【摘要】：中華民族歷史悠久,我國自古以來就是一個農業(yè)大國,農業(yè)創(chuàng)造了中華民族燦爛的文化。但是人類改造自然的歷程注定要以各類資源和環(huán)境的付出作為代價。特別是在當下隨著城市化的發(fā)展,農村人口的增多,農村的各種自然資源、自然生態(tài)系統(tǒng)也面臨著前所未有的壓力,出現(xiàn)了各種各樣的生活污染和工業(yè)污染相互疊加、新舊污染相互交織的狀況。生態(tài)環(huán)境層面的問題也很容易上升為政治問題,尤其是當下越來越多的群體性事件的背后都能夠看到環(huán)境因素的影子。正是在這種背景下黨和國家開始提出了建設社會主義新農村的戰(zhàn)略,并明確了建設社會主義新農村的目標和要求,其中農村生態(tài)環(huán)境的建設就是重要的組成部分。據(jù)此,本文的大致思路是第一章指出了本文的研究目的、研究意義、國內外研究現(xiàn)狀、研究方法與創(chuàng)新點。第二章分析了社會主義新農村生態(tài)環(huán)境建設的科學內涵,主要包括生態(tài)文明的概念界定、社會主義新農村生態(tài)環(huán)境建設的科學內涵、社會主義新農村生態(tài)環(huán)境建設的基本特征以及本文的相關理論基礎等。在第三章主要分析了社會主義新農村生態(tài)環(huán)境建設面臨的問題,其中影響社會主義新農村生態(tài)環(huán)境建設的因素主要是農業(yè)生產對環(huán)境的影響、鄉(xiāng)鎮(zhèn)企業(yè)對環(huán)境的影響、生活垃圾對環(huán)境的影響、畜禽養(yǎng)殖對環(huán)境的影響。并分析了社會主義新農村生態(tài)環(huán)境惡化的危害,可能動搖農業(yè)生產的基礎地位、危及農民健康與生命安全、制約農村經濟社會的可持續(xù)發(fā)展、影響農村的和諧與穩(wěn)定等。在第四章對社會主義新農村生態(tài)環(huán)境問題的成因進行探析,主要分為了社會文化因素、政治因素、經濟因素等幾個方面。在第五章中分析了加強社會主義新農村生態(tài)環(huán)境建設的對策,主要有轉變政府觀念,落實科學發(fā)展；科學規(guī)劃農業(yè),發(fā)展生態(tài)農業(yè)；控制人口數(shù)量,減輕環(huán)境壓力；城鄉(xiāng)統(tǒng)籌治理,改革城鄉(xiāng)分治；尋求科技助力,治理內外污染：樹立生態(tài)意識,提高農民素養(yǎng)；保護文化遺產,發(fā)展旅游文化。在當下隨著人們環(huán)保意識的覺醒,隨著公民維護自身權益訴求的提升,加強社會主義新農村生態(tài)環(huán)境的建設已經迫在眉睫,我們必須在當前的有利的政策背景下,積極開展社會主義新農村生態(tài)環(huán)境建設問題研究,并將理論成果轉化為推進社會主義新農村建設的有利工具,實現(xiàn)新農村建設又好又快的發(fā)展�！�
[Abstract]:The Chinese nation has a long history, China is a large agricultural country, agriculture has created a glorious culture of the Chinese nation. But the process of the transformation of human nature is destined to be at the expense of all kinds of resources and environment costs. Especially in the present with the development of the city, the increase in population of rural areas, all kinds of natural resources in rural areas, natural the ecological system is confronted with hitherto unknown pressure, the emergence of a variety of domestic pollution and industrial pollution are superimposed on each other, the old and new pollution intertwined situation. The level of ecological environment problem is also very easy to rise to political issues, especially behind the present more and more group events are able to see the shadow of environmental factors is. In this background, the party and the country begins to put forward the strategy of building a new socialist countryside, and a clear goal of building a new socialist countryside and the requirements of the agricultural The construction of the village ecological environment is an important part. Therefore, the general idea of this paper is the first chapter points out the research purpose and significance of this study, research status, research methods and innovation. The second chapter analyzes the ecological environment for the construction of new socialist countryside science connotation, mainly including the definition of the concept of ecological civilization. The scientific connotation of construction of new socialist rural ecological environment, ecological environment construction of new socialist countryside basic characteristics and the related theoretical basis. The third chapter mainly analyzes the new socialist countryside students face ecological construction problems, the factors affecting the ecological environment construction of a new socialist countryside is the main impact of agricultural production on the environment, influence township enterprises on the environment, the environmental impact of garbage, livestock and poultry breeding effects on the environment. And the analysis of the social principal Yi Xinnong Harm the village ecological deterioration of the environment, the basic status of agricultural production may shake, endanger the health and safety of farmers, which restricts the sustainable development of rural economy and society, affect the harmony and stability in rural areas. In the fourth chapter, the causes of environmental problems of new socialist countryside, mainly to the social and cultural factors, political factors, several in terms of economic factors. The fifth chapter analyzes the countermeasures to strengthen the construction of new socialist rural ecological environment, mainly the government to implement the scientific development; scientific planning of agricultural development, ecological agriculture; population control, reducing pressure on the environment; urban and rural governance, reform of rural and urban areas; seek the help of science and technology, management: set up the internal and external pollution ecological consciousness, improving farmers' quality; protection of cultural heritage, tourism and cultural development. In the moment with the people environmental protection consciousness awakening, with Citizens to safeguard their own rights and interests demands increase, strengthen the construction of socialist new rural ecological environment is imminent, we must be in the current favorable policy background, and actively carry out research on the problem of ecological environment construction of new socialist countryside, and the favorable tool for promoting the construction of new socialist countryside theory into the development of new rural construction and fast "
