【摘要】：全面建成小康社會(huì)是實(shí)現(xiàn)中華民族偉大復(fù)興中國(guó)夢(mèng)的關(guān)鍵一步,是“十三五”時(shí)期需要完成的主要任務(wù)。本文緊緊圍繞習(xí)近平總書記關(guān)于全面建成小康社會(huì)決勝階段的最新相關(guān)論述,從全面建成小康社會(huì)決勝階段的基本內(nèi)涵、基本特征和重大意義三個(gè)層面闡述全面建成小康社會(huì)決勝階段的深刻要義,為后文探討全面建成小康社會(huì)決勝階段需要突破的難題提供一條清晰主線,找準(zhǔn)全面建成小康社會(huì)決勝階段面臨的難題,繼而提出破解全面建成小康社會(huì)決勝階段面臨難題的具體路徑選擇,促進(jìn)全面建成小康社會(huì)目標(biāo)順利實(shí)現(xiàn)。本文除緒論和結(jié)語外,共分為三章。緒論主要闡釋研究現(xiàn)狀、選題緣由及其意義、研究思路及方法、創(chuàng)新點(diǎn)。第一章是整篇論文的基礎(chǔ)。本章首先對(duì)全面建成小康社會(huì)、全面建成小康社會(huì)決勝階段的概念進(jìn)行界定,重點(diǎn)闡述全面建成小康社會(huì)決勝階段基本特征,并將其概況為“理念的先進(jìn)性、建成的全面性、任務(wù)的艱巨性、形勢(shì)的嚴(yán)峻性和時(shí)間的緊迫性”。最后,闡述全面建成小康社會(huì)決勝階段直接關(guān)系到能否如期實(shí)現(xiàn)“四個(gè)全面”的第一個(gè)全面戰(zhàn)略目標(biāo)、全國(guó)人民的小康夢(mèng)、我國(guó)社會(huì)主義現(xiàn)代化建設(shè)的宏偉目標(biāo)和中華民族偉大復(fù)興的中國(guó)夢(mèng)的重大意義。第二、三章是論文的核心和關(guān)鍵。第二章圍繞農(nóng)村貧困人口未完全脫貧、生態(tài)環(huán)境保護(hù)不足、社會(huì)事業(yè)和民生保障不完善、文化軟實(shí)力不強(qiáng)、制度機(jī)制不健全五方面的突出短板來探討突破補(bǔ)短板的難題,重點(diǎn)闡述著力補(bǔ)齊相關(guān)短板的主要對(duì)策。第三章基于突出短板和國(guó)內(nèi)外發(fā)展環(huán)境研判國(guó)內(nèi)外面臨的重大風(fēng)險(xiǎn),重點(diǎn)探討了國(guó)內(nèi)經(jīng)濟(jì)、政治、意識(shí)形態(tài)、社會(huì)和自然界的重大風(fēng)險(xiǎn)及防控對(duì)策,國(guó)際經(jīng)濟(jì)、政治軍事等潛在風(fēng)險(xiǎn)及防控路徑。最后是論文的結(jié)語及展望。
[Abstract]:Building a well-off society in an all-round way is a key step in realizing the great rejuvenation of the Chinese nation, Chinese Dream. It is the main task to be completed during the 13th Five-Year Plan period. This paper closely revolves around General Secretary Xi Jinping's latest exposition on the decisive stage of building a well-off society in an all-round way. From the basic connotation, basic characteristics and great significance of the decisive stage of building a well-off society in an all-round way, this paper expounds the profound essentials of the decisive stage of building a well-off society in an all-round way. It provides a clear main line to discuss the difficult problems that need to be broken through in the decisive stage of building a well-off society in an all-round way, and finds out the difficulties faced in the decisive stage of building a well-to-do society in an all-round way. Then put forward to solve the overall completion of a well-off society in the decisive stage facing the specific path of the choice of problems, to promote the goal of a well-off society to achieve smoothly. In addition to the introduction and conclusion of this article. It is divided into three chapters. The introduction mainly explains the current situation of the research, the reason and significance of the topic, the research ideas and methods, innovative points. The first chapter is the basis of the whole paper. First, this chapter is to build a well-off society in an all-round way. The concept of decisive stage of building a well-off society in an all-round way is defined, with emphasis on the basic characteristics of the decisive stage of building a well-off society in an all-round way, and its general situation is "the advanced nature of the idea, the comprehensiveness of the completion and the arduous nature of the task." Finally, the decisive stage of building a well-off society in an all-round way is directly related to the realization of the first comprehensive strategic goal of the "four comprehensive" as scheduled, and the people's dream of being well-off throughout the country. The grand goal of China's socialist modernization construction and the great significance of the great rejuvenation of the Chinese nation Chinese Dream. The second and third chapters are the core and key of the thesis. The second chapter focuses on the rural poor population who have not completely lifted out of poverty. Ecological environment protection, social undertakings and livelihood protection is not perfect, cultural soft power is not strong, institutional mechanism is not perfect in five aspects of outstanding short board to explore the problem of breaking through the shortage board. The third chapter mainly discusses the domestic economy, politics, ideology, based on highlighting the short board and the development environment at home and abroad to study the major risks faced by the domestic and foreign. The major risks of society and nature, the countermeasures of prevention and control, the potential risks of international economy, politics and military, and the path of prevention and control. Finally, the conclusion and prospect of the paper.
