【摘要】：自改革開放以來,中國經(jīng)濟迅猛發(fā)展,同時隨著工業(yè)化和城市化進(jìn)程的逐步加快,一些特殊項目立項導(dǎo)致環(huán)境惡化而引起的環(huán)境型群體性事件也不斷發(fā)生,人們保護(hù)自身生活環(huán)境的訴求,以及成本效益的不均衡導(dǎo)致矛盾升級,從而使鄰避沖突不斷進(jìn)入大眾視野。經(jīng)過對中國鄰避沖突的發(fā)生機理進(jìn)行深入探究之后,發(fā)現(xiàn)利用傳統(tǒng)自上而下的政府治理模式已經(jīng)無法發(fā)揮有效地治理作用,甚至可能將鄰避沖突的治理推向惡性循環(huán)。因此,這就需要在新的時代背景下,反思政府治理中存在的問題,并利用新的治理理念來彌補傳統(tǒng)治理方式的不足。黨的十八大提出的“社會主義協(xié)商民主”無疑為此指出了新方向和新路徑。協(xié)商民主主張通過主體之間公開、平等、理性的對話協(xié)商,最終達(dá)成綜合各方利益訴求的共識,這種共識將會被納入政府決策議程中,以此提升政策的合法性及有效性。協(xié)商民主能將鄰避沖突中存在的信息不對稱、公民參與不足、缺乏風(fēng)險溝通等問題進(jìn)行解決,并為中國鄰避沖突的治理提供方向,那就是通過構(gòu)建協(xié)商民主治理政治環(huán)境、促進(jìn)公民參與有序發(fā)展、優(yōu)化協(xié)商民主治理運行機制、構(gòu)建協(xié)商民主治理保障機制,將協(xié)商民主理念深入地融合到中國鄰避沖突的治理過程中,促進(jìn)政府進(jìn)行鄰避項目決策時充分聽取各方意見,形成科學(xué)、民主決策,同時達(dá)到培育公民美德、有效減少參與危機、實現(xiàn)政治社會穩(wěn)定的目的。
[Abstract]:Since the reform and opening up, China's economy has developed rapidly. It is found that the use of the traditional top-down governance model has been unable to play an effective governance role, and may even push the governance of conflict avoidance into a vicious circle. Therefore, this needs to be in the new era background. Reflect on the problems existing in government governance. The "socialist consultative democracy" put forward by the 18 Party Congress undoubtedly points out a new direction and a new path. Equal, rational dialogue and consultation will eventually reach a consensus that integrates the interests of all parties, and this consensus will be included in the government's decision-making agenda. In order to enhance the legitimacy and effectiveness of the policy. Consultation democracy can solve the problems such as asymmetric information existing in conflict avoidance, insufficient citizen participation, lack of risk communication and so on. It also provides a direction for the governance of China's neighboring countries to avoid conflicts, that is, to build a political environment of negotiated democratic governance, to promote the orderly development of citizens' participation, and to optimize the operational mechanism of negotiated democratic governance. To construct the guarantee mechanism of negotiated democratic governance, to integrate the concept of consultation democracy into the governance process of China's neighbor avoiding conflict, and to promote the government to fully listen to the opinions of all parties and form a scientific approach when making decisions on neighboring projects. The goal of democratic decision-making is to cultivate citizen virtue, reduce participation in crisis and realize political and social stability.
