【摘要】:從某種意義上說(shuō),共同體與人類社會(huì)幾乎是同時(shí)誕生并隨著人類社會(huì)發(fā)展的,它是人類之間共存共處的一種組織形式,具有非常豐富的內(nèi)涵和多層次的意義。共同體有多重存在形式,有經(jīng)濟(jì)共同體、安全共同體、利益共同體、文化共同體,本文研究的是國(guó)家間的命運(yùn)共同體。由于命運(yùn)共同體的構(gòu)建與東亞各國(guó)利益密切相關(guān),自從被提出后,就受到包括中國(guó)在內(nèi)的東亞各個(gè)國(guó)家的積極響應(yīng),各國(guó)對(duì)構(gòu)建東亞命運(yùn)共同體都抱有的極大的熱情并積極付出諸多努力。面對(duì)東亞命運(yùn)共同體建構(gòu)的種種問(wèn)題,建構(gòu)主義提出了不同于傳統(tǒng)理論的解釋。溫特的建構(gòu)主義既是一種國(guó)際政治的理論,也是一種研究國(guó)際關(guān)系的方法。將溫特的社會(huì)建構(gòu)主義理論應(yīng)用于東亞命運(yùn)共同體研究,就是運(yùn)用建構(gòu)主義國(guó)際政治理論的框架(國(guó)家身份與國(guó)家利益理論,國(guó)際體系結(jié)構(gòu)理論和國(guó)際體系轉(zhuǎn)換理論的核心概念)對(duì)東亞命運(yùn)共同體進(jìn)行解讀。因此正確理解建構(gòu)主義并用相關(guān)理論進(jìn)行分析對(duì)東亞命運(yùn)共同體的建構(gòu)十分重要。本文包括以下幾個(gè)部分:緒論,首先介紹本論文的選題依據(jù)和研究意義,然后介紹建構(gòu)主義理論和東亞命運(yùn)共同體相關(guān)內(nèi)容的研究現(xiàn)狀,隨后介紹本篇論文的研究思路和研究方法,最后是本篇論文的創(chuàng)新和不足之處。第一部分,建構(gòu)主義國(guó)際政治理論。溫特建構(gòu)主義的主要論點(diǎn)是:社會(huì)共有觀念建構(gòu)了國(guó)際體系并使這種結(jié)構(gòu)具有動(dòng)力。建構(gòu)主義理論主要涵蓋三個(gè)方面的內(nèi)容:首先是國(guó)家結(jié)構(gòu)施動(dòng)理論,國(guó)家是國(guó)際政治體系中的“單一行為體”(unitary actor)。國(guó)家行為體是具有身份和利益的實(shí)體,不同的身份代表不同的國(guó)家利益,國(guó)家行為是被根植于身份的利益驅(qū)動(dòng)的。其次是國(guó)際文化體系理論,溫特認(rèn)為,產(chǎn)生無(wú)政府體系結(jié)構(gòu)和邏輯的是文化結(jié)構(gòu),無(wú)政府體系主要有三種文化,分別是霍布斯文化、洛克文化和康德文化。最后是國(guó)際體系進(jìn)化理論,通過(guò)國(guó)家之間的互動(dòng),國(guó)際體系的結(jié)構(gòu)得以造就、再造,并時(shí)常發(fā)生轉(zhuǎn)換,身份形成和結(jié)構(gòu)變化主要取決于四個(gè)變量。第二部分,構(gòu)建東亞命運(yùn)共同體的思想理念。主要有政治思想領(lǐng)域的共同體思想,十八大以來(lái)中國(guó)領(lǐng)導(dǎo)人對(duì)命運(yùn)共同體思想的闡述與運(yùn)用,以及東亞各國(guó)對(duì)東亞區(qū)域命運(yùn)共同體的設(shè)想,最后結(jié)合建構(gòu)主義理論的共同體思想給了東亞命運(yùn)共同體做了定義。東亞命運(yùn)共同體,是指存在不同角色身份的東亞國(guó)家行為體,通過(guò)角色互動(dòng),將友誼觀念為核心的文化體系不斷內(nèi)化并建立規(guī)范,各國(guó)自我約束而組成的有較高同質(zhì)性、相互依存、共同命運(yùn)的東亞國(guó)家集合體。第三部分,構(gòu)建東亞命運(yùn)共同體的機(jī)遇和挑戰(zhàn)及可行性分析。當(dāng)今世界,處于一個(gè)相互依存的全球化時(shí)代,國(guó)際秩序向多極化方向發(fā)展,國(guó)際格局處于變動(dòng)轉(zhuǎn)型時(shí)期,這是東亞命運(yùn)共同體建構(gòu)的戰(zhàn)略機(jī)遇。但也要看到,由于爭(zhēng)奪地區(qū)主導(dǎo)權(quán)帶來(lái)的地緣博弈,經(jīng)濟(jì)與安全的不平衡發(fā)展,領(lǐng)土糾紛以及東亞各國(guó)主觀認(rèn)識(shí)的錯(cuò)位,也為東亞命運(yùn)共同的建構(gòu)帶來(lái)諸多挑戰(zhàn)。但是,由于東亞區(qū)域內(nèi)各國(guó)在地緣上緊密相連、在經(jīng)濟(jì)上共同發(fā)展、在公共問(wèn)題上有制度性安排、在文化精神上相近,東亞命運(yùn)共同體的建構(gòu)是可行的。第四部分,東亞命運(yùn)共同體的建構(gòu)——建構(gòu)主義的視角。要建構(gòu)東亞命運(yùn)共同體,就要以建構(gòu)主義的視角去理解東亞區(qū)域內(nèi)的國(guó)家,以建構(gòu)主義的角度看待國(guó)家身份和國(guó)家利益。當(dāng)前東亞的國(guó)際體系是洛克文化體系,未來(lái)的東亞命運(yùn)共同體則是康德文化體系。要建構(gòu)東亞命運(yùn)共同體,集體身份認(rèn)同對(duì)于東亞成員國(guó)是否做出有利于命運(yùn)共同體的行動(dòng)起著決定作用,因此了解集體認(rèn)同的形成機(jī)制,對(duì)于東亞成員國(guó)重新認(rèn)識(shí)自己國(guó)家身份和利益,進(jìn)而采取積極行動(dòng),主動(dòng)參與命運(yùn)共同體建設(shè)有重要影響,形成東亞命運(yùn)共同體的集體認(rèn)同主要有四個(gè)變量,分別是相互依存、共同命運(yùn)、同質(zhì)性和自我約束。最后一部分是對(duì)論文的總結(jié),建構(gòu)主義是以身份認(rèn)同理論為基礎(chǔ)的,建構(gòu)主義理論對(duì)于研究東亞命運(yùn)共同體的形成機(jī)理和參與者行為以及身份認(rèn)同方面具有天然優(yōu)勢(shì),它為我們分析東亞命運(yùn)共同體構(gòu)建問(wèn)題提供了一個(gè)全新的視角和探索性方案。東亞命運(yùn)共同體構(gòu)建不會(huì)一帆風(fēng)順,如果東亞各國(guó)都能從長(zhǎng)遠(yuǎn)利益作為出發(fā)點(diǎn)來(lái)考慮命運(yùn)共同體構(gòu)建,一個(gè)高度互信的能帶領(lǐng)東亞各國(guó)走向共同繁榮的命運(yùn)共同體完全是可以建成的。
