。對于聯(lián)系青年最廣泛、最緊密的共青團組織來說,做好服務青年創(chuàng)業(yè)工作,既是出于自身強烈的政治屬性而必須履行的政治責任,更是出于聚焦青年需求這一服務屬性而必須強化的工作職能。隨著新常態(tài)的到來,一方面從政府角度來說,鼓勵青年自主創(chuàng)業(yè)成為促進青年就業(yè)的重要途徑,政府各部門需要通力合作,共同協(xié)調資源進行推動;另一方面從共青團角度來說,服務青年創(chuàng)業(yè)既是青年事務的重要工作內容,更是共青團圍繞黨政中心、切實履行自身職能的重要任務。而新常態(tài)背景下,共青團服務青年創(chuàng)業(yè)工作也面臨著新的機遇,共青團組織的作用和地位得到進一步強化,共青團在積極爭取多方資源、努力推動多元參與等方面將變得更加自信。因此,在這種情況下,如何進一步切實有效發(fā)揮共青團自身職能優(yōu)勢,提升服務青年創(chuàng)業(yè)的積極成效,具有非常重要的現(xiàn)實意義。本文采用文獻研究、實證分析等方法,以新公共管理理論、第三部門理論、創(chuàng)業(yè)要素理論等為理論支撐,從南通市共青團服務青年創(chuàng)業(yè)的工作現(xiàn)狀出發(fā),分析了新常態(tài)下共青團服務青年創(chuàng)業(yè)面臨的新背景和新情況,梳理了新常態(tài)下南通市青年創(chuàng)業(yè)服務工作出現(xiàn)的新變化,總結了南通市共青團服務青年創(chuàng)業(yè)的工作實踐,從而對南通市青年創(chuàng)業(yè)服務工作形成了整體認知。隨后文章從創(chuàng)業(yè)氛圍、創(chuàng)業(yè)青年個體素質、政策體系、資金扶持等方面剖析了新常態(tài)下南通市共青團服務青年創(chuàng)業(yè)面臨的工作困境,并立足共青團組織的職能特點,從工作力量和工作機制等方面探究了可能的影響因素。通過理論指導、實踐總結、問題探究、綜合分析等過程,本文緊扣主題,從南通市共青團實際出發(fā),在此基礎之上,從推進改革增強自身服務能力、創(chuàng)新宣傳方式營造創(chuàng)業(yè)氛圍、發(fā)揮樞紐作用凝聚多方合力、整合資源構建多元支持體系、策應"互聯(lián)網+"推動青年電商創(chuàng)業(yè)等五個方面提出了有針對性的工作對策,以期為新常態(tài)下南通市共青團進一步服務青年創(chuàng)業(yè)探索路徑、提供借鑒,以此進一步提升南通市青年創(chuàng)業(yè)的氛圍和成效,從而進一步發(fā)揮共青團組織在南通市經濟社會發(fā)展中的作用。
[Abstract]:Young as the most valuable human resources for the country, the youth employment situation and innovation of entrepreneurial activity has always been widespread attention at home and abroad. With the global economic growth gradually slowed down, especially the arrival of the new economic norm, on the one hand, the youth employment situation in China is increasingly serious, need to tap the development potential of entrepreneurship to employment, on the other hand the shift of growth, structural optimization, a new stage of development to explore the development of new power conversion engine. Under this background, "public entrepreneurship, innovation has become a distinctive theme of the times, and to lead the majority of young people to stimulate entrepreneurial passion, entrepreneurship practice, striving to be the vanguard of innovation and entrepreneurship, the service has become a growth of young talent, promote the inevitable the path of harmonious and stable development of social economy. The relationship between the youth organization of the Communist Youth League is the most extensive, most closely, to do service work for youth entrepreneurship, both self The body and strong political attribute must fulfill the political responsibility, it is out of focus on the youth needs of this service attribute and must strengthen the work function. With the arrival of the new normal, on the one hand, from the point of government, encourage youth entrepreneurship has become an important way to promote youth employment, government departments need to work together to jointly coordinate resources promote; on the other hand from the perspective of the Communist Youth League, youth entrepreneurship is an important job to services of youth affairs, the Communist Youth League is about the party center, an important task to perform their functions effectively. And the new normal under the background of the Communist Youth League service youth entrepreneurship is also facing new opportunities, the role and status of the Communist Youth League organizations has been further strengthened. The Communist Youth League actively strive for various resources, efforts to promote pluralistic participation will become more confident. Therefore, in this case, how to Further effective play to the advantages of the Communist Youth League of their own functions, positive results to improve service of youth entrepreneurship, has very important practical significance. This paper adopts literature research method, empirical analysis method, the theory of new public management, the third sector theory, entrepreneurial elements theory as the theoretical support, starting from the present situation of Nantong City Youth League s service business. Analysis of the background and the new situation facing the Communist Youth League Youth Entrepreneurship service under the new normal, new changes of Nantong youth entrepreneurship service reviews under the new norm, summed up the work practice of the Communist Youth League service youth entrepreneurship in Nantong City, so as to form the overall understanding of the Nantong city youth entrepreneurship service. Then from the entrepreneurial atmosphere, the individual quality of young entrepreneurs, policy system, financial support and other aspects of facing the new normal under the Communist Youth League of Nantong youth entrepreneurship service The work dilemma, and based on the functional characteristics of the Communist Youth League organizations, from the aspects of work force and working mechanism to explore the possible influence factors. Through theory, practice, research, comprehensive analysis, this paper focuses on the theme, from the Communist Youth League of Nantong reality, on this basis, from the reform and enhance their service ability and promote innovative ways to create a business atmosphere, play a pivotal role condensed multi force, the integration of resources to build multiple support system, coordinate "Internet plus" to promote youth entrepreneurship five aspects are put forward to countermeasures, with a view to the new normal under the Communist Youth League of Nantong youth entrepreneurship service further explore the path, in order to provide a reference. To further enhance the atmosphere and achievements of Nantong youth entrepreneurship, to further play the role of the Communist Youth League organizations in the economic and social development in Nantong city.
